within DoD. Omnibus set-asides do not exist.• Small businesses with contract vehicles and IDIQs, become an ideal partner to both

large and small businesses with complementary skills, and separates itself from the competition. Monitoring subcontracting goals can be enhanced.

• Teaming, subcontracting, and marketing is vital to realizing the return on investment for pursuing OMNIBUS 4.

• Remember that the contract is just a “license to hunt”. The success of the hunt is determined by promoting the program within the various Services (Army, Navy, Air Force) and ultimately, submitting excellent, responsive proposals.
