Around 150 -190 million adults (2 - 4%) experience significant difficulties functioning.

Disability prevalence is increasing due to Ageing, NCDs and Injuries.

Disproportionately affects vulnerable populations: women, older people and poor households

What is CBR?What is CBR?

Community based rehabilitation (CBR) is a strategy for achieving Community Based Inclusive Development. It is focused on enhancing the quality of life of people with disabilities and their families, it’s about meeting basic needs and ensuring inclusion in local communities and improving access to services.

CBR is a multi-sectoral ‘community based’ approach that empowers people with disability to access and equally benefit from education, employment, health and social services. CBR changes individuals, communities and local services.

CBR is implemented through the combined efforts of people with disabilities, their families, organisations and communities, relevant government and non-government health, education, vocational, social and other services.

1. The Incheon Strategy provides the Asian and Pacific region, and the world, with the first set of regionally agreed disability-inclusive development goals.

2. Strategy comprises 10 goals, 27 targets and 62 indicators.

4. UNESCAP promoting CBR as a key strategy for realization of Incheon strategy and goals.

Disability Inclusive DevelopmentDisability Inclusive Development

Disability inclusive Development is both a process and an outcome

Inclusive development’ occurs when the ‘good development changes’ benefit all the community. Inclusive development ‘includes’ people with disabilities, they participate and benefit equally from the development process around them.

Inclusive development respects the diversity that disability brings and appreciates that it is a normal part of the human experience. Inclusive development sets out to achieve equality of human rights for people with disabilities as well as full participation, and access to, all aspects of society.
