Pork production in Yucatan

• Pork production is growing

• Keken represents 80% of the state total production.

• Locally produced pigs are sold in other states

• Export to Japan, South Korea, USA & Canada (> 30% total export from México).

• Geographic advantages (surrounded by non producing pig states – tropical weather).

• Medium to low virulent PRRS strains

• Only boars and gilts (breeding stock) are allowed to enter the state

IN 10 MONTHS PEDv SPREAD TO 17 STATES

• First outbreak in June 2013 (Michoacan).

1.3. Preventive actions

Focus on five points:

I. Transport biosecurity.

II.State border inspection of incoming trucks.

III.Internal biosecurity (Farms- Transport – Slaughter plant - Feed mill).

IV.Audits and active surveillance

V. Trainings and outreach.

I. Transport biosecurity

• Trucks for live pigs sales outside of Yucatán:

– Double washing and disinfection before entering Yucatan

– Staff training with Keken support (outsourcing border truck wash)

• Audits!

5 PLAN TO KEEP YUCATAN PED FREE

I. Transport biosecurity

• Pig truck improvements

– Easier to clean and disinfect.– Replaced wood and plastic floors by aluminum.

• Constructed and remodeled truck wash in several routes at the Yucatán and other states

II. Border Truck Inspection• THE MAIN GOAL IS TO AVOID DIRTY TRUCK ENTRY • Considered as the most important preventive measure at the

regional level.• Inspection point: Focused on border state.

II. Border Truck Inspection

• Inspection of all pigs trucks that enter the state:

– Hiring and training inspectors to check units

– Standard to enter to the state is "ZERO TOLERANCE IN PRESENCE OF FECES IN THE TRUCKS".

II. Border Truck Inspection• Inspection result:

– APPROVED: Continue to disinfection (drive-thru sprayer) prior to state entry.

– REJECTED: Pay a penalty-fee and must go to wash and disinfect in the border truck wash.

• Building truck-wash at the border (SPAY). (May 2014)

III. Internal Biosecurity

TRUCK-WASH FARMS:

• Very strict truck washing/desinfection protocols between farms within Yucatan.

• Exclusive Truck wash by production flow.

• Hot water and foam in sanitization procedure.

• Drying under the sun (It's hard in Yucatan!).

• Truck-wash Audit Process:– Outsourcing and Own

• Policy health about pigs transportation

III. Internal Biosecurity

FARMS:• PED sampling boars at reception in

quarantine (previous origin sampling).• Warning posters in farms• Transfer farm for cull sows and cull pig

for sale.• Action plans in case of outbreaks.• Shoe locker before the access to the farm.• Replacing wood surface ramps.• Biosecurity Audits• Shower in/Shower out in all farms.• Perfect conditions for perimeter fences• Pest control

SLAUGHTER PLANT:• Truck wash facillity Improvement.• Hot / Cold pressure washer.• Light improvements• Training, standardization and verification W & D process.• Entry and Exit totally segregated.

October-2014

PLAN TO KEEP YUCATAN FREE OF PED

• Internal Audits:• Biosecurity Sites 1.• Truck wash center (Own -

Outsourcing)

• External audits• Pipestone – Apr. 2014

• Live pig markets and local government slaughter plant surveillance (RT-PCR)• PED samples every month.

• Goverment surveillance in the Peninsula:• December-2014: more than 3000 samples

were tested in the three states of the peninsula (technified and backyard farms). All were PCR NEGATIVE.

IV. Audits and Active Surveillance

5 PLAN TO KEEP YUCATAN FREE OF PED

• Internal training (production, slaughter plant, logistic and commercial staff).

• Producers of the region.• Goverment authorities.• Continuous updating – Consulting support

Take home message• PED has come to give us a lesson, that biosecurity

measures never seem to be robust enough to prevent the entry of new diseases.

• PED has come to rethink and question what we are still exposed in the swine industry for the entry of new high-impact diseases.

... And what’s next? FMD, ASF, CSF, SIV?

• The basic principles of biosecurity are the same and known by all! But ...

The diseases are changing, barriers are thinning, distances are getting shorter ... Something different must do !!

Agile, timely, mandatory and auditable actions must be implemented jointly by producers, veterinarians and authorities to protect our industry at all times.
