The governors/city mayors may prepare consolidation based on the criteria stated above that will prepared and approved by the SB concern.


PERSON IN AUTHORITYSEC. 388 Punong Barangay, Sangguniang Barangay Members and the Lupong Tagapamayapa in each barangay shall be deemed as person in authority in their jurisdiction.

CREATION OF MUNICIPALITY/SBis the local legislative branch of themunicipal governmentsin the Philippines. It is responsible for passing ordinances and resolutions for the administration of a municipality. Its powers are defined by theLocal Government Code, passed by the Congress in 1991.The municipal vice mayor is theex officiopresiding officer of the Sangguning Bayan, although he has no voting privilege except in cases to break adeadlock. In the absence of the vice mayor, a temporary presiding officer is elected by the Sangguning Bayan councilors present at the session


REQUISITES OF A MUNICIPALITY1. INCOME average annual income of not less than P2,500,000.00, for the immediately preceding two (2) consecutive years based on 1991 constant prices, as certified by the provincial treasurer. It includes the income accruing to the general fund exclusive of special funds, special accounts, transfers, and nonrecurring income.

2. POPULATION not be less than 25,000 inhabitants, as certified by National Statistics Office (NSO), and

3. LAND AREA must be contiguous with an area of at least 50 sq. km., as certified by Land Mgt Bureau (LMB). The territory need not be contiguous if it comprises two (2) or more islands. The requirements on land area shall not apply where the proposed municipality is composed of one (1) or more islands.
