47 year) plan where the North Slope leaseholders decide when it is in their best interest to commercialize Alaska’s gas; or

2. State of Alaska secures long term gas contracts, builds/owns the infrastructure (pipeline) to take Alaska’s gas to Alaskans and the world markets now.
