Entrepreneurship and Job Creation

Why Innovation and Entrepreneurship Policy Matters

• From 1980–2005, startups (firms less than five years old) accounted for all

net job growth in the U.S.

• More than half of the companies on the 2009 Fortune 500 list were

launched during a recession or bear market, along with nearly half of the

firms on the 2008 Inc. Magazine list of America’s fastest-growing

companies

• 79% of Americans say entrepreneurs are critically important to job

creation, ranking higher than big business, scientists, and government

• In 2008, an average of 0.32% of adults created a new business each

month, equaling about 530,000 new businesses per month

•Commits Federal R&D agencies to improve results from their technology transfer and commercialization activities

“The aim is to increase the successful outcomes of these activities significantly over the next 5 years, while simultaneously achieving excellence in our basic and mission-focused research

activities.”

Accelerating Federal Agency Tech Transfer

Section 2 - Establish Goals and Measure Progress

•Federal R&D agencies “shall develop plans that establish performance goals to increase the number and pace of effective technology transfer and commercialization activities in partnership with non-federal entities, including private firms, research organizations, and non-profit entities”

•Agency heads “are encouraged to include technology transfer efforts in overall laboratory evaluation”

Section 3 - Streamline the Technology Transfer and Commercialization Process - Agencies must - -

•“take steps to enhance successful technology innovation networks by fostering

increased Federal laboratory engagement with external partners, including

universities, industry consortia, economic development entities, and State and

local governments”

•“collaborate, consistent with their missions and authorities, with external partners

to share the expertise of Federal laboratories with businesses and to participate

in regional technology innovation clusters that are in place across the country”

•“use existing authorities, such as Enhanced Use Leasing or Facility Use

Agreements, to locate applied research and business support programs, such as

incubators and research parks, on or near Federal laboratories and other

research facilities to further technology transfer and commercialization”

•“engage in public-private partnerships in those technical areas of importance to

the agency's mission with external partners to strengthen the commercialization

activities in their local region”

Section 4 - Facilitate Commercialization through Local and Regional Partnerships - Agencies shall - -

•“review their licensing procedures and practices for establishing

CRADAs with the goal of reducing the time required to license their

technologies and establish CRADAs to the maximum practicable extent”

•“list all publicly available federally owned inventions and . . . licensing

agreements on a public Government database; develop strategies to

increase the usefulness and accessibility of this data, such as

competitions, awards or prizes; and report their initial progress to OMB

and OSTP”

•“reduce the time from [SBIR and STTR] grant application to award by

the maximum practicable extent; . . . . partner with external organizations

such as mentoring programs, university proof of concept centers, and

regional innovation clusters . . .”

Startup AmericaA White House initiative uniting a range of public and

private commitments to:

• Expand access to capital for high-growth startups throughout the country;

• Expand entrepreneurship education and mentorship programs that empower more Americans not just to get a job, but to create jobs;

• Strengthen commercialization of the about $148 billion in annual federally funded research and development, which can generate innovative startups and entirely new industries;

• Identify and remove unnecessary barriers to high-growth startups; and

• Expand collaborations between large companies and startups.

SBA Startup America Entrepreneurial Mentor Corps

• An initiative to mobilize members of the current generation of successful business

owners to mentor and support startups and entrepreneurs to help them become the

next generation of great American companies.

• Goal is to support more than 1,000 startup and early-stage firms across the country

every year, partnering with the Kauffman Foundation to identify organizations and

mentoring best practices for the EMC program.

• The EMC Clean Energy Pilot, a partnership between SBA, DOE and ARPA-E, stood

up four regional business accelerators to identify and match mentors with 100 clean

energy projects: – CleanTech Open (Bay area and New England);

– CleanTECH San Diego (Southern California and the Southwest);

– Clean Energy Trust (Midwest);

– Nevada Institute for Renewable Energy Commercialization (Mountain Region)
