Annual Report Writer
Showcasing results with a focus on readers
I think I can speak for everyone at the Canadian Council on Learning when I say that the past fiscal year was our most productive to date. The period from April 1, 2006, to March 31, 2007, marked a series of firsts for CCL—from the release of the world’s first Composite Learning Index, to the publication of our first annual reports on issues such as post-secondary education and the state of learning, and the release of our first annual Survey of Canadian Attitudes toward Learning.
These achievements, among the many others featured in the pages of this annual report, demonstrate the contribution that the Canadian Council on Learning is making to the progress of learning across Canada, in all its many forms.
We are proud of what CCL has accomplished—both in the past 12 months and in the three years since we were founded. And we’re not alone: our sense of pride was confirmed by a formative evaluation that concluded CCL is on track to achieve its mandate.
I would like to take this opportunity to recognize the hard work of CCL’s staff, without which our successes of the past year would not have been possible. I would also like to thank the members of our Board of Directors, who regularly offer their guidance and provide strategic direction to CCL’s work, all on a volunteer basis.
With their help, CCL will continue in the coming years to provide the kinds of insights about learning that will strengthen Canada’s social and economic growth, while ensuring that Canadians understand the importance of learning throughout all stages of life.
ANNUAL REPORT 2006–2007

4 MESSAGE FROM THE CHAIR
OUR YEAR AT A GLANCE Founded in March 2004, the Canadian Council on Learning is still a young organization. Nonetheless, we have already established a solid record of achievements, and the fiscal year 2006–2007 was no exception.
Here are some highlights of our top accomplishments for the period covered by this report. The complete list of achievements is detailed in the Paving the Way for the Future section of this annual report (see page 10).
Released the world’s first Composite Learning Index;
Published the first annual Report on the State of Learning in Canada;
Published the first annual Report on the State of Post-secondary Education in Canada;
Commissioned, analyzed and published the first annual Survey of Canadian Attitudes toward Learning;
In partnership with Aboriginal Peoples, undertook the development of new models of lifelong learning for First Nations, Inuit and Métis communities;
Placed two researchers in the researcher-in-residence program and increased the total number of available spots in this program;
Published a biweekly, subscription-based e-newsbulletin, highlighting CCL initiatives, research and activities;
Implemented structured-learning partnerships with provincial and territorial governments, as well as with select national non-governmental organizations; and
Completed a formative evaluation of the implementation, design and delivery of CCL activities and its progress in achieving the mandated goals of the organization.

Highlights the public engagement, liaison and administrative activities of SIRC. This includes details of its annual budget and expenditures.
About This Report
SIRC derives its mandate and functions from the same law that sets out the Service’s legal framework: the Canadian Security Intelligence Service Act. In accordance with this legislation, SIRC annually prepares a public report of its activities, which is tabled before Parliament by the Minister of Public Safety.
This annual report summarizes SIRC’s key analyses, findings and recommendations arising from its reviews and complaints investigations. It has three sections:

SIRC REVIEW: CSIS’s Use of the InternetOver the span of a generation, information available via the Internet has grown expo-nentially. Today, it is a vast, interactive medium that offers significant anonymity to people who communicate online.
Of particular concern to security intel-ligence agencies and law enforcement is the growing role that online activities play in the radicalization of individuals who may become threats to Canadian interests. Today, people who may never have met can create networks, mobilize and plan threat-related activities—all without ever having
to leave home. For those who pose a threat to Canada and its allies, online activities play an important role at every stage of radicalization, giving direct access to unfiltered extremist ideology, as well as providing a nearly anonymous meeting place for like-minded radical individuals.
As a result, threat-related online activities have moved to the forefront of many national security investigations. This medium has come to play an important operational role in CSIS investigations: for example, key targets of the “Toronto 18” group were initially detected through the monitoring of material posted online.
Targeting
When the Service has reasonable grounds to suspect that an individual or an organization could pose a threat to Canada, it must first establish an investigation. The figures below indicate the number of targets (rounded to the nearest 10) investigated by CSIS in the past three fiscal years.

Apprenticeship training depends upon a community of apprentice-
ship stakeholders working together to help ensure that Canada
remains a leader in training for the skilled trades. The Canadian
Apprenticeship Forum - Forum canadien sur l’apprentissage
launched the Apprenticeship Inventory / Information Project—a
one-stop location to share vital, up-to-date information related
to skills trade and apprenticeship training.
A key component of this project is the development of an
Inventory / Information portal, www.apprenticetrades.ca to be
launched in the spring of 2004.This site will provide apprentices,
parents, educators and other stakeholders with important facts
and information on a range of topics, including:
• an overview and background on apprenticeship training;
• approaches to promoting apprenticeship as a career choice;
• details about costs and other financial considerations related
to apprenticeship;
• facts about employment and career opportunities;
• job-searching tips for apprentices.
Thanks to feedback received through extensive stakeholder
consultations, the Inventory / Information portal will feature
tailor-made content designed to suit the specific needs of
apprentices, parents, educators and others who share an interest
in Apprenticeship training. In addition, a multi-stakeholder steering
committee continues to oversee the project, helping to ensure
that the lines of communication remain open.

Prospecting and customer
engagement made easy
Here’s how Funnel Activator
works…1. Each of your prospects is qualified by an
initial call by a Greenfield Business
Development Specialist.
2. Greenfield Services crafts value-packed,
personalized e-marketing communication
sent directly to your targeted prospects and
customers.3. When a prospect acts on your message,
updates their profile or visits your website,
your Greenfield Account Manager follows
up to determine if the lead is ready to be
passed to your team. If it is not, questions
are answered and the prospect remains in
your funnel. When the prospect is ready for
a quote or to check space, you receive the
fully qualified lead by email within minutes.
4. You obtain real-time feedback on response
rates, what prospects view on your website
and how long they stay…all via a special
coding module added to your outbound
emails and your website.

Funnel ActivatorEasy to get started
Funnel Activator is designed for busy sales
professionals. It’s easy to activate and runs quietly
without any fuss, so you can focus on building new
business rather than wasting time on unqualified
leads and other hassles.
Permission driven
Leads that are not sales-ready are kept engaged
through permission-based, trust-building
communication. When leads reach the readiness
level, they are passed on to your sales team to do
what they do best: close the business!
Customized to your audience
A customized program of relationship-building
“touch points” is generated for each prospect based
on their interest level and the projected time frame
until your client is ready to buy. Along with email,
this can include direct mail, events, surveys,
webinars, and more!
Get steady feedback
With Funnel Activator, you gain valuable insight on
who is responding to your prospecting efforts. Those
that are most responsive to ongoing communication
are more likely to buy from you.
For every 30-day period that elapses
after an initial contact, a prospective
buyer’s recall of the qualifying
conversation is reduced by 10%.
“Ten months of no contact with your
customers means your list is worth
nothing …and you might as well start
cold calling again.”
