The MIS Dept. (now ICT Dept.) was characterized by the following:

• Small team size (Only 4 permanent staff )

• Insufficient ICT infrastructure:No network (Local Area Network) –No Phone - Slow and intermittent internet –No software licenses -

• Non existent web presence

• Policies and procedures gaps

• Skills gaps

• Dormant partnerships
