i Volunteer LeedsNHS Kirklees, the local primary care trust, was broken up three-and-a-half years ago, with the commissioning arm being absorbed into two Clinical Commissioning Groups, and the provider arm being given a number of options, the chosen one of which was to become a non-profit Community Interest Company. – a type of not-for-profit social enterprise. Our articles state it is a company limited by shares and completely owned by employees who can own a single share only.The company is called Locala Community Partnerships, a name chosen by employees.

i Volunteer LeedsLocala, as part of its constitution, has a set of values, and a Members’ Council. The Members’ Council has 10 employee shareholders, six community members, one local GP and a GP practice manager, plus two local councillors.The role of the Community Council is primarily to ensure that Locala lives the values.Duties include appointing a Chair and Non- Executive Directors; working with directors to prepare the Company’s mission, values, strategy and forward plans and reviewing and supporting our Membership Strategy.It also has sub-groups who assist with these functions below – each group has an equal representation from shareholders and from community members. My role, since the business started, has been as a volunteer Community Council representative. I have been elected as Deputy Chair of the Council for the past three years. I also lead the Charities Subgroup. I have been involved in appointing auditors and non-executive directors during that period.

i Volunteer LeedsMy main role has been involved in ensuring that Locala has a strong set of values, and lives by them.A really brilliant role for me to play is helping to administer the grant funding Locala makes to small local charities and community groups throughout Kirklees. It gives you a really warm feeling to see how much good can be achieved with relatively modest philanthropy.

Locala clinicians carry very high-spec laptops, all linked in to the NHS Systm1 network. If they meet a patient at home who needs specialist care or a second opinion, they can contact via computer who is needed and even offer the patient a video consultation there and then.. The system connects directly to the patients’ GPs and other health practitioners online. All primary care providers should work like this! The reaction from patients, young and old, is an inspiration.

i Volunteer Leeds Charities Sub groupThe Charities Sub group meet two or three times a year, to review applications for the Locala Community Fund and decide which projects they think are most deserving of financial support. In addition, they help Locala decide which charities we should adopt as our ‘Partner Charities’. For the last two years these have been Age UK (Calderdale and Kirklees) and Princes Trust.

Colleague Survey Sub group

The Colleague Survey Sub group meet four

times a year, to identify priority areas arising from Locala’s annual Colleague

Survey and quarterly Pulse Surveys. Alongside analysis

of the results, the group decide on a list of actions going forward and

agree on the theme for future Pulse Surveys.

Volunteering Sub group

The Members’ Council were involved in the development

of a Volunteering Strategy in 2013 and contributed to the processes and design of the Volunteering programme. The Volunteering Sub group meet three times a year, to monitor the actions of the Volunteering strategy and discuss future developments to the Volunteering programme.

The Articles of Association state that the appointment and remuneration of the Non- Executive Directors (NED) and Chair is the responsibility of the Members’ Council. The Nomination and Remuneration Sub group was created to form an independent view of how to progress in terms of NED appointments/reappointments and remuneration. The Nomination and Remuneration Sub group were involved in the appointment of the NEDs and Chair in 2011, and the reappointment and remuneration of the NEDs and Chair in 2014. In 2014/15 the Sub group will consider how best to keep in touch with the work of the Chair and NEDs and identify

how they are doing.

The Social Enterprise Sub group meet approximately

Social Enterprise Sub group

twice a year, to pool together ideas about what it means to be a

social enterprise and the best ways to communicate this message to

colleagues, patients and community members. The group has agreed on a

simple message and a strapline, which they hope to communicate across the organisation, once a consensus has been reached. Further

discussions into the effectiveness of the strapline and social enterprise message will take

place at future meetings.

i Volunteer LeedsBeing three years off retiring, and therefore having many years of experience to offer, it is very satisfying to be able to offer some time and experience to assist a forward-looking, community-based company to provide essential and useful services into my community.Being an engineer by profession, you can well imagine that the biggest thrust of my interest is in getting the systems as slick, quick and joined-up as possible. Locala are a very young, go-ahead body, who see the future of healthcare as being facilitated by lots of smart systems. I get a very great deal of satisfaction out of being able to make a difference to the lives of many of the people in my community.
