Housing First

change if considered housing as a right to be

respected, not a privilege to be earned?

The Agents • The model was first developed and tested

in the US, but quickly spread and is now

tested by NGOs, foundations and

governments around the world

the first response to homelessness,

social, health and other support is then

provided independently.

The Potential • Better residential stability outcomes and

is cost-effective.; itincurs public

expenditure savings through reductions

in use of emergency health services and

the criminal justice system.
