“Not if, but when”

• 2017-2020 – Audi, BMW, Ford, Google Mercedes-Benz, Nissan, Tesla claim they will offer automated vehicles

• 2030 – 40-50% of vehicles wil have some degree of automation

• 2040 – Automated driving will be pervasive

Why do we care?

• Investments in highway and transit facilities being made NOW, including highways and rail transit lines, are based on assumptions about travel 20 years from today

• Autonomous vehicles will be a HUGE game-changer

• Planning models are based on current and past experience, so we planners are largely CLUELESS

• We are going to need a new transportation planning paradigm

Automated, Autonomous, Connected, Self-driving?

• Difference between connected vehicles (CV) and automated vehicles (AV)

• Connected Vehicles

– Commercial wireless connected

– Capability Levels – NHTSA, SAE, BAsT

NHTSA Preliminary Policy on Automated Vehicles

Level 0 (No automation)• The human is in complete and sole control of safety-critical functions

(brake, throttle, steering) at all times.

Level 1 (Function-specific automation) • The human has complete authority, but cedes limited control of certain

functions to the vehicle in certain normal driving or crash imminent situations. Example: electronic stability control

Level 2 (Combined function automation) • Automation of at least two control functions designed to work in

harmony (e.g., adaptive cruise control and lane centering) in certain driving situations.

• Enables hands-off-wheel and foot-off-pedal operation. • Driver still responsible for monitoring and safe operation and expected

to be available at all times to resume control of the vehicle. Example: adaptive cruise control in conjunction with lane centering

NHTSA Preliminary Policy on Automated Vehicles

Level 3 (Limited self-driving) • Vehicle controls all safety functions under certain traffic and

environmental conditions. • Human can cede monitoring authority to vehicle, which must alert driver

if conditions require transition to driver control. • Driver expected to be available for occasional control. Example: Google

car

Level 4 (Full self-driving automation) • Vehicle controls all safety functions and monitors conditions for the

entire trip. • The human provides destination or navigation input but is not expected

to be available for control during the trip. Vehicle may operate while unoccupied.

• Responsibility for safe operation rests solely on the automated system

The Market for Transit

Transit riders generally fall into two categories, captiveand choice

• Captive riders – cannot drive or do not have access toa car

• Choice riders - generally do own cars, but choosetransit when it can offer a faster, cheaper or moreconvenient trip. Choice riders can avoid congestion,use time on transit to read, work or sleep, and canavoid parking costs and hassles at their destinations.

Impact of Self-Driving Cars on Transit

• Self-driving cars will offer mobility to those transit captives who cannotdrive, and, in conjunction with car-sharing, can offer mobility to thosewho do not have ready access to a car. (30.9 million in US, includes 24.8million age 10-15 and 6.1 million visually impaired adults)

• For choice riders, self-driving cars can offer amenities similar to those oftransit in terms of how one can use time while traveling, to read, sleepor work.

• According to studies, automated cars could double highway capacity.Couple that with the ability to self-park, and the transit advantage couldmelt away.

• So the impact on many transit systems could be huge.

Recommendation - Transit Institutional Response

• Promote shared-use autonomous cars as areplacement for transit on many bus routes and forservice to persons with disabilities

• Exit markets where transit load factors are too lowto justify operating a transit vehicle

• Concentrate transit resources in corridors wheremore traffic and parking will be too costly and toocongested, and where transit can increase thepeople carrying capacity of a lane beyond that of ageneral traffic lane

• Focus attention on land use – work with partners tocreate Transit-Oriented Development that limits theneed for driving and where trip-end density willprovide enough riders

– Create compact activity centers

– Make streets pedestrian and bike friendly

– Manage parking ratios and configuration
