BACKGROUND INFORMATION
Housing is universally accepted as the second mostimportant human need, after food. Hence, the Nigerian Stateis enjoined by Section 16(2)(d) of the 1999 Constitutionunder the Fundamental Objectives and DirectivePrinciples of State Policy “to direct its policy towardsensuring that suitable and adequate shelter .... are providedfor all Citizens’’.
Under the Transformation Agenda and Vision 20: 2020, theprovision of accessible and affordable housing is one of thestrategic national imperatives for guaranteeing the well-beingand productivity of the citizenry.
Accordingly, the Federal Ministry of Lands, Housing andUrban Development was established as a free-standingMinistry in April 2010 as the institutional champion andnational focal point for the realization of these strategicimperatives in the housing and urban development sector.

MANDATE,VISION AND MISSION STATEMENTS
• The primary Mandate of the Ministry is the development andimplementation of enabling policies, programmes, plans, andstrategies, as well as the enforcement of codes, regulations andstandards, in the housing and urban development sector.
• They are the governance tools in the sector for ensuringeffective land administration and management, promotingequitable land access and wealth creation as well as facilitatingthe provision of adequate and affordable homes and thedevelopment of productive and inclusive cities.
• Accordingly, the Vision and Mission Statements of the Ministry are asfollows.
• Vision Statement
“To establish a sustainable housing delivery system that will ensureeasy access to home ownership and rental schemes by the Nigerianpopulace in an environment where basic physical and socialamenities are available’’.
• Mission Statement
“To facilitate the provision of adequate and affordable housing for allNigerians, in both the urban and rural areas, in secure, healthy anddecent environment’’.

STRUCTURE OF THE MINISTRY
The Ministry is currently structured into twelve
(12) Departments, six (6) Units and thirty-
seven (37) Field Offices located in the 36
States of the Federation and the Federal
Capital Territory (FCT). Also, two (2)
Parastatals and five (5) Regulatory Agencies
are under the supervision of the Ministry. In
addition, the Ministry collaborates with four (4)
International Organizations to enable it address
the plethora of issues within its purview.5
KEY ACHIEVEMENTS (JULY 2010 – SEPT. 2014)
DEVELOPMENT OF ENABLING SECTOR POLICIES
• Two National Policies namely the National Housing Policy andthe National Urban Development Policy were developed by theMinistry through an inclusive and participatory process, involving allkey stakeholders in the built environment. The two (2) policydocuments were approved by the Federal Executive Council (FEC)on Wednesday, 20th June, 2012.
• As regards the National Land Policy, a Zero Draft has been
developed by the Ministerial Committee on National Land Policy. It
has been presented to the top Management of the Ministry as well as
the various Professional/Regulatory Bodies under the Ministry.
• An Inter-Ministerial Committee has been constituted to work with a
Consultant to further enrich the Zero Draft National Land Policy which
will be considered at a Stakeholders’ Validation Workshop planned for
the 1st Quarter of 2015.
REVIEW OF THE NATIONAL BUILDING CODE
• The National Building Code, which was first published in 2006, was reviewed in2013 by the National Building Code Advisory Committee (NBCAC) in order toaddress certain lapses/omissions observed in the First Edition; bring the Codein line with the current global realities, developments and emerging trends asthey affect the building construction industry; and address the increasing spateof building collapse across the country.
• The Revised National Building Code has been finalized as one of the enablinginstruments for ensuring quality and enhancing standards in the housing andurban development sector.
• On approval by the Federal Executive Council, the Ministry will champion theprocess of ensuring compliance with its provisions through proper enforcementby the three tiers of Government, Professional and Regulatory Bodies, andother relevant stakeholders.
• The House of Representatives has commenced the process of enacting a lawto enforce the provisions of the National Building Code in the Federal CapitalTerritory, Abuja. In consonance with Sections 1, 2 and 3 of the Code, all theStates of the Federation are expected to domesticate the proposed Act of theNational Assembly in their respective States to ensure effective implementationof the Code nationwide.

DEVELOPMENT OF A ROADMAP FOR THE SECTOR
• A Draft Roadmap for the Housing and Urban Development Sector has beendeveloped by the Ministry in consultation with all relevant stakeholders. Itwas reviewed on 10th July, 2014 at an enlarged Meeting of the Managementof the Ministry and the Ministerial Expert Group (MEG) which was chargedwith the responsibility of preparing the document.
• The Draft Roadmap was further reviewed, consolidated and adopted forimplementation at a Stakeholders Validation Workshop held at the RockviewHotel (Royale), Abuja from 8th-9th September, 2014.
• In the process of finalization of the Roadmap, a five-stage approach is to be adopted as follows:
adoption of the Roadmap by the National Council on Lands, Housing and UrbanDevelopment;
presentation of the Validated Roadmap to the Economic Management andImplementation Team (EMIT) to get their input and buy-in;
presentation of the document to the National Economic Council (NEC) to get theirinput and buy-in;
presentation of the document to the Federal Executive Council (FEC) forconsideration and approval; and
public presentation/launching of the Roadmap.
The Roadmap outlines the sets of actions to be undertaken for the sustainabletransformation of the Housing and Urban Development Sector in Nigeria over a30-year period (2014-2043). It has been aligned with the National IntegratedInfrastructure Master Plan (NIIMP) and other Sectoral Plans of Government fornational development.
OUTSTANDING IMPLEMENTATION ISSUES
• Twelve (12) Implementation Teams and a Core Coordinating Team (CCT)
were constituted by the Ministry on Tuesday, 18th February, 2014 to drive the
effective implementation of some of the outstanding implementation issues
arising from the Presidential Retreat on Housing and Urban Development held
in November 2012, and the recommendations of the Report of the Ministerial
Implementation Team (MIT) for Housing Delivery in Nigeria in 2012.
• The 12 Teams were as follows:
Policy Development and Implementation;
Improved Land Titling Process;
Housing Finance;
Affordable Housing;
Low-Income Housing;
Public Buildings and Monuments;
Urban Development;
Millennium Development Goals;
Capacity Building;
Research and Documentation;
International Cooperation; and
Sensitization, Enlightenment, Education and Advocacy.
The Reports of the 12 Teams have been submitted and are being
implemented .
INSTITUTIONAL STRENGTHENING/PROCESS RE-ENGINEERING
• The Ministry is partnering with the UK Department forInternational Development (DFID) in a repositioningdrive to improve its efficiency, effectiveness andservice delivery.
• The repositioning of the Federal Housing Authority(FHA) is on-going under the guidance of a TechnicalBoard led by the Honourable Minister of Lands,Housing and Urban Development.
• The operations of the Federal Mortgage Bank ofNigeria (FMBN) are being reviewed and consolidatedthrough an Institutional Strengthening Programme(ISP) in order to enhance the role of the Bank as asecondary mortgage institution in the financial market
• No. of Certificates of Occupancy (C of Os) granted = 3,798
• No. of consent granted for the transfer of land titles = 1,756
• No. of serviced plots created through the Ministry = 3,787
• The Ministry is working in partnership with the Presidential Technical Committeeon Land Reform (PTCLR) and other stakeholders, to address the plethora ofissues in land administration and management. The aim is to ensure that landowners have secured titles and bankable assets. In August 2013, the PTCLRdeveloped and produced draft Land Use Act Regulations.
• Discussions are on-going with State Governors to reduce the cost of land titleapplications and turnaround time to approve land applications in order to bringdown the prices of houses for the citizenry.
• A Ministerial Committee was also established under the Chairmanship of theHon. Minister to undertake the inventory and auditing of all Federal Lands andLanded Property. The objective was to update our data base on the status of allFederal Lands and Landed Property in the Country in order to free under-utilizedlands for housing development and optimize the use of all Federal GovernmentLanded Property. The Report of the Committee was considered on Thursday,21st August, 2014 for implementation.
• In addition, efforts were intensified to update and upgrade the land data-basemanagement/processing system in the country through the Federal LandInformation System (FELIS).

LAND ADMINISTRATION AND MANAGEMENT
PERFECTION OF TITLE DOCUMENTS OF THE CORE
ASSETS OF PHCN SUCCESSOR COMPANIES
• The Ministry has commenced the process ofissuing Certificates of Occupancy (C of Os) inrespect of the 635 core assets of theSuccessor Companies of the Power HoldingCompany of Nigeria (PHCN). These coreassets belong to eleven (11) electric powerDistribution Companies (DISCOS) in thefollowing Zones: Abuja, Benin, Eko, Enugu,Ibadan, Ikeja, Jos, Kaduna, Kano, Port-Harcourt, and Yola.
NATIONAL HOUSING SURVEY• We have developed a framework for conducting a National Housing Survey
with the overriding goal of establishing whether Nigerians are adequatelyhoused or not. The Survey will also help us to establish the actualnumber of housing deficit in the country instead of relying on forecasts,and the quantum of the investment needed to meaningfully address thehousing gap, as well as the capacity requirements for transforming thehousing and urban development sector on a sustainable basis.
• The work is being undertaken by a Ministerial Committee under theChairmanship of the Hon. Minister, with relevant stakeholders such as theNational Population Commission (NPC), National Bureau of Statistics (NBS),the Central Bank of Nigeria (CBN) and Office of the Surveyor-General of theFederation as members.
• The next step is to develop a Project Document for undertaking the Surveywhich will be carried out nationwide in collaboration with all relevant internaland external stakeholders.
• In the short-term, a pilot study will be carried out in the Federal CapitalTerritory (representing the best housing case scenario) and one other State(that will symbolize the worst housing case scenario) to determine themagnitude of the housing deficit in Nigeria.
• From the trends we have seen so far, the problem of affordability is a keyissue in housing deficit.
• I wish to stress that this is the first time for a very long time that a HousingSurvey is being undertaken in the Country, specifically to address theconcerns of the Housing and Urban Development Sector.
BUILDING MATERIALS CONCESSION INITIATIVE
• This is an initiative intended to bring down the cost of housingdevelopment in the country. While the Federal Government isexpected to grant tax relief and other concessions, the building/construction materials producers and suppliers are expected toreciprocate through drastic reduction in the prices of building andconstruction materials/components, thereby resulting in affordablehousing delivery in the country.
• To kick-start it, a 2-day Summit is being planned for the 3rd week ofOctober, 2014 in collaboration with the Federal Ministry of Finance.The Summit will focus on the concessions to be granted by therelevant parties in respect of major building/construction materialsand components (both local and imported).
• The opportunity offered by the Summit will also be used to exposeparticipants to alternative building technologies and constructionmethods that will take into consideration the peculiar Nigerian socio-cultural situations and the imperative of making houses affordable inthe country.
A Private Sector-led approach has been adopted as the new Policy for masshousing delivery in Nigeria. In this regard, the Federal Ministry of Lands, Housingand Urban Development is primarily concerned with facilitating the adoption andreplication of best practice models in housing development through theimplementation of Pilot Schemes as well as Site and Services and Public-PrivatePartnership (PPP) Schemes in the country.
In view of this new Policy direction, during the period July 2010 – September2014, a total of 43,126 housing units were added to the national stock throughvarious interventions by the Ministry and its two Parastatals, namely the FederalMortgage Bank of Nigeria (FMBN) and the Federal Housing Authority (FHA). Theseinclude:• 710 housing units under the Prototype Housing Scheme;• 7,869 housing units under Public-Private Partnerships;• 3,302 housing units through the Federal Housing Authority (FHA);• 5,007 housing units through mortgages created by the Federal Mortgage Bank of
Nigeria (FMBN);• 17,240 housing units through estate development loans provided by the FMBN;
and• 8,998 housing units through Contractor Finance Initiatives.

• On 13th February, 2014, the President of the Federal Republic of Nigeria,His Excellency, Dr. Goodluck Ebele Jonathan, GCFR, commissioned theAviation Village Housing Estate, Abuja consisting of 270 well-built standardhousing units in a combination of storied flats and semi-detachedbungalows.
• On 11th July, 2014, His Excellency, Arc. Mohammed Namadi Sambo,GCON, Vice-President of the Federal Republic of Nigeria, commissionedthe FMBN-ELIM Housing Estate of about 324 Units in Enugu, Enugu State,on behalf of Mr. President. The commissioning of other Housing Estates indifferent parts of the Country will be undertaken in due course.
• We are intensifying action on the completion of all housing units within thepurview of the Ministry and its Parastatals, including the Prototype HousingScheme, PPP Scheme, FMBN-Funded Housing Scheme, and the FHAHousing Scheme, all targeted at the low and middle-income earners.
• A Memorandum of Understanding (MOU) was signed between ShelterAfrique and the Real Estate Developers Association of Nigeria (REDAN) inJune 2014 in support of Housing Development in Nigeria. With the signingof the MOU, the capacity of REDAN to participate more effectively in thedelivery of the 10,000 housing units under the first Phase of the NigeriaMortgage Refinance Company (NMRC) Mortgages Initiative, has beengreatly enhanced.
HOUSING DELIVERY UNDER THE MORTGAGE REFINANCE SCHEME
• The Nigeria Mortgage Refinance Company (NMRC) was officially launched by Mr.
President on 16th January, 2014 to increase mortgage penetration in the Country. The
Ministry is collaborating with the Coordinating Minister for the Economy/Minister of Finance
to ensure the effective take-off of the Project.
• While the Federal Ministry of Finance through the NMRC is handling the demand side of
the provision of 10,000 mortgages as a pilot scheme, the Federal Ministry of Lands,
Housing and Urban Development is facilitating action on the delivery of 10,000 housing
units that the mortgage facility of the NMRC will support. A Ministerial Committee under the
Chairmanship of the Hon. Minister is responsible for working out the modalities for the
delivery of the 10,000 Units over the next few months.
• We are encouraged by the large number of competent developers and builders that
showed interest in participating in the process by responding to our advertisement for
expression of interest which was published in the media. All selected developers and
builders will be evaluated under a transparent and well-articulated system of eligibility
criteria in order to create a level playing field for all stakeholders.
• We are also encouraged by the positive response from the State Governments in respect
of the provision of unencumbered land for the project. Already, we have confirmed
availability of land in 14 States of the Federation, and the Federal Capital Territory, Abuja,
for the take-off of the project. We are positive that in the next few weeks, we shall secure
more unencumbered land for the take–off of the Project in the remaining States of the
Federation. I wish to assure all Nigerians that we are cognizant of the need to ensure good
standards and timely delivery.

• In its determination to further drive thedevelopment of the Federal Capital Territory,the Federal Capital Territory Administration(FCTA) has allocated parcels of land to theFederal Housing Authority (FHA) at Kuchiko,Bwari and Kwali Area Councils for theprovision of various housing units under theAbuja New Town Development Scheme.

• This is a mass housing scheme aimed at meeting the housingdesire of the out- crowded residents of the FCT characterizedby low skills and unemployment.
• The profile of the proposed estate is as follows:
Single house type in 1,2 and 3-bedroom blocks of flats; and
Expected total dwelling capacity is as follows:
1 bedroom - 26 blocks x 16 units = 416 units
2 bedroom - 55 blocks x 8units = 440 units
3 bedroom - 35 block x 8 units = 280 units

FESTAC TOWN DEVELOPMENT
• We are making efforts to restore Festac Town to its past glory.To this end, I paid a visit to the Town recently where I met withkey stakeholders with a view to addressing some of theoutstanding issues militating against the restoration of theTown, as directed by Mr. President. We shall not rest on ouroars until the mission is accomplished.
• Moreover, on 8th September, 2014 a Concession Agreementwas signed with Messrs New Festac Property DevelopmentCompany Ltd for the reclamation and infrastructuraldevelopment of 1,126 hectares of land in Festac Phase II,Lagos in consonance with the approval of the FederalExecutive Council (FEC).

• A significant development in the current effort at housingdelivery, is the adoption of alternative buildingtechnologies and construction methods in some of theproject sites aimed at improving the speed ofconstruction and eventually reducing the overall cost ofconstruction. Worthy of note, are the light gauge steelconstruction technology, plasswall and plassmolitetechnology, hydraform technology, and burnt bricks.
• The delivery of the housing units at Kuje, using the lightgauge steel technology, has been facilitated by theestablishment of a factory for the production of steelprofiles. The factory has the capacity to produce thecomponents for two housing units in a day. Duringhousing construction, fifteen (15) people work on a twinblock of three bedroom and build it in ten (10) days afterfoundation.

• The Ministry is concerned about the present dearth of skilled artisans andcraftsmen in the housing and urban development sector in view of the factthat they constitute an important component of the value chain in housingdelivery. At present, most of the skilled artisans and craftsmen operating inthe country are foreigners. In this regard, discussions have been held with theNational Home Builders Association in the United States of America andother interested partners with a view to jointly conduct Construction SkillsTraining Programmes (Train-the-Trainers) from the 1st Quarter of 2015 toimprove the skills and competencies of professionals, artisans andcraftsmen in Nigeria’s housing and urban development sector.
• The Programme will focus on the following three areas: Building Structures,Building Services and Finishing.
• The target participants are block and brick layers, plumbers, painters, carpentersand joiners, tillers, terrazo, marble and plasterers , aluminum fabricators andwelders.
• It will also involve building competencies in landscaping, solar energy, facilitiesmaintenance and weatherization.
• An entrepreneurial component of the training programme will be targeted atgraduates of tertiary institutions who are seeking fulfillment in other vocationsbeyond white collar jobs.

• More contributors are joining the National Housing Fund (NHF) under a newe-collection system for an efficient, more transparent and accountablesystem of fund collection and remittance. The NHF e-card, which wasformally launched on Thursday, 13th February, 2014 by His Excellency,President Goodluck Ebele Jonathan, GCFR will serve as Contributor’s IDCard as well as provide instant access to his/her contribution accountbalance.
• A Ministerial Committee to facilitate the audit of the contributions of
Public Servants into the National Housing Fund (NHF) Accounts
maintained by the Federal Mortgage Bank of Nigeria (FMBN) was
inaugurated on 24th June, 2014. The Committee is also charged with
the responsibility of developing a framework for promoting increased
awareness of the process of accessing contributions into the NHF.
This is with a view to putting into effect the recommendations in the
Report of the Presidential Committee on the Restructuring and
Rationalization of Federal Government Parastatals, Commissions and
Agencies, chaired by Mr. Stephen Oronsaye, as approved in the
White Paper.

• A new product targeting the provision of housing finance toNigerians in the Diaspora, has been developed by the FederalMortgage Bank of Nigeria (FMBN). An estimated 17 millionNigerians reside outside the country, and targeting 1 millionNigerians within the first year of the “Nigerians in DiasporaMortgage Scheme” will provide the sum of US$100 million toFMBN as monthly contributions (ie. US$100 per person permonth). The product is expected to be launched in USA and theUnited Kingdom soon.
• Another product on the FMBN shelf that will provideopportunities for Nigerians to own houses, is the Rent-To-OwnProduct. Under the Scheme, people will pay rent on the housesas part of the cost of the houses, on rent-to-own basis.

• Moreover, mortgage access for informal sector workers was created andlaunched on 5th December, 2011 under the Informal Sector CooperativeHousing Scheme, aimed at addressing the housing finance needs of low-income and informal sector groups such as artisans, bricklayers, taxidrivers, mechanics, farmers and market women who are alreadycoordinated through housing cooperatives, trade unions, and cooperativesocieties. It is gratifying to note that as at March 2014, we have 935registered cooperative societies with 18,397 registered members whosetotal contributions stood at N133.70 million. The first 300 housing unitsfinanced under this Scheme was developed by First World CommunitiesCo. Ltd (a cooperative housing development company).
• The Federal Mortgage Bank of Nigeria (FMBN) is also, partnering with theNigerian Employers Consultative Association (NECA), the Trade UnionCongress (TUC), and the Nigeria Labour Congress (NLC) for thedevelopment/delivery of 4 million housing units for the Nigerian workers.
• In addition, efforts are being made to harness other sources of funds insupport of a sustainable mortgage finance system and housingdevelopment involving the possible use of unclaimed dividends, pensionfunds, dormant accounts, among others.

• The housing and urban development sector isrecognised worldwide as being immensely valuablein terms of job creation because the constructionof housing units requires the services of a pool ofprofessionals such as architects, engineers,quantity surveyors, and artisans such asdraughtsmen, bricklayers, electricians, ironbenders, painters, tillers and various vendors.
• In addition, the sustainable funding of housingdelivery promotes investments in the production ofbuilding materials and boosts linked businesses, allof which help to increase employment generationin the economy.

• The urban and regional development agenda is being pursuedthrough such programmes as slum upgrading, articulation of aNational Physical Development Plan, and the development ofUrban and Housing Indicators.
• This has to do with the provision of essential infrastructural facilities andservices such as potable water, roads, drains and electricity in identified slumareas where comprehensive needs-assessment survey had been conducted.
• In particular, roads, drains, water and electricity have been provided as pilotschemes to improve the well-being and living conditions of the citizenry inKano State (Kurna- Asabe) and Port Harcourt (Bundu-Ama). In the currentyear, the same programme is being extended to Bayelsa State (Yenagoa),Katsina State (Katsina), Kebbi State (Yelwa), Osun State (Orile-Owu) andAkwa Ibom State (Oron).
• It is hoped that the positive socio-economic impact of these projects willencourage State Governments to replicate same. In addition, comprehensiveprogrammes on slum upgrading in the six geo-political zones of the countryhave been undertaken in Lagos, Onitsha, Aba, Osogbo, Kaduna and PortHarcourt.

• This project is about the preparation of spatial documents and plans that
will complement the nation’s National Economic Plan for sustainable
growth and development. The rationale is to provide a comprehensive
document that will help to correct apparent regional imbalances in public
investment and development, while ensuring optimal utilization of public
resources for sustainable growth and development. The project is on-
going, and the following achievements have so far been made:
Sensitization of critical stakeholders at Local, State and Federal
levels to educate and get their buy-in on the subject matter;
Production of strategic Regional Development Plans for the six geo-
political zones; and
Preparation of Development Plans for some selected towns and
cities such as Jos, Iyin- Ekiti, Bonny, and Gusau.
INTERNATIONAL COOPERATION
• A Draft Cooperation Agreement between the Ministry and the Ministry of NationalDevelopment, Federal Republic of Singapore, has been vetted by the FederalMinistry of Justice and received the clearance of the Honourable Attorney-General ofthe Federation and Minister of Justice for my signature.
• The Agreement is aimed at:
fostering closer cooperation for building institutional capacities and addressing thedevelopmental challenges of sustainable land administration and management,affordable housing and urban development in Nigeria, as well as finding innovativesolutions to common challenges; and
undertaking key activities, as may be mutually agreed upon, for reinvigorating thehousing and urban development sector, drawing from the lessons of the Singaporeanmodel in sustainable housing delivery and urban development and working incollaboration for the promotion of Foreign Direct Investment (FDI) in the housing andurban development sector in Nigeria.
• The proposed areas of Cooperation include the following:

• At the 24th Session of the Governing Council (GC-24) of
the United Nations Human Settlements Programme (UN-
HABITAT) held at the UN-Headquarters in Nairobi,
Kenya from 15th – 19th April, 2013, Nigeria was
unanimously elected as the President of the 24th
Governing Council of UN-HABITAT. This is historic,
being the first time of Nigeria’s election to the position of
President of the 58-Member Governing Council of UN-
HABITAT since its inception in 1978.
• The 24th Session was attended by 1,144 delegates from

CHAMPIONING THE DEVELOPMENT OF A NEW AFRICAN URBAN AGENDA
• Nigeria is currently championing the development of a New Urban Agenda
for the African Continent, in collaboration with all Habitat Agenda
Partners. This is with a view to effectively address the challenges of
unprecedented rate of urbanization in Africa, bearing in mind that it has
been projected that over 60% of our population will be living in urban areas
in the next 10 years and beyond. Our ultimate desire is to leave a legacy of
inclusive, equitable and sustainable human settlements that will add value
to the lives of Africans.
• Since 17th April, 2013 when Nigeria signed a Contribution Agreement with
UN-HABITAT for the provision of US$3.0 million over a period of 4 years
(2013 – 2016), other Regional Groups have come to recognize the
laudable objectives of the Programme and are propelling similar
actions in their respective Regions to ensure beneficial inputs into the
New Global Urban Agenda that will emerge at the Habitat III Conference
in 2016. Iraq, for instance, is now championing a similar Programme in the
Asia-Pacific States while Brazil is championing that of Latin American &
Caribbean States.

• We have commenced our National Preparations towards Habitat III
Conference in 2016, with the inauguration of the National Habitat
Committee on 20th February, 2014. At the 1st Preparatory
Conference (Prepcon I) held in New York, USA from 17th – 18th
September, 2014, Nigeria was one of the countries that presented
their Statements committing themselves to the success of the
Habitat III Conference.
• Shelter-Afrique has established a Regional Office in Nigeria, and our
equity shareholding in the Company has been increased in order to
improve Nigeria’s access to credit facilities for housing and related
infrastructural development.
• At the 5th Session of the African Ministerial Conference on Housing
and Urban Development (AMCHUD) held in N’djamena, Chad from
25th – 28th February, 2014 Nigeria was elected the Rapporteur of
the Bureau of AMCHUD for the period 2014-2016.
• Also, at the 33rd Annual General Meeting of Shelter Afrique held in
Abidjan, Cote D’Ivoire on 6th June, 2014, Nigeria was elected the 2nd
Vice Chairman with the mandate to host the 35th AGM in June 2016.
WORLD HABITAT DAY COMMEMORATION
• The World Habitat Day was commemorated globally on Monday,6thOctober, 2014 in line with the United Nations General AssemblyResolution to declare the first Monday of October every year as WorldHabitat Day. The Theme for this year is “Voices from Slums”. It isintended to give voice to our fellow brothers and sisters living in slumsand to articulate strategies to improve their living environments.
• In Nigeria, we shall celebrate the World Habitat Day on Monday,13th and Tuesday, 14th October, 2014, due to the Public Holidaymarking the Eid-el-Kabir Sallah Celebration. A key activity to markthis year’s World Habitat Day is the National Urban Forum inpreparation for the Third United Nations Conference on Housing andSustainable Urban Development (Habitat III), which is scheduled tohold in 2016. It will provide an opportunity to collectively articulateNigeria’s priorities and concerns in the Sector for input into the NewGlobal Urban Agenda that will emerge in 2016.
• You are all invited to the Commemoration of the 2014 World HabitatDay and the National Urban Forum holding at the Transcorp HiltonHotel, Abuja from 13th – 14th October, 2014. States are also encouragedto celebrate the event at their respective levels.

AND URBAN DEVELOPMENT
• The National Council on Lands, Housing and UrbanDevelopment is the highest policy generating body withrespect to the Nation’s housing and urban developmentmatters. The Council, with State Commissioners responsiblefor lands, housing and urban development matters asmembers, meets annually under the Chairmanship of theHonourable Minister of Lands, Housing and UrbanDevelopment. The 4th Meeting of the Council is scheduledto hold at the Le Meridien Hotel, Uyo, Akwa-Ibom Statefrom 4th – 5th December, 2014. It will be preceded by theMeeting of Officials taking place from 1st – 2nd December,2014.
• Memoranda for the consideration of the Council are welcomefrom Stakeholders. The theme of this year’s Meeting is“Creating Enabling Environment for Private SectorParticipation in Affordable Housing Delivery in Nigeria”.

• Low-capital base of the primary and secondary mortgage
institutions.
• Dearth of long-term (Secondary Mortgage and Primary
Mortgage) housing finance for home buyers.
• Capacity gaps in the sector, including prevalence of
unskilled local personnel in the building industry.
• Inadequate funds for sector development, despite being
a key revenue-generating Ministry.
MOVING THE SECTOR FORWARD
• Effective Implementation of the Roadmap for the
Housing and Urban Development Sector, after approval,
to give effect to the National Housing Policy and the
National Urban Development Policy, in terms of coordination
and coherence as well as impact and sustainability.
• Restructuring of the Federal Housing Authority (FHA) for the
effective and efficient discharge of its mandate.
• Supporting the implementation of the mortgage liquidity
facility through the operationalization of the Nigeria
Mortgage Refinance Company (NMRC).
• Recapitalization of the Federal Mortgage Bank of Nigeria
(FMBN).

• Use of additional sources of funding for housing development such
as pension funds, unclaimed dividends and dormant accounts as
proposed during the Presidential Retreat held on 12th Nov. 2012.
• Promotion of mixed housing development for all income groups.
• Adoption of various housing delivery models for mass housing
development [namely: New Towns Development; Cooperative
Housing; Public-Public Partnership (Pb-Pb-P); Public-Private
Partnership (PPP); Regeneration (including completion of
abandoned houses); Rental Housing; and Sites and Services
schemes].
• Exploiting alternative technologies in housing development.
• Capacity building to bridge the gap in skilled labour by upgrading
existing trade centres, crafts schools and vocational training centres.
• Establishment of new training centres and reviewing the Curricula in
tertiary institutions offering building related courses.135

• Ensuring that Nigeria benefits more from the activities of Shelter-
Afrique based on Nigeria’s equity shareholding in the Company.
• Championing the African Urban Agenda, in collaboration with
UN-HABITAT, in view of the need to deal decisively with the rapid
population growth and deteriorating living conditions of human
settlements in the continent. This is instructive, bearing in mind
that by 2025, more than 60% of Nigerians will live in Cities.
• Spearheading the National Consultative Process for the post-
2015 Development Agenda and the Habitat III Conference.
• Designing and implementing a National Programme on Making
Slums History as part of a global challenge for 2020.

• Land is a prized asset. Its accessibility will ensure wealthcreation and reduce poverty levels across the country, as wellas promote a more equitable society.
• Housing has been universally accepted as the second mostimportant essential human need. The right to adequatehousing is considered a core human right.
• Housing is the bedrock of the economies of developed nations.In more advanced economies (e.g USA, Great Britain andCanada), it contributes between 30%-70% of the GDP.
• The Nigerian Financial System Strategy (FSS 2020) hasassigned special roles to the housing sector, expecting it todrive the financial system and contribute not less than 20% tothe GDP by the year 2020.
• The housing sector has the potential to generate hugeemployment opportunities, reduce crime rate, increaseproductivity, raise standard of living of the populace andalleviate poverty.

• Our cities are also centres of economic growth andcentres for commerce and wealth creation, and for thepromotion of healthy living environments.
The Federal Ministry of Lands, Housing and UrbanDevelopment is determined to continue playing a leadingrole (through the provision of policy direction, technicaland administrative support for all stakeholders) in thehousing and urban development sector towardsbecoming an effective national development tool.
We strongly believe that with all the set mechanismsalready put in place, and all hands on deck, we shallmeet the set targets of Mr. President and theexpectations of the citizenry for the transformation ofNigeria’s housing and urban development sector.
