RMD is an integral part of the educational programme and academic support services of the university. The objectives of RMD include:

a) Providing reasonably priced living accommodations that are clean, attractive, well maintained, comfortable, and safe;

b) Providing a living-learning environment that promotes responsible citizenship and academic success by offering programmes and services that are grounded in human and student development;

c) Enforcement of the Hostel Rules and Regulations for the purposes of promoting education through hostel life, guiding residents to nurture good habits in everyday life, making hostel life the basis for building a healthy campus culture.

II. MISSION & VISION

The mission of RMD includes to support the academic and personal success of our residents through leadership development, residential learning programs and connections with campus and community.

We envision:

Supporting an understanding, celebration, and respect of the diverse cultures within UNITAR;

Establishing an environment where ALL residents feel welcomed, valued, and safe;

Empowering our residents to be positive conduits of change through personal responsibility and advocacy;

Conducting all aspects of our work in a manner that is student centred.

III. COVERAGE

This Rules and Regulations are applicable to and binding on all students, employees of UNITAR Capital Sdn Bhd, UNITAR International University, and UNITAR International Academy Sdn Bhd (collectively, ‘UNITAR’’) and outsiders who are staying at the hostel. The Rules and Regulations have been written to be as comprehensive as possible.

Any dispute on the interpretation of the clauses stated herein shall be subjected to UNITAR's interpretation, which is conclusive and final.

IV. DEFINITIONS

i) The masculine includes the feminine and vice versa; the singular includes the plural and vice versa;

ii) In these Rules and Regulations, unless the context otherwise requires:-“Resident/s” means and includes UNITAR students and employees and any outsiders staying in the hostel;

“UNITAR” means UNITAR International University, UNITAR Capital Sdn Bhd, UNITAR International Academy Sdn Bhd and any new subsidiaries to be

set- up in the future;

“Hostel” means any accommodation, by whatever name called, provided by UNITAR for the accommodation of students, employees or outsiders;

“Offence” means a disciplinary offence under this Rules and Regulations;

“RMD” means Residence Management Department.

V. RESIDENCE MANAGEMENT RULES & REGULATIONS

1.0 General Provision

Rooms in the hostel are limited and priority is given to new students and outstation students.

2.0 Types of Room Available

Below are the room types available at UNITAR Residence:

1. Standard Room 2. Deluxe Room

All standard rooms are equipped with double decker beds, mattress, wardrobes and wall fans. Deluxe room is equipped with the same standard furniture including air-condition (see clause 5.0 and Appendix 1 for List of Room Equipment / Furniture).

3.0 Allocation of Rooms

RMD reserves the right to allot the room and bed. Failure to accept the arrangement may result in cancellation of accommodation.

Residents are not allowed to exchange/transfer room/bed without the permission from the RMD. Exchanging of beds and/or staying overnight in the other room is deemed to have breached the hostel rules and regulations.

4.0 Application for Accommodation

Interested residents can reserve (see clause 4.0, item 4) or apply for accommodation by filling out hostel registration form available at RMD situated at Ground Floor, Block G2 and G3 Parklane Commercial Hub, Jalan SS7 / 26, 47301 Petaling Jaya, Selangor, Malaysia or by contacting RMD at 03-78864231.

1. Application for hostel accommodation is opened for registration every semester in line with the timing of student enrolment and priority is given to new students. Application may be opened to existing residents depending on the availability of hostel rooms. However, special consideration will be given to residents who have actively contributed to the promotion of self governance culture in the hostel and university.

2. Selection method:a. New residents: Room availability is based on “first come first

serve” basis.b. Existing residents: Please refer to the “Application for Extension of

Accommodation” (see Clause 7.0).3

3. Qualified new residents are allowed to stay in the hostel for the period of ONE YEAR only. Extension of resident stays in the hostel after one year will be subjected to the UNITAR’s prevailing policy (see Clause 7.0).

4. New residents are advised to make prior reservation with RMD to secure the rooms. A booking fee of RM50.00 will be charged upon making reservation (see Clause 5.0, Item 3). No refund will be made should the student decides to cancel the accommodation.

5.0 Registration & Payment of Fees

1. Prior to registration, prospective residents are required to pay one (1) month rental, one (1) month deposit and RM60 administrative fee (less booking fees if payment has been made).

Hostel fee for existing students shall be paid based on the following criteria:

Date Check In: 1st till 10th of the month- 100% of the hostel fee : 11th till 25th of the month- 50% of the hostel fee

: 26th till 31st of the month -Waive

2. The payment of hostel fees for the following month should be made BEFORE/ON 7th of every month. Failure to do so, residents will be charged late penalty fees of RM10 per day.

3. All payments (booking, hostel deposit, administration fee, monthly rental) are to be made at Student Central Services Counter at Level 3, UNITAR Main Campus, Kelana Jaya or to Student Finance Services Department staff to be stationed at RMD during registration period.

4. Upon registration or making monthly payment, all residents are required to submit a copy of the payment receipt to RMD promptly.

5. Residents who choose deluxe rooms are required to purchase air condition prepaid card to use the air condition facilities. The minimum amount for the pre-paid is RM100 (the amount can be shared among the roommates) and it can be purchased at RMD.

6. Deposit of RM20.00 for access card to be paid at RMD, Ground Floor Block G2 and G3, Parklane Commercial Hub, Kelana Jaya (see Appendix 2 for Schedule of Rates).

6.0 Non-payment/Outstanding payment.

Residents who fail to pay hostel fees and deposit within the stipulated time are treated as having withdrawn from the hostel. Residents with two months outstanding accommodation fees will be issued with reminders and advice to discuss with RMD on the payment plan. Failing to response to RMD reminders for the third time may result in RMD terminating the resident tenancy or may be barred from sitting your final examination in the current semester.

7.0 Application for Extension of Accommodation

RMD will issue ‘Notice of Extension of Accommodation’ ONE MONTH   before the semester end. Thereafter students who are interested to extend their stay at the hostel may apply by completing the relevant form available at RMD.

Each application for extension will be reviewed based on the prevailing UNITAR policy, minimum academic requirements, student disciplinary record, co-curriculum activities and any outstanding accommodation fees. The decision of the admission by the RMD is final (see Appendix 3 for Accommodation Registration / Extension Process Flow).

8.0 Termination and Withdrawal from Hostel

1. Residents who decide to withdraw or on voluntary suspension (deferment of semester) from the programme of study, diagnosed by doctors as unfit for hostel life or voluntary wishing to move out must apply for withdrawal from the hostel.

2. RMD does not accept transfer of vacancy to another residents by the withdrawing student. Any new or returning students must adhere to the hostel procedure by filling up the hostel registration form.

3. Residents applying for withdrawal from the hostel shall follow the following procedure:

a. Complete the “Hostel Termination Form” and submit to RMD. The form is available at RMD.

b. Upon receipt of the Hostel Termination Form the hostel warden will check whether the hostel items assigned have been damaged or not. Upon check out, the hostel room key and access card must be returned to the hostel warden and all personal belongings must be removed from the hostel.

c. Prior check out, the residents must clear all rubbish, ensure that the hostel rooms, ceiling, fans, walls are cleaned and all beds, mattresses, cupboards, etc are in their original position. Otherwise, the cost to make good those items will be deducted from the deposit.

d. Once the hostel withdrawal procedures are completed, the resident will be given a copy of the Termination Form.

e. Full deposit refund only applicable if the hostel room key and access card have been handed over and cupboard, bed and mattress are not damaged. Finance Department will make refund by banking-in the deposit to the student account.

f. Losses, damage or serious scribbling of hostel items must be compensated and will be deducted from the deposit as follows:-i. Hostel room key and door access card.ii. For damages that can be repaired, all costs of repair to be borne

by the residents.iii. For damage beyond repair, compensation is to be made based

on the following criteria (according to the year of purchase):

iv.Mattresses which are dirty due to usage without bed sheet or other factors must be compensated based on the purchase price of the item.

9.0 Eviction from Hostel

For residents instructed to withdraw from the hostel, RMD will inform the parents/guardians in writing. The students must move out of the hostel immediately after completing the withdrawal procedure. If delayed to exit from the hostel is necessary for special reasons, an approval from RMD is required.

10.0 Refund of Accommodation Fees

1. Deposit is NOT refundable if:

a. Residents have outstanding fees exceeding the deposit amount;b. Residents withdraw from hostel during accommodation period (i.e.

within 1 semester);c. Residents who are instructed to withdraw from the hostel by the

RMD due to UNITAR disciplinary issue/s or breaches of Hostel Rules and Regulations.

11.0 Check-in & Check-out

1. Check-in

Check-in of residents after the registration period ended is on working days; Monday to Friday from 8.30 a.m. to 5.30 p.m. or any other business hour as announced by RMD.

If under any circumstance, the residents wish to check-in before or after the working hours, a 24 hours notice should be sent to RMD prior to the arrival for necessary arrangement. Students who arrive before or after the working hours without prior consent of RMD will not be attended.

Residents are strongly encouraged not to check-in BEFORE the specified check-in date/s in view that RMD could not guarantee the availability of the accommodation at that point of time.

2. Check-out

Residents are to check out all their personal belongings and vacate the room latest by 3.00 p.m. on the specified check-out date.

RMD reserves the right to vacate the room without prior consent of the residents by transferring all their personal belongings to the storeroom should they fail to vacate their room by 3.00 p.m.

If temporary storage is required, residents must pack their belongings in box(es), label them with their name and Matric Number. The resident is responsible for transferring their belongings to the storage area. RMD is not liable for any damages and losses of items stored in the storage area.

Resident who need to change h is /he r checkout date after the Termination Notice is issued to them will have to notify RMD in writing within 3 days of their termination date. Failure to comply may lead to immediate eviction from the hostel.

12.0 Access Card and Hostel Key

1. Two items will be given to the resident upon check‐in:a. Main door access card – one (1) unit.b. Room door key – one (1) set.

2. Residents are expected to be solely responsible for the door access card and room key. Residents are not allowed to lend their door access card and key to anybody under any circumstances. Residents are also not allowed to duplicate the door access card and room key. Misuse of door access card and key will lead to eviction from the hostel.

3. Should there be any damages/loss of door access card or room key, the residents should immediately report the matter to the Warden. Failure to do so may lead to disciplinary action being taken.

4. Fifty Ringgit (RM50.00) will be charged for the replacement of the unit room key / air condition prepaid card.

5. Seventy five Ringgit (RM75.00) will be charged for the replacement of the room door knob.

6. Hundred Ringgit (RM100.00) will be charged for the replacement of the door access card.

13.0 Residents Property and Personal Belongings

All residents are responsible to take care the security of their personal belongings and property such notebook, thumb drive, hard disc, shoes and other valuable items at all time. The University/ RMD shall not be responsible for any stolen or damage items/property of the student for whatever reasons or caused.

14.0 Resident Indemnify UNITAR

The student shall indemnify and keep indemnified UNITAR and its officers or servants from all liabilities arising out of claims due to losses, damages of personal property or injuries for whatever reason whilst on the premises of UNITAR hostel.

15.0 Complaint/ Incident Report

All residents are encouraged to report promptly (within the hour of the incident) to RMD of any unto incident happening or has happened in order for the

staff of the RMD to take immediate action. The incidents among others but not limited to are fighting, noisy floor mates, drunken students, vandalising hostel property and security equipment, intruders, outsiders, stolen property and others. Residents may contact RMD staff as listed in Clause 16 (Emergency).

16.0 Emergency

In case of any emergency outside office hours including falling ill and need immediate medical attention as well as incidents cited in Clause 15, residents may contact (i) the Hostel Warden on duty at the warden’s hostel unit (ii) the RMD Manager (iii) the RMD Admin Assistant and (iv)the Security Guard on duty. Their current contact numbers are display at the RMD reception counter.

17.0 Spot Check

The purpose of the Spot Check is to ensure the safety and security of the residents staying in the hostel. Among other purposes are:

to prevent any outbreak of fire. The spot check is to ensure students do not bring in /use combustible items prohibited by the Management;

to check for dangerous weapons which can inflict injury against others; to check for prohibited items such as drugs and pornographic materials; to check on room cleanliness in order students live in a conducive and

hygienic environment; others as deemed necessary.

RMD reserves the right to make ‘Spot Check’ without notice. Each ‘Spot Check’ conducted will be conducted by RMD’s staff.

18.0 Hostel Rules & Regulations

For purpose of enhancing hostel management, safeguarding security of hostel residents as well as properties and maintaining order and peacefulness in the hostel; residents staying in the hostel must comply with the following hostel rules and regulations. In the event of offences (residents have the obligation to report the offences), investigations will be carried out and if the offences are proven to be true, the resident will be issued with a show-cause letter and may be subjected to a Student Disciplinary Board. For offences involving criminal cases, the University/ RMD reserves the right to report to the police.

In order to improve the residents’ capability for self governance, nurture sense of responsibility and good habits, maintaining safety, cleanliness and peacefulness of the hostel as well as promoting cooperation and harmony, the following rules and regulations are hereby set out to be observed by all residents at all time.

a. Upkeep of the Hostel

i. Residents are responsible for keeping their rooms and the common areas in the hostel, such as the lounge, pantry, study area, cloths hanging area and bathrooms clean and tidy at all times.

ii. Single/ double deck beds with mattresses are provided in all rooms and residents are required to bring their own pillows, bed sheets, blankets, towels, etc. Residents are required to do their beds before leaving for classes or leaving for home.

iii. A wardrobe/ cupboard are provided for each resident and they are required to arrange their cloths in orderly manner. Study tables with chairs

are also provided at the study area and should be put in it right place after used.

iv. All fans, lights and electrical appliances must be switched off when the resident is not in the room/respective area.

v. Cooking is not allowed at all time. vi. Common hostel furniture must not be moved into other rooms or from

one hostel unit to another without the consent of the Warden.vii. Residents must cover their bed with their own bed sheets at all times. viii. Any damage/ loss of hostel property must be reported immediately to the

Warden. Residents will be charged for any missing/ damage properties except damages incurred by normal wear and tear.

ix. Handymen and contractors may enter resident rooms as and when necessary in the course of their duty under the directive of the Warden. However every effort will be made to respect the privacy and dignity of the students.

x. RMD reserves the right to move students to other hostel unit/s if there is a necessity.

xi. No nails, screw, poster and picture are allowed on the wall, furniture and door. Cost of cleaning, repairing or re-painting of resident room will be deducted from the resident’s deposit if they are not maintained in the conditions they were in at the beginning of the check-in except for normal wear and tear.

b. Electrical Appliances/ Items

i. In order to conserve energy, lights in the toilets and utility room must be switched off when not in use.

ii. The last person to leave the room/study area must switch off the lights, fans and all switches.

iii. Use of unauthorized electrical appliances in the hostel is strictly prohibited. All accidents (eg. fire) that result in damages shall be compensated by residents’ and the offender will bear the criminal liability.

iv. Electrical appliances that can be used in the hostel include electrical fan, hand phone, charger, radio, laptop, hair dryer, computer, electric kettle and rice cooker. Other electrical appliances are not allowed to be brought into the hostel and will be confiscated and the resident will be penalized if they are found with the item/s.

v. Residents are required to register their electrical appliances with RMD. No charges will be imposed.

vi. Equipment and connecting leads must be serviceable and in a safe condition.

vii. Strictly no electrical cable running on the floor and from room to room.

c. Hygiene and cleanliness

i. Maintenance of hygiene and cleaning of hostel rooms shall be undertaken by all residents staying in each room and the room representative must draw up a duty roster and supervise the compliance by the residents involved.

ii. Cleaning of hostel public area in each floor such as corridor, study area, lift, toilet, laundry area, and staircase shall be undertaken by the cleaning service staff from time to time.

iii. Do not leave any items in the corridor to prevent the environment from being messy. All shoes must be placed on the shoe racks provided.

iv. Do not litter or spit.9

v. Rubbish will be disposed by the cleaning service staff on Monday, Wednesday and Friday or any other dates as announced by RMD. Other than these days, residents are required to dispose their rubbish at the rubbish compartment area. Floor leaders are required to draw up a duty roster to assign each room for this purpose.

d. UNITAR Property

i. UNITAR properties are not allowed to be moved from the premises.ii. Upon check-in, residents must carefully check the condition of the hostel

properties such as bed, mattress, cupboard, etc. Thereafter, residents are responsible for the usage and care for such property. Residents must report to RMD/ Floor Leader as soon as possible about items that require repair, changes or replacement by completing the “Complaint Form”. Damages due to negligence will be compensated by the residents’.

iii. Hostel room key and door access card must be properly safeguard and should not be lent to other to avoid possible duplication that may lead to undesirable consequences.

iv. No stickers/posters should be placed on the public property and hostel furniture.

v. If tables, chairs, TV sets and other public property in the study/entertainment area are lost, missing or damaged and no one is willing to take responsibility, all hostel residents in the particular block/unit/level will collectively bear the cost of repair or compensation.

vi. Television, tables, chairs, etc are for public used and taking them to the hostel room for one’s use is considered as theft.

e. Visitors

Residents are prohibited to bring in any visitors into their hostel rooms. However, if the need arises, approval from the Warden must be obtained before bringing in any visitors. Guests and parent are not permitted to stay overnight in the hostel. Visit by male visitors to Female Hostel and female visitors to Male Hostel are forbidden.

f. Mutual Respect

i. Do not make loud noises, sing or shout within the hostel area. Noises or actions affecting others who are studying or sleeping or resting must be controlled.

ii. Do not strip to the waist or naked especially outside the room.iii. In case residents has acute illness or an emergency at night please request

other roommates to inform the Warden on duty in order to get assistance to seek treatment at the hospital.

iv. Please do inform your roommate(s) if you are not staying overnight in the hostel and leave your contact details where you can be reached in the event of an emergency.

g. Security & Safety

i. Residents are required to carry their Matric Cards at all times in the compound of the hostel complex and when visiting other residents in their hostel unit. They must produce the Matric Card when requested by

Security or RMD staff. ii. Sitting or standing on the balcony, corridor bars and windows are prohibited

to avoid any accidents. Offenders are fully responsible for any accidents which happened. Using wood or steel material to keep windows ajar is prohibited.

iii. Hanging cloths on fans for drying is prohibited. Cloth hanging areas are provided on the mezzanine floor. Cost of repair due to damages will be borne by the residents of the particular room.

iv. It shall be the responsibility of the residents to lock all doors at all times for the protection of their property and that of their roommates and for security reasons. Entrance door and room door must always be closed and locked after entering or leaving the room/ hostel block.

v. Residents are solely responsible for the safety of their own valuables. All room doors, wardrobes and drawers of study table must be padlocked when the students are not inside the room. A duplicate key of the padlock should be given to RMD in case of an emergency the RMD staff needs to access the room. RMD reserves the right to d ismant le the padlock without giving any prior notice to the student concerned if no duplicate key has been lodged with RMD.

vi. Residents should report immediately to the security guards or the Warden of any stranger or prowler loitering around the hostel premise.

h. Pets

Pets are not allowed in the hostel complex. Pets found in hostel complex will be confiscated.

i. Disciplinary Action

Habitual defiance of the hostel Rules and Regulations or breaching of the UNITAR’s Student Code of Conduct will render a resident liable to disciplinary action, termination from the university’s hostel and even will refer to Student Disciplinary Board. Listed below the guideline on the potential misconducts and penalty associated with it. The guidelines are not exhaustive.

11 Not taking part in cleaning work arranged by room representative or floor leader despite first advice and upon checking by room representative or floor leader, found not to do the work for a second time.
