The Hong Kong Council of Social Service (HKCSS)
• Established in 1947
• Over 400 member agencies and 3,000 service units in Hong Kong
– covers over 90% of the social welfare services units
• Established in 1998
• In 2001, Hong Kong Social Welfare Department sponsored ITRC to expand scope of services and ITRC started to operate in a business model
• Became a self-financing unit since 2004
