Welcome to the South Yorkshire Passenger Transport Executive (SYPTE) Business Plan for 2013/14. SYPTE is funded by the four South Yorkshire local authorities to serve the Integrated Transport Authority (ITA) in the identification, planning, development and delivery of South Yorkshire’s strategic public transport priorities.

This Business Plan represents SYPTE’s contribution to the delivery of the Sheffield City Region (SCR) Transport Strategy, which sets out the role of transport in supporting wider policy delivery in the City Region. Enabling economic growth by connecting people to jobs and training remains the primary strategic focus, along with enhancing health and social inclusion, maximising safety and reducing environmental impacts.

The substantial budget savings required across all local authority spending areas have necessitated significant reductions in SYPTE’s workforce and overall cost base. This has been accompanied by a restructuring to ensure that SYPTE is best placed to deliver its strategic objectives.

The past year has seen SYPTE, together with district partners, negotiate the ‘City Region Deal’ for the SCR, which will enable certainty of funding that allows greater local control over projects, as well as long-term planning and stability.

Proposals have been submitted to Government to establish a Combined Authority for the SCR in 2014 that would enable stronger, joint leadership of strategic, economic and transport decision making. The ITA’s powers would be delegated to a transport committee within this Combined Authority.

This year has also seen the departure of David Brown, who has taken on the role of Director General at Merseytravel. Ben Still and David Young will lead SYPTE on an interim basis until April 2014, ensuring that the organisation continues to deliver successful, efficient and value-for-money solutions for South Yorkshire’s local authorities and the ITA.

SYPTE has made significant achievements in the last year in developing bus, rail and tram services for South Yorkshire. Bus services in Sheffield have been transformed by the Sheffield Bus Partnership; Rotherham Central Station has been redeveloped; and contracts signed to enable an innovative, national Tram-Train pilot between Sheffield centre and Rotherham Parkgate by 2016, which will also increase capacity on the Supertram network.

We also secured a commitment from Government to include SCR on the High Speed Two (HS2) rail network. The Government is proposing a station at Meadowhall, at the heart of the City Region.

Substantial budget savings across all local authority spending areas have resulted in a third year of significant SYPTE budget cuts. We have reduced costs by a quarter since 2011, including overall savings of £6.2 million for 2013/14 that has resulted in the removal of 61 posts, equivalent to 16% of the overall workforce. SYPTE continues to rise to the challenge of delivering more with less, with the right skills in the right places to drive an efficient and effective public transport network that addresses customer needs.

A change in the balance of funding for capital projects has reaffirmed SYPTE’s strong focus on bids for competitive funds. We secured inward investment of over £120 million in 2012 to deliver key transport priorities for the whole of the SCR.

KEy STrATEGIC PrIorITIES IN 2013/14 INCLUDE:• Enabling delivery of a Bus Rapid Transit (BRT)

scheme through the Lower Don Valley by 2015• Continuing to work in partnership with PTEs

and local transport authorities across the north of England to develop the case for devolving decision-making and accountability for regional and local rail services from 2016

• Working in partnership with Stagecoach to invest over £30 million to replace over 22 kilometres of Supertram track, with work starting this summer

• Working with Government to put funding in place to ensure that that the proposed HS2 station is accessible by attractive and rapid public transport links, as we go through the consultation period on the line to serve the City Region

SYPTE’s priority actions continue to be informed by our customers’ needs and expectations. We make direct improvements to the region’s public transport network, our services, facilities and information as a result of their feedback.

The ground-breaking Sheffield Bus Partnership has seen SYPTE, Sheffield City Council and bus operators working together to improve bus services and make the network more simple, flexible and convenient, with many passengers in the city paying lower fares. Work is underway with local authorities and bus operators in both Rotherham and Doncaster to introduce Bus Partnerships.

In another ‘first’ for South Yorkshire, Central Government is investing £18.3 million across the Sheffield Bus Partnership area in a national ‘Better Bus Area’ pilot to improve bus services and reduce emissions.

South Yorkshire’s Local Sustainable Transport Fund will enable us to deliver a “Sustainable Journey to Work” programme by March 2015.

We will also make significant progress in the rollout of smartcard and multi-operator ticketing, building on successes such as the ‘CityWide’ tickets in Sheffield, the Barnsley ‘Mi Card’ scheme and the wide take-up of the technology amongst the bus operators in South Yorkshire.

1. keY aChieveMents in 2012/13

SYPTE has made significant achievements in the last year in developing South Yorkshire’s bus, rail and tram networks which make a vital contribution to the local economy, enabling people to get to education, jobs, training and leisure.

The Sheffield Bus Partnership agreement was signed by SYPTE, Sheffield City Council and bus operators First South Yorkshire, Stagecoach in Sheffield and Sheffield Community Transport in November 2012. Partners are working together to simplify and improve bus services, and improve value-for-money with new ‘CityWide’ multi-operator tickets. Adult fare-paying passengers increased by almost 3% in the first quarter of partnership operation, reversing over a decade of decline.

SYPTE successfully secured approval to deliver the £58.5 million Tram-Train project, a national

pilot scheme to run innovative light rail vehicles between Sheffield centre and Rotherham Parkgate from 2016. Three of the additional vehicles will increase Supertram service frequencies to every 8½ minutes during the day, reducing waiting times and increasing seat capacity.

We have also been awarded £18.3 million of central Government funding to invest across bus services in Sheffield in a national Better Bus Area pilot scheme. This is designed to promote economic growth and reduce emissions by improving bus services.

South Yorkshire was the only metropolitan area to receive full funding for its Local Sustainable Transport Fund (LSTF) major scheme. Delivery of the £24.6 million “Sustainable journey to work in South Yorkshire” programme started in July 2012. It will help to connect people to jobs and training and to drive economic growth by facilitating and

encouraging sustainable commuting; reducing congestion and enabling more reliable journey times. Nearly 268,000 passenger journeys were made by March 2013 on the enhanced X19 ‘Job Connector’ bus service in the Dearne Valley, a year-on-year increase of over 21%.

Smart ticketing machines have been installed in over 84% of South Yorkshire’s bus fleet. Student passes and almost 40% of Megatravel under-16 passes in South Yorkshire are now in smartcard format. The smart ticketing system for the Yorkshire region is currently handling 300,000 transactions a day. SYPTE has also worked with Barnsley Metropolitan Borough Council (BMBC) and bus operators to ensure the Barnsley ‘Mi Card’ scheme (for students aged under-19) includes an all-day subsidised fare of 30 pence.

A direct European Regional Development Fund (ERDF) funding bid to the European Commission has been accepted as compliant and a loan from the Growing Places Fund approved for the £36 million BRT North project. BRT North will connect key development sites in the Lower Don Valley to the centres of Rotherham and Sheffield via a high quality bus route. The scheme aims to unlock economic development and will open in 2015, subject to receiving full approval from the Department for Transport (DfT).

SYPTE has led the development of a Long Term Rail Strategy for the north of England, working in partnership with PTEs and local transport authorities. Adoption of this strategy will be one of the key milestones in the process of decentralising the specification and management of local and regional rail franchises (rail devolution) on expiry of the existing franchises with Northern Rail and First TransPennine in 2016.

Our Customer Strategy has been implemented to ensure the right services are delivered in a targeted way to encourage behaviour change and to promote public transport. It also supports greater use of online journey planning tools and service information, which can be both more convenient for customers and more cost-effective in operation. The Travel South Yorkshire (TSY) website can also now be accessed via mobile, and social media is being increasingly used to distribute travel updates to customers, with nearly 12,000 ‘followers’ on the TSY Twitter feed.

• Working with the developer of a 255 space Park & Ride site at White Rose Way in Doncaster, financed entirely by the private sector, to reduce the number of cars going into the town centre

• The first year of a two-year Better Bus Area Fund ‘Quicker, Smarter, Smoother’ scheme to improve ticketing, traffic management and bus priority measures. It also provides free travel to young people previously not in employment education or training (NEETs) to ease their transition to work

• Converting bus shelter lighting to low-energy LEDs as part of our carbon reduction plan, saving over £150,000 and 400 tonnes of CO2 per year and reducing our future maintenance budget

• Revised information panels at bus stops, including QR codes, to allow easy access to live real time data, and information on bus routeing

• Completion of the three-year Access to Opportunities programme that gave over 7,000 people advice on access to employment and training by public transport. Over 1.2 million bus journeys were made on enhanced bus services and nearly 600 people registered on the ‘Wheels to Work’ programme. An independent external evaluation concluded the project was effectively managed, delivered significant impacts and represented excellent value-for-money.

Over 125 million journeys are made by public transport in South Yorkshire every year, with nearly 82% of these made by bus. Many public transport trips make a vital contribution to the local economy, enabling people to get to education, jobs, training and leisure. Economic recovery within South Yorkshire and the wider region will lead to thousands of people travelling to new jobs, many of which will be in the established urban centres. SYPTE is supporting sustainable growth initiatives by making public transport a viable and attractive choice for travelling to work in South Yorkshire.

SYPTE implements the decisions made by the South Yorkshire Integrated Transport Authority (SYITA), which is made up of elected members nominated by the local authorities of Barnsley, Doncaster, Rotherham and Sheffield. SYPTE is funded by South Yorkshire’s local authorities and works in close partnership with transport service operators and key stakeholders to lead the strategic development and operational delivery of the region’s public transport network, services and facilities. SYITA, SYPTE and transport operators in South Yorkshire are also members of the Travel South Yorkshire partnership.

SyPTE’S KEy fUNCTIoNS INCLUDE:• planning for South Yorkshire’s future public

transport network by identifying, developing and delivering key strategic priorities at a sub-regional, regional and national level

• securing additional Government and European Union funding to enable investment where the need is identified

• providing a comprehensive region-wide travel information service and maintaining interchanges, stops and shelters

• procuring and subsidising local bus services for access to work, training and essential services, where these cannot be provided commercially

• managing the Supertram Concession Agreement to maintain and improve patronage growth, punctuality, reliability, satisfaction and customer care

• contributing to the management of local rail services and the Northern Rail franchise, through our co-signatory status to the franchise agreement

• managing and funding a comprehensive concessionary fare scheme, funding free or discounted travel on local bus, tram and some train services for concessionary and disabled pass holders

SYPTE’s organisational values and working practices drive the culture of our organisation. We strive to be an exemplary employer in terms of equality and diversity. We also work with our partners to ensure that public transport services in South Yorkshire are available to all. Our three year Equality Action Plan encourages providers to put the customer first and aims to provide opportunities through recruitment, employment and training, whilst taking positive action measures where appropriate.

The overarching goals for the City Region’s transport system until 2026 are defined in the SCR Transport Strategy which was adopted in 2011. These are: to support the SCR’s economic growth by improving connectivity to local and national destinations; to enhance social inclusion and health by providing good access to medical, social and community services; to reduce emissions from vehicles which lead to air pollution and climate change; and to make transport increasingly safe and secure, especially for vulnerable groups. Public transport has an important part to play in achieving these goals. Focusing new development along key public transport corridors and in places adjacent to existing shops and services helps connect people to jobs and training in both urban and rural areas. The actions that SYPTE will deliver and contribute to in 2013/14 are set out in this Business Plan and will support the emerging Local Enterprise Partnership (LEP) Strategic Growth Plan.

5. Planning PuBliC transPort For the Future

Our key medium to long-term actions are summarised below, together with the activities we are undertaking now to achieve their funding and future delivery.

investing in the Future oF the traM sYsteM

We are working in partnership with Stagecoach Supertram to replace over 22 kilometres of Supertram track, large sections of which are close to their life-expectancy. Work will start this summer. SYPTE and Stagecoach are together developing the required funding package, estimated at £32 million. We are also working with Stagecoach to improve facilities for the Tram Feeder bus services at Malin Bridge and Middlewood, following the successful launch in October 2012 of the SL3 service between Killamarsh and Crystal Peaks.

As part of the City Region Deal, SYPTE is responsible for the successful delivery of the Tram-Train pilot project, working in partnership with the DfT, Northern Rail, Stagecoach and Network Rail. This will deliver seven new light rail vehicles by early 2016, with four running as Tram-Trains between Rotherham Parkgate to Sheffield centre. Three of the additional vehicles will increase capacity across the Supertram network.

Better Buses For the sheFField CitY region

SYPTE has secured significant funding and devolved responsibility from Government to continue the transformation of bus services across South Yorkshire.

We will continue to manage and monitor the success of the Sheffield Bus Partnership, consulting as required with users and operators. We are working with operators and local authorities to improve bus services in Rotherham and Doncaster and explore options for further Bus Partnerships.

£18.3 million will be invested to improve bus services across Sheffield in a national Better Bus Area pilot scheme, designed to promote economic growth and reduce harmful emissions. The scheme will reduce ‘bottlenecks’; fund ‘Kick-Start’ services to areas of employment; minimise future fare increases; and improve the provision of passenger information with a trial of audio visual equipment on buses. Infrastructure schemes include:

We will continue to deliver the LSTF funded “Sustainable journey to work in South Yorkshire” programme to facilitate sustainable commuting, enlarge employment catchments and enable more reliable journey times. The programme includes ‘Job Connector’ bus services in the Dearne Valley, Bus Key Route schemes, dealing with transport ‘hotspots’, and a variety of schemes to encourage sustainable and active travel. The Business and Employer Sustainability Toolbox (BEST) includes a series of joint ‘smarter choices’, promotional, training and travel planning activities, which will be delivered across four target corridors in South Yorkshire. Economic appraisal of the programme forecasts over £10 in benefits from every £1 invested. The total benefits to business users and operators over the appraisal period, from business travel time savings and operator revenues, is estimated at more than £98 million.

A funding package has been put together for the £36 million BRT North scheme. We will seek Full Approval from the DfT and finalise the terms of a Growing Places Fund loan in summer 2013, and a contract with European Commission for ERDF funding by October 2013. BRT is due to open in 2015.

We will develop and deliver Park & Ride facilities in appropriate South Yorkshire locations in partnership with the local authorities, to reduce congestion in urban centres and improve air quality. Over £560,000 is being invested in delivering a Park & Ride site at Elsecar station and we are investigating the feasibility of a site at Penistone station.

train sYsteMs Fit For our Future eConoMY

We are working to secure investment in the rail network to accelerate economic growth in the City Region. We will press the case for essential infrastructure projects on the existing rail network, and for high speed rail.

We will work with Network Rail, the Office of Rail Regulation (ORR) and DfT to shape vital rail connectivity improvements and ensure that key schemes are delivered, including:

• Pressing for the retention and enhancement of ‘clockface’, frequent and regular services direct from Doncaster to key East Coast Mainline (ECML) destinations

• Maintaining support for electrification of the Midland Mainline (MML) to Sheffield, which will deliver quicker and more reliable trains, with a lower carbon impact. We will press for completion to be brought forward from 2020 to 2019

• Working with local authority partners to make the case for faster journeys on the Nottingham – Sheffield – Barnsley – Leeds corridor, which is a key economic link between three core cities

• Making the case for further enhancement and electrification works post-2019 (Sheffield–Rotherham–Doncaster and Sheffield–Leeds) to enable regional services to be electrified

We will seek to maximise the economic benefits from a HS2 rail station serving the SCR and ensure that phasing is favourable for the region. We will develop plans for the proposed HS2 station to become a multi-modal regional transport hub, ensuring that it is accessible by attractive and rapid public transport links. At the same time we will work to minimise adverse local impacts.

PoliCY and governanCe

We will seek to retain and enhance our current level of influence over the rail franchising process to deliver a better railway for the north of England. We will:

• Support a proposition by northern local transport authorities to take responsibility for specifying and managing local rail services

• Work with local transport authorities across the north of England to develop an effective governance structure and franchise specification(s) for rail devolution

• Consult stakeholders and seek formal endorsement of the Long Term Rail Strategy (LTRS) for the north of England from transport authorities and other bodies

• Deliver the LTRS in conjunction with Government, Network Rail, train operators and local transport authorities, influencing rail planning and franchising processes

We will deliver the transport elements agreed through the City Region Deal, including support for the development and prioritisation of the SCR Investment Fund (SCRIF), which will reinforce regional priorities of economic growth and increase Gross Value Added (GVA):

• Develop and demonstrate assurance arrangements and prioritisation processes to enable devolution of Major Scheme transport funding to SCRIF

• Develop and promote public transport schemes for SCRIF consideration in accordance with the Single Assessment Framework

We will continue to facilitate sustainable growth, using the Land Use and Transport Integration (LUTI) process with local authorities and developers to ensure that new developments are accessible by sustainable transport, securing enhancements as required through the planning process.

6. PuBliC transPort network serviCes and FaCilities

We aim to deliver an accessible, integrated public transport network that is supported by attractive infrastructure and information.

Further enhanCing Bus PartnershiP work

Over two million passenger journeys are made by bus each week in South Yorkshire and over 80% of journeys are made on vehicles which are equipped to provide real time passenger information. We will manage and monitor the success of the Sheffield Bus Partnership by: identifying opportunities to improve the network to provide better access to jobs and training; driving patronage growth through the use of targeted promotional campaigns; and enhancing both network resilience and information provision when incidents occur and in times of severe weather. We are working with local authority partners and bus operators in both Rotherham and Doncaster to improve bus services and to introduce Bus Partnerships.

strengthening the Bus network and suPPorted serviCes

WE WILL• Work with bus operators to enhance

connections to employment, education and training locations and enhance integration between transport modes

• Ensure that SYPTE’s budget for tendered services is used effectively to support services that provide access to jobs and training and ensure that these services are effectively promoted

• Continue to provide effective and efficient community bus services

• Provide effective and efficient links to schools and colleges in South Yorkshire

delivering Better train and traM serviCes

We will maintain and enhance the South Yorkshire rail offer, including working with train operators to secure longer trains on selected journeys and to enhance and promote services to London. We will work with Northern Rail (as co-signatory to the franchise) to monitor and improve the cleanliness, comfort, reliability and punctuality of rail services and stations. We will work with Network Rail to deliver improvements to rail stations and the facilities at and surrounding them, including cycling and pedestrian infrastructure.

We will manage the Supertram Concession Agreement to maintain and improve patronage growth, punctuality, reliability, satisfaction and customer care. We will work with Stagecoach Supertram and Sheffield City Council (SCC) to maximise tram priority, facilitating essential track maintenance and preparatory works for Tram-Train, working with the Streets Ahead project team to ensure synergy wherever possible.

Providing and Maintaining high qualitY inFrastruCture and FaCilities

SYPTE manages six attractive and efficient, key interchange sites across South Yorkshire, along with 3,341 bus shelters and 4,346 bus stops. We will maximise the use of assets and improve communication to ensure that our facilities and services remain operational in exceptional circumstances.

We will improve satisfaction with on-street stops, including the quality and standard of information displays, subject to external funding. We will work with local authorities to ensure that the public realm around bus stops is attractive, safe and secure, and supported by efficient journey planning tools. We will also support the delivery of Sheffield’s Streets Ahead project to provide improved highway

infrastructure with minimal impact on passengers. We will ensure any network changes and alternative travel options are well advertised, capitalising on highway works to improve public transport infrastructure and using Streets Ahead, where possible, to promote public transport and influence transport choice.

We will make improvements to the actual and perceived safety and security of the transport network and increase environmental efficiency across our activities and the wider South Yorkshire public transport network.

7. PuBliC transPort inForMation and ProMotion

SYPTE is committed to developing, delivering and promoting a public transport system designed around customer needs and upon which they can depend. To do this we strive to understand our customers’ motivations, desires and attitudes towards our public transport network, so we can monitor and improve it in response to their expectations to encourage its use.

We work with employers and education centres to encourage greater use of public transport by those travelling to work, training and education, while researching and identifying opportunities to share our experiences with other like-minded partners.

We aim to make public transport a viable and attractive choice for travelling in South Yorkshire. By delivering a value-for-money, positive public transport experience we want to increase the number of existing and potential customers, and encourage them to become positive advocates and promote public transport use within their communities.

SYPTE continues to gather customer intelligence and insight to improve our services, facilities and information and to deliver them when they are needed; efficiently, affordably and with an eye on the future. Developing a successful and efficient information and communication model will help us to maximise customer adoption of our key projects, such as the smartcard concept, and to support the implementation of an online retail offer, subject to funding.

We will also support the Customer Excellence Academy in helping customers to achieve a greater degree of independence through informed travel choices and awareness of relevant services, changes and improvements.

Our Customer Strategy aims to enable effective delivery of products, services and information via Information and Contact Centres, Interchanges and Real Time, through measures that:

• Actively encourage and support customers to migrate towards independent services whilst maintaining a high level of customer satisfaction, by providing information and assistance through the most efficient and effective channels

• Proactively communicate quality, timely information on delays, diversions and service disruption

• Encourage greater customer use of social media channels to access relevant public transport and active travel information

• Implement a plan for information at bus stops and in interchanges to support onward travel

It will see us develop enhancements to the Travel South Yorkshire (TSY) website and digital products that include the integration of online ticket sales aligned to the smartcard project, and fare information on the TSY website aligned to the BBAF project. The business pages on the website will also be refreshed to enhance awareness of travel advice services available to the business community. In addition, content on the ‘On Board’ travel education website will be updated for schools, colleges, and those that have recently left education.

Through our LSTF project, we aim to encourage the use of public transport and other sustainable means for commuting and travel to education. We will provide customers with the information they need to make sustainable travel choices. We aim to create an intelligent customer database that allows us to increase customer contact and overall satisfaction through improved engagement and information provision.

8. tiCketing and aFFordaBle PuBliC transPort

As well as investing in infrastructure and providing comprehensive information facilities, public transport can only become a competitive travel mode if tickets are affordable, flexible and easy to use.

We play a key role in ensuring that an integrated ticketing offer is provided to passengers, focussing on innovative, multi-operator and smart ticketing, concessionary ticketing and affordable public transport.

We will work in partnership with operators to develop, provide and promote simple and value -for-money ticketing (including Park & Ride) to improve accessibility and drive patronage growth. We will also ensure that customers can access comprehensive and co-ordinated information regarding ticket options and fares, to ensure the range of tickets available is easily understood by all of our customers.

introduCing and Further develoPing Multi-oPerator and sMart tiCketing

We will continue to implement smart ticketing technologies, including developments to the smartcard back office processing system, a smartcard checker, database reader and a retail solution. We will also increase the opportunities for the use of smartcards as part of the Better Bus Area (BBA) scheme, in order to increase efficiency and improve perceptions of public transport.

WE WILL:• Procure smartcards• Continue to develop, promote and administer

the suite of South Yorkshire TravelMaster multi-operator tickets, building on initiatives such as the ‘CityWide’ ticketing range introduced with the Sheffield Bus Partnership. This will include working with partners on similar ticketing initiatives in other areas of the county

• Engage with Government regarding any legislative changes required to introduce smartcards (in line with the City Region Deal)

• Advance the introduction of smartcards to facilitate travel using more than one operator or mode of public transport in response to customer demand, and widen the opportunities for payment

• Introduce facilities in all of our retail outlets for the vending of commercial smart tickets, both over the counter and at kiosks

• Work with operators to ensure the speedy installation of smart ticketing equipment on their vehicles

• Push for operators to put in place ‘hot listing’ of lost and stolen cards

• Allow customers to register their cards so that they can gain security benefits

Funding and enhanCing ConCessionarY travel

We will fund and administer concessionary travel in South Yorkshire, ensuring that funding is directed to travellers most in need. This includes:• Continuing to work with partners across

local authorities to identify those entitled to concessionary travel by virtue of a disability or because of their educational travel need

• Promoting relevant information to ensure full awareness and take-up of concessionary ticketing by qualifying groups

We will encourage operators to overcome administrative boundaries in fares and ticketing. Enhancements to the concessionary travel scheme will include:• Facilitating and promoting increased travel

opportunities for socially excluded groups• Ticketing incentives to support young people

seeking work and training• Promotion of schemes with local organisations,

offering discounted employee tickets• Developing travel incentives for new residents

The SCR Transport Strategy provides a 15-year focus for SYPTE and the SCR partners, setting the strategic objectives for the City Region until 2026.

The Public Transport Action Plan (PTAP) details the actions that SYPTE and its partners will deliver from 2011/12 to 2014/15 to address the key priorities set out in the Transport Strategy.

SYPTE’s Integrated Planning Process (IPP) ensures the most effective use of resources in aligning our activities to the Strategy policies and PTAP priorities. IPP also provides a robust challenge of all departmental delivery plans, in order to enable required efficiency savings.

keY outCoMes

A set of measures has been adopted to monitor the effective implementation of the PTAP. These measures are updated monthly and reported quarterly to SYPTE’s Management Board to ensure that the PTAP is achieved in the most timely and effective manner possible.

SYPTE ensures a consistent approach to the efficient and effective use of resources by completing detailed evaluations of its transport schemes, initiatives and interventions, which are benchmarked where possible to comparable schemes developed by others. This is informed by the completion of post-project reviews of both key revenue and capital programmes.

We aim to achieve best practice across all our support services to demonstrate excellent corporate governance and value-for-money to our stakeholders and partners. We are pleased to have retained our Investors in People status for a fifteenth year, since our first accreditation in 1998.
