He has succeeded by innovative management strategies to modernise public sector by implementing human resource and process reform, security and information and communication technology (ICT) strategies. Born on 5th September 1947, Arindam Bose is a 1969 topper from the Indian Institute of Technology Delhi, India. He served the Government of India for three decades contributing to the transformation of the Internal Security and traditional Defence Agencies in India to meet the new challenges. After successful completion of projects for the Internal Security Services and Defence he opted for voluntary retirement in December 2000 as the Chief Executive Officer of the National Computer Education Accreditation and Examinations Agency (DOEACC) recently renamed National Institute of Electronics and Information Technology, India”. Arindam Bose served the Government of Botswana (January 2001 to January 2007), contributing to the Government Process Reforms, Public Service Performance Management Strategies, Human Resource Development Policy, National ICT Policy, Legislative reforms for ICT, National ICT Infrastructure Development, E Government and ICT Outsourcing industry. As the IT Strategy Advisor to Botswana, he was instrumental in contributing to the Government ICT Steering Committee and the e Gov and e Legislation task forces as Member secretary and contributing to modernisation of the processes for Access to Justice for all. Arindam Bose is an Independent Advisor and Mentor after retirement from the Government of Botswana in January 2007 and is working on challenging assignments in the area of Performance Management, Human Resource Management Strategies, Security Risk Profiling, Transparency and Access to Justice and ICT Strategies for Government Departments, International Agencies and Blue Chip Public Companies. He has just successfully completed an assignment as the Commonwealth Expert, Ministry of Justice Cameroon, to bring “Access to Justice for all in Cameroon using the benefits of ICT” (2012). Since January 2007 Arindam Bose successfully completed similar projects for the E Government Strategy, Office of President and Modernisation of the Registration, Insolvency and Trusteeship Agency, Ministry of Justice, Tanzania for Tanzania (2007), ICT Strategy for the Botswana Unified Revenue Services (2007). He was the team leader to research (2008), deliver the key note address and conduct the Commonwealth Business Council Cyber Media India first “Africa Outsource Summit” 5 in March 2009 in London. He was the Advisor Internal Security, Tata Consultancy Services India (2009-2010). He contributed towards the ITU’s 6 submissions on the contribution of ICT towards the progress of Least Developed Countries at the recent decadal United Nations LDC Conference held in Turkey in 2011.
