» I works for more than 10 years as IT Project Manager for Comune di Trento, following major innovation projects of the administration

» Consultant and trainer for Consorzio dei Comuni Trentini and various local Public Administrations on:

» "privacy and information security"

» "e-government and digital administration"

» “smart cities”

» "document workflow and conservation documentary".

citizens

» It's made up of frameworks that receive and send data:

» sensors, » cameras, » smartphones and mobile devices.

» Represents a new and revolutionary condition that, for the first time in mankind history, enables high levels of:

» participation » (and, at the same time, of) control of activities

» Unfortunately Italy has a large delay. (We need to apply all the actions that the Digital Agenda foresees – but this is a politics argument...)

» Otherwise Trentino (our territory) is a very good laboratory with the presence of an excellent network, (both wired and wireless)

» This layer enables a real time government condition, thanks also to the extraordinary resources that are available today in cloud computing.

» About this level it’s necessary to specify:

» Crowdsourcing: a revolution for public notices that enable unknown populations to participate actively to decisions;

» Citizen sensing: a process that transforms citizens in sensors for sensible cities;

» Co-design methods: that allow citizens to take part to the planning of urban spaces and services;

» Gamification: a process that allows to use the videogames methods to reproduce and simulate the functions of cities and support decisional processes;

» Co-working: a process that is nearer to workers needs.

“Collaboration & Sharing” Approach

These new forms of collaboration and sharing – of risks, resources and financings – let emerge an important factor:

» the third sector (citizens, universities, all of you, etc...) becomes an important player for Smart City process.

In order to improve governance and cities performances, Mayors and local authorities:

» have to change their approach

» (and) have to work following the networks logics with a support from technologies.

Even in this case, thanks to the use of modern technology and the possibilities offered by networks, citizens can do better than local administrations if they are missing.

In South America, for example, volunteers paint cycle lanes and crosswalks that urban planners have forgot.
