The purpose of the Paper
To propose Smart Cross-Border e-Government (SCBeG)
models making full use of ICT innovations in CC, BD and
IoT and combine these technologies with platforms
available on eID (in conjunction with eAU and e-SIGN).

Enriching existing or Redesigning new e Gov systems
ICTs serve already complex e-Government systems
New structures are needed aiming to cover application
areas beyond national borders and national economies
ICT should secure and enrich existing/redesign new ones
capable to meet complex requirements on E-Banking, e-
Health, e-Justice, e-Forensic, e-Crime
Making full use of innovative projects (STORK etc)

Establishes a Pan European interoperable platform for eID
and eAU for European citizens.
STORK’s pilot projects have been tested in four domains of
economy and business :

STORK 2.0 Authentication Platform
Creates interoperability framework between approaches of
eID solutions among EU countries
Is based on STORK 1.0 which make use of results of:
IDABC(Interoperable European Egov Services G2C & B2C)
MODINIS (Study on Identity Management in eGov)
GUIDE (Gentle User Interfaces)
FIDIS (Future of IDentity in the Information Society)
PRIME (PRivacy and Identity Management for Europe)

STORK 2.0 Authentication Platform – PEPS (Pan European Proxy Server) model
STORK 2.0 extends functionality of the authentication of
STORK1 interconnecting Attribute Providers (AP) and
enriching eAU services with information related to users (e.g.
universities for academic qualifications)

Smart Cross–Border e-Gov Systems (SCBeG) provide
solutions to cross-border systems on e-Banking, e-Health,
e-Justice e-Education, e-Customs
SCBeG apps help countries under economic recession and
combat chronic problems (unemployment and bureaucracy).

The SCBeG, in conjunction with CC, BD and IoT techs
enrich capabilities on many domains. In particular:
Cover needs in Life Science disciplines (e-Agriculture, e-
Forestry, e-Environment, e-Food Sciences).
Solve functional, financial and bureaucratic problems for
citizens and SMEs (G2C, G2B, B2B, B2C).
Support financial activities of citizens and SMEs in pan
European level.
Develop further economic and social development.

Smart Cross-Border e-Gov Systems – The case of Greece
Presents satisfactory development, under economic
recession, during 2012-2014 for cross-border e-services.
Reaches globally the 34th position in 2014 for e-government
development index (up three positions compared to 2012).

Conclusions
Development and integration of SCBeG apps: a
continuously evolving concept.
Technical developments & improved standards benefiting
apps to citizens, business & government agencies.
Ubiquitous systems supporting apps (recommending
systems for transactional services strengthening privacy of
cross-border systems).
Enhanced services by guaranteeing Privacy, will multiply
users (individual & organizations) & government agencies.
Much needed priority to support reforms that are urgently
required as in the case of Greece.
