Employee's CommentsAs Field associate and officer in charge of Field unit Fugnido, I have been working with all partners on the ground to achieve the proper implementation of UNHCR assisted programs at camp level so that quality protection is provided to persons of concerns as per the standards.

Employee's CommentsAlthough I have got an acceptance to pursue my masters, in different course, I haven't yet been able to secure fund which is going to be one of my core activity to achieve my development objective. Application for international law is currently open at my chosen university to apply for the masters program in international law and forced migration.

Manager's CommentsAlthough this obejctive has been set and agreed, it is still in the initial stages due to reasons out of his control. Hailu is encouraged to pursue this objective to conclusion during the next appraisal period.

Employee's CommentsWhile key statistics of the overall operations are being worked on in order to be updated, implementation arrangements, and refugee involvement (participatory approach), are my key responsibility in order to achieve my functional objectives. Voluntary repatriation is not being pursued for the Pugnido Case load.

Manager's Comments on Values, Core Competencies, and Managerial Competencies (if applicable)Hailu was able to demonstrate all the competencies in a highly satisfactory manner. He was Officer-in-Charge of Field Unit Fugnidoduring the whole appraisal cycle. He did this very well, even without supervision and especially during the absence of a Head of Sub-office Gambella. He is very passionate in his work and constantly performs above the call of duty. He was also able to assist Field Office Assosa during the height of influx of Sudanese refugees in a very impressive manner. He leads a team of motivated team in Fugnido camp, and constantly advocates for the assistance of the refugees and other persons of concern to UNHCR. He works very well with the Partners and especially the government counterpart.

Employee's Comments on Cross-functional Competencies and Functional Skills & Knowledge I have been able to handle my responsibilities well and in fact, I have mainly been involved in all progrm and protection related activitieswhich are in additon to the responsibilities set on my job description. I have a good understanding of various UNHCR policies with regard to protection of the persons of concern.

Manager's Comments on Cross-functional Competencies and Functional Skills & KnowledgeHailu has all the required skills that he has always used in order to demonstrate all the cross-functional competencies. He is knowledgeable about the political environment in which we work. His ability to speak Arabic language is a plus as this helps him to interact with the refugees more easily and able to gain their trust.

Manager's CommentsAlthough I arrived in Sub-office Gambella after the Mid-Year Reviewing cycle, I was able to observe what the staff member had done, especially in the absence of Head of Sub-office. I was impressed by his achievements and we were also able to discuss his objectives, which had progressed very well by mid-August when I joined the office.

Employee's CommentsDespite the unwilllingness of refugees to return, repatration activites in sherkole, both organized and self assisted have been facilitated well, in putting emphasis on the principle of saftey and dignity , and with special attention chiledern, girls, women and the elderly. Sherkole office was open in all working days for refugees seeking Information on situation of COO and counseling and interview.

Manager's CommentsSM achieved all his objectives through devotion and commitment to hiw work. However, repatriation targets set for 2009 were partially achieved. Only 231 refugees out 2000 planned repatriated due to factors external to UNHCR. Significant number of refugees who were expected to return did not choose to because situation in COO was not conducive for return in safety and dignity. SM ensured repatriation of those who did was in accordance with UNHCR guidelines and return was based on informed decisions. SM coordinated well with Government counterparts, refugee community and UNHCR colleagues in both COA and COO.

I have managed to get admission in conflict managment studies inthe Netherlands, from IHE-UNSECO, Delft. My initiatives/ actions will be to secure financial resources to be able to pursue the MA PROGRAME IN 2010.

Manager's CommentsSM identified training opportunities to strengthen his knowledge and skills in protection. However, he was not able to mobilize financial resources to finance the training in 2009. With consultations with the supervisor, SM deferred the training to 2010.

Intensify information sharing with refugees on COO followed by continuous registration of potential repatriants, assist those choosing to return, and share list with FOA.

Manager's CommentsIn coordination with UNHCR colleagues in Sudan, SM shared information with refugees on COO in a timely manner. In collaboration with ARRA Government counterparts and UNHCR colleagues in the office, he registered and facilitated return of about 231 out of a target of 2000 refugees from Sherkole camp in 2009 and in accordance with UNHCR guidelines.

He has good writing skills and therefore produces good technical reports and sitreps. His excellent command of Arabic language enables him communicate, work and relate easily with the refugees majority of whom Arabic is the official language in COO.

Employee's Comments on Cross-functional and Functional CompetenciesI have rated my cross-functionala and functional competencies with the efforts I think I have made in the past 10 months since joining HCR. I consider myself to be coordinating with staffs, lias with others to better meet the protection needs of refugees and I would also say that I'm well informed of the political enviroment.

Manager's Comments on Cross-functional and Functional CompetenciesSM demonstrated competence in his repatriation responsibilities and a good understanding of broad UNHCR interests. Thus he was assigned and performed different /additional functions satisfactorily. These including occasional covering of the Sherkole camp office as OIC, preparing Fact Sheets and other technical reports, taking missions to border areas to assess asylum seekers situation, and serving as back up for local community support.

Manager's CommentsSM remained focussed on overall self improvement. He enrolled for and he is participating in Post Graduate Course on Conflict resolution. He demonstrated willingness to seek additional knowlwdge to develop his knowledge on Durable Solutions and his career in UNHCR by seeking to enroll in Resettlement Learning Programme. Field office will support SM to persue the Programme in 2009.

SM demonstrated competence, devotion and reliability in his work. He worked and accomplished tasks in a timely manner and with minimum supervision. He took and shared profesional opinion with confidence. His proficiency in Arabic language contributes to his efficency when working with refugees majority of whom speak arabic. He has good analytical skills and understanding of the political environment under which UNHCR operates in AOR.

In addition to his epatriation activities, SM also acted as OIC, stood in for Senior Field Assistant and Senior resettlement Clerk. SM is A good team player and is suitable for higher responsibilities in UNHCR.

Employee's Comments on Cross-functional and Functional CompetenciesI have rated my cross-functionala and functional competencies with the efforts I think I have made in the past 10 months since joining HCR. I consider myself to be coordinating with staffs, lias with others to better meet the protection needs of refugees and I would also say that I'm well informed of the political enviroment.

Manager's Comments on Cross-functional and Functional CompetenciesSM demonstrated competence in his repatriation responsibilities and a good understanding of broad UNHCR interests. Thus he was assigned and performed different /additional functions satisfactorily. These including occasional covering of the Sherkole camp office as OIC, preparing Fact Sheets and other technical reports, taking missions to border areas to assess asylum seekers situation, and serving as back up for local community support.

Manager's CommentsSM remained focussed on overall self improvement. He enrolled for and he is participating in Post Graduate Course on Conflict resolution. He demonstrated willingness to seek additional knowlwdge to develop his knowledge on Durable Solutions and his career in UNHCR by seeking to enroll in Resettlement Learning Programme. Field office will support SM to persue the Programme in 2009.

Employee's CommentsAs per manager's advice I have manged get accepted to paarticipate in an MA progrma, conflict managment from the IHE- UNSECO, Delft , the Netherlands. But I have to look to finance my studies in the year 2010.

SM demonstrated competence, devotion and reliability in his work. He worked and accomplished tasks in a timely manner and with minimum supervision. He took and shared profesional opinion with confidence. His proficiency in Arabic language contributes to his efficency when working with refugees majority of whom speak arabic. He has good analytical skills and understanding of the political environment under which UNHCR operates in AOR.

In addition to his epatriation activities, SM also acted as OIC, stood in for Senior Field Assistant and Senior resettlement Clerk. SM is A good team player and is suitable for higher responsibilities in UNHCR.

Employee's CommentsI have been engaged in information sharing and counselling the refugees in Sherkole, regarding VOLREP. In addition to this, as a back up SM to all others, I have been involved in all program and protection related activites. A total of 56 individuals have been assisted to repatriate to Sudan, another 280 are registered to return through the cash grant approach.Necessary information have been shared to all stakeholders.

Manager's CommentsAlthough Sm's functional title was Repatriation Assistant, he accepted additional responsibilities including focal point for Resettlement, Contigency Planning and Security Warden. He coordinated well with UNHCR colleagues at both field and BO level, Local Government counterparts, IPs, refugee community and UNHCR Kurmuk Sudan in persuant of durable solutions for refugees. Sm demonstrated focus, commitment, reliability and broad understanding of UNHCR Protection mandate. Due to his good PR and ability to work within teams, SM's performance was exemplalry.

Employee's CommentsMy admission to pursue my MSC in conflict management reamined open and I 'm eligible to join the institution in the Netherlands, however there will be a significant finnancial need that I need to meet.

Manager's CommentsSM enrolled for Masters Degree in Conflict Management. However, he was not able to mobilize adequate financial resources to payfor the programme. Sm was encouraged to continue exploring alternative sources of funding to enable him to join and complete the programme.

He attended training workshops in Camp Management and Creating Safe Learning Environment in BO Addis Ababa as part of staff development.

As security Warden, he demonstrated exceptional commitment to staff safety in May 2010 when security situation worsened in AOR. In absence of the HoFO, SM coordinated and conducted a very successful awarenesss workshop on Contigency Plans for Sudan for UNHCR IPs, Government and UNHCR field staff.

He participated actively in UNHCR operational meeetings and other forums thereby helping the Field Office to guide refugee programme delivery. He took initiatives and acted responsibly even under challenging operational environment i.e. during development of of Sudan Contigency Plan. He worked tirelessly and with minimum supervision to organize and successfully implement a stakeholders awareness working in FO Assosa.

Manager's Comments on Cross-functional and Functional CompetenciesSM demonstrated exceptional commitment to UNHCR work. He persued UNHCR interests when engaging external actors includingGovernment. He worked and coordinated well with UNHCR colleagues in both FO, BO and Sudan in persuant of durable solutions for refugees. Being fluent in Arabaic language, sm played a critical role in communication between UNHCR and both refugee and host community whose main language is arabic and in staff safety. In coordination with BOA, SM helped the office to refine about 403 resettlement cases recorded as pending. He explained the repatriation process and challenges to the about 300 refugees who had registered to repariate after failure of cash grant approach in 2010.

SM is highly reliable and approaches operational issues broadly. He values and takes advantage of guidance by supervisor to improve self.
