Driving Lane vs Parking Lane

When did it become legal to double park, or to park in the driving lane. It has become a popular belief hat it is legal to park in a driving lane when you have your emergency blinkers on. Is there some loop-hold within the Los Angeles Municipal Code (LAMC) that exempt some residents from conforming to the laws as written? I pro-pose the question in an effort to understand why there is so much lack of en-forcement of the standards as stated in the LAMC.

Before we condemn our neighbors, let us review the efforts of our elected officials and their efforts to protect the community from its current rate of decline. Did you know? Thanks to the lack of City services, Code enforcement, parking enforcement and community policing,

Pacoima is not only a dumping ground but also the swap meet of the valley and lately a "for sale" car

lot. You can drive around everyday and find a yard sale, some places are open for business on a daily basis

(home business?); there are those that drive to any corner, unload their cars or trucks and start their

sales.

According to the City, we are allowed to have two yard sales per year and, with a permit, up-to 5 per year;

but there are no resources to monitor them and no one to enforce the city ordinance and/or Municipal

code. Imagine that! Every Council Member has several field representatives, wouldn't it be nice if they

could actually drive around Pacoima and report on this things? LAPD has Senior-Lead officers that monitor

community activities, could they report the daily yard sales, Street vendors or cars for sale?

With so many resources and service providers in Pacoima, why is it that everyone ignores the third world

appearance of Pacoima? El Nido was provided with the entire Community Center and now they are

hosting "Yard sales" every other week, Why? Some service providers in Pacoima get the full support of

the elected officials but fail to meet their goals because their next year funding is more important than to-

day's needs.

Via local media and the cable TV stations we should all know that this Country has

experience a rash of citizen rights violations and death through out our so called great

country. We can excuse the man who pulled the trigger when he cries. “...I was afraid for

my life….”

That is the immediate statement made by the police officer who have just taken the

life of a citizen. It is immediately followed by the “Police Protective League” declaration

that it was a good shoot. None of who were present. No investigation completed, yet the

dead citizen was responsible for his own death.

We listen to these words as sanctioned by the news media and remain silent until the

dead citizen is our son, or daughter. Now we want to cry and seek comfort from our neigh-

bors. Did we step up and speak out when the kid across the street was killed by a, “...I was

afraid for my life…” cop. For most of us we hide our heads and say, “...thanks God it wasn’t

Jr.“ Wake up people, it wasn’t your son today, his day may come tomorrow.

It appears in many situations, that forgiveness of the police is automatic. The Police

Chief, within hours say “...we are investigating...”, within a day, “...the shooting was within

policy…” No details are released for months. Then the DA refuses to file charges. Is that a

deliberate effort to allow the public time to forget.

I recall reading that the American people have a two week retention span on issues

that affect their lives. They pay too much attention to the lives of movie stars, athletes and

singers, and too little attention to politicians, government and financial issues. The citizens

concern about life altering issues are few and far between.

When asked, we will all reply that we are in favor of Human Rights. When the viola-

tion is in “America” (Los Angeles, Chicago or New York), we seem to forget our “Human

Rights” position. It seem that corruption, secret police, bribery of politicians only exist in

foreign countries, the ones we don’t particularly like. mrp

Why is Pacoima exempted from Municipal codes, City Ordinances, Building & Safety and parking enforce-ment codes?

Even the County has failed to enforce and monitor the potential Health hazards of food vending on the streets. To the best of our knowledge, food trucks are allowed to park for up to "30 minutes" at any spot and then must move to another loca-tion, but in Pacoima they are allowed to park all day and 7 days at the same spot. We have restau-rants, in Pacoima, paying rent, business licenses, occupancy permits, utilities, employees, sales taxes and expected to meet City, County, State and Fed-eral labor, health and income reports require-ments. Food trucks use City Street to conduct busi-ness at no cost, usually operated by two people and being a cash business, sales taxes (reports) are virtually a wild guess! Restaurants provide bathrooms for employees who must wash their hands after using them; how often do you think, food truck operators wash their hands or use the bathroom during their hours of labor? What about Street food vendors? Now the City is considering providing permits for Street vend-ing! They should understand that the whole pur-pose is to generate "unreported" income, why would they pay for a permit that will force them to report the income and/or report/pay sales tax-es? The State would want those taxes, the County would add Health requirements (permits) and somebody will add liability insurance on their prod-ucts. The City cannot (will not) currently monitor or enforce those Municipal codes and City ordi-nances that prohibit Street vending, how do they plan to monitor those with (or without) permits?
