Arpa Piemonte is in charge of the maintenance of the framework about the hydrogeological instability of the Piemonte region.

Introduction

Starting from the end of '70, the Geological Survey of Piemonte Region collects information concerning flooding, landslides, geomechanical characteristics of earths and rocks and is in charge of the management and the development of the regional landslide-monitoring system. In 2002 all this topics was moved into the ARPA Piemonte (Regional Agency for Environmental Protection) where the Thematic Department “Geologia e Dissesto” continues to maintain this valuable resource up to date. A first 1:100,000 regional landslide mapping was carried out for the entire regional territory in the first part of '80s.

From 2000 to 2005 the IFFI project (The Italian landslide Inventory) contributes to increase the level of knowledge and allow to product a national homogeneous landslide information system. In 2005, on the bases of IFFI results, about 470.000 single phenomena have been identified and analysed in the whole Italy.

SIFRAP (The landslide inventory of Piedmont) was born in 2005 as an evolution of

the IFFI project.

Arpa Piemonte, continues to feed and to develop the inventory by:

Database evolution; Developing of new tools for analisys and manage data; Inventory updating; Data spreading;

All this activities are achieved during the istitutional work and by the European INTERREG Project.

One of the main goal of working package B2 of the ALCOTRA European Project RISKNAT is focused to improve the knowledge of the SIFRAP, in particular on the more serious phenomena where detailed examination is needed.

In order to effectively organize and manage informations all data are now

stored in a geographic PostgreSQL/PostGIS database, also containing the

whole Geological Information System of Arpa

Main advantages:

multiuser editing (both geographic and alphanumeric);

related information can now be simply linked together;

Real time intersection of the most significant data with landslide geometry;

easier data analisys and data mining.

Data can be queryed by different open source and proprietary tools

Up to now the inventory contains 36'271 landslides

The inventory defining three levels of landslide knowledge, depending on the available information:

I – basic information

II – detailed form

III – in-depth monograph

Monitoring data

Arpa manage several devices installed all over Piemonte to monitor landslides that occur close to facilities or built-up areas. The network includes about 300 monitored sites, up to now. The monitoring network includes many sites with few, mostly conventional instruments (inclinometers, piezometers, extensometers, and topographic benchmarks)

The Geological database of Arpa contain information about 9800 borehole log data and 6000 geotechnical laboratory analisys

Landslide inventory updating

The monitoring data was coupled with detailed morphological analysis, carried out mainly by air-photo interpretation and, in second place, with some aimed field survey. Also the analysis of the geotechnical database of Arpa has allowed to obtain a more exhaustive geo-mechanical framework.

The RISKNAT Project was a chance to reorganize the database and to

improve our knowledge on landslides:

Efficiently data organization;

Detailed regional frame of more interesting phenomena.

The integration between monitoring system and satellite data allows to define a

more detailed quadro cinematico-evolutivo.

PS data integrate the punctual information of monitoring system with a more

spatially-wide spreaded information.

Evidenziano un movimento generale dell'interno versante, confermano

sostanzialmente la suddivisione del versante in zone a diversa evoluzione già

definita in precedenza.

L'inventario rappresenta uno strumento conoscitivo fondamentale per la

gestione del territorio sia nelle attività di pianificazione sia in fase di

emergenza.

L'organizzazione dei dati all'interno del geo-database permette un

efficiente utilizzo dei dati e la possibilità di effettuare analisi spaziali in

tempo reale.

Per mantenere la base dati efficiente e funzionale è necessario mantenerla

costantemente aggiornata e con un livello conoscitivo adeguato
