1) The World Bank was founded for the purpose of helping the least developed countries by give them a low interest loans, help them to build hospitals for health, schools for education towards a world free of poverty

2) The main reason is bureaucracy, “It’s a bureaucracy, and to see whether the restructuring works, you’re going to have to see how the money and approval process changes”. On the other hand, nowadays, there are a lot of competitions between aid groups.
