LEZs (England – Clean Air Zones) “It is evident that only CAZs are expected to deliver a concentration reduction of sufficient size to achieve the compliance of zones in the shortest time possible.”
“Road vehicles contribute about 80 per cent of NOx pollution at the roadside. Growth in the number of diesel cars and vans, coupled with the failure of vehicle manufacturers to ensure that they replicated laboratory test based emissions performance (Euro standards) in real world driving conditions, has exacerbated this problem because of the NOx they emit”

•Common consensus that all diesels are dirty It’s a myth! –Euro VI bus test data shows otherwise.
• National CAZ/LEZ framework mandates Euro VI/6 for all diesel vehicles. 20+ cities expected.
• Clean Air Zones/Low Emission Zones must be viewed as an opportunity for public transport operators (get private cars out of city centres by providing a clean and efficient alternative).

• In 1996, MLTB test created by TfL.
• In 2008, LowCVP incorporated MLTB test into Low Carbon Emission Bus Accreditation Scheme. Well-to-Wheel assessment.
• From 2009-15 Green Bus Fund uses LCEB accreditation to allocate c£90m to 1240 buses. BSOG LCEB 6p/km incentive created.
•By mid-2016, 44% of all buses registered had LCEB status – compare this to ULEV uptake in the passenger car market at 1.6% in 2016!

Test procedure – Low Emission Bus Accreditation Scheme/TfL Bus test
Real world cycle – Revised LowCVP UK Bus (RLUB) Cycle.
Test to be undertaken at a vehicle laboratory using a chassis dynamometer
Test conditions: 50% of seated passenger load (or 25% of total)
Measurements: NO, NO2, NOx, N2O, CO2, CH4, PM, PN, THC plus NH3
Use accredited retrofit!!!
•The “promise” of incentives and enforcement has brought out all the shysters and ‘snake oil’ salesmen
•Many adverts are claiming Fuel and NOx savings.
•Only the accredited systems will be CAZ/LEZ compliant and enable you to operate in a zone without paying a charge or penalty.
•Don’t believe everything you read!
•Report misleading adverts to LowCVP

It may not always look like Euro VI, but it is happening very fast Now – London Low Emission Zone, Congestion charge
October 2017 – London ‘T’ charge – All vehicles, M-F, 7am – 6pm, Euro 4/IV
2018 – Scotland’s first LEZ
March 2019 – all local authority plans finalised
April 2019 –London ULEZ (central area)
By end 2019 – 5 (CAZ) Clean Air Zones
2020 – other clean air zones/Initiatives
2025 Zero Emission Zones possible,
Scotland 2032 statement
UK 2040 strategy
The names may vary but..LEZ = ULEZ = CAZ, common criteriaOpportunity to transform UK cities through long term benefits
