CHALLENGES = 2 YEAR PROCESS

• Task Force was not funded so time was limited to interim committee.

• House side had a brand new chair and ½ of its members were either new to the legislature or new to the committee.

• Significant funding shortfall split between state, locals, and transit.

• Political challenges of tackling the whole problem at once.

STRENGTHS

• Utah has top notch, even world class people in transportation.

• Unified Transportation Plan. • NOBODY ELSE HAS THIS!!!

• House Chair and committee members are quick learners .

PLANNING AND OPERATIONS

• We looked at the role of: • Legislature

• Transportation Commission

• Metropolitan Planning Agencies

• UDOT

• Transit Districts

• Local Government

MAINTENANCE

• State system has two kinds of roads: • Roads we maintain proactively.

• Roads we do not.

• Local roads vary substantially in quality and use. • Maintenance costs are a huge concern. Resources are needed.

• Bridges

FUNDING • 11.3 Billion

• $452 M per year over 25 years.

• Split somewhat evenly between state, locals, transit.

• Cannot all be done at once. • Impact to economy.

• Transit taxes require voter approval.

• Local needs gaining recognition as most pressing may see movement this session.

• We will continue studying options in 2014.
