Background• Business spreads in spatial region rather than in a specific local.• Economic and social problems become more complex and interrelated in

ASEAN.• ASEAN Free Trade Area (AFTA) is a trade block agreement by the

Association of Southeast Asian Nations supporting local businesses in all ASEAN countries.

• The ASEAN–China Free Trade Area (ACFTA) or the China–ASEAN Free Trade Area is a free trade area among the ten member states of the Association of Southeast Asian Nations (ASEAN) and the People's Republic of China will promote trading and business activities in the region amongst 11 countries.

• The ASEAN countries need to facilitate the recognition of business graduates' qualifications throughout ASEAN.

• The emergent accountability for graduate education in ASEAN to address economic and social problems in synergistic ways.

Definition

• A consortium is an association of two or more individuals, companies, organizations or governments (or any combination of these entities) with the objective of participating in a common activity or pooling their resources for achieving a common goal. (http://en.wikipedia.org/wiki/Consortium)

Examples: the Appalachian College Association

• An example of a non-profit consortium is the Appalachian College Association located in Berea, Kentucky. The association consists of 36 private liberal arts colleges and universities spread across the central Appalachian mountains in Kentucky, North Carolina, Tennessee, Virginia, and West Virginia. The ACA works to serve higher education in the rural regions of these five states. Collectively these higher education institutions serve approximately 42,500 students. These institutions assist the ACA in:– reviewing grant and fellowship applications, – conducting workshops, and – providing technical assistance.

Examples: The Pacific Asian Consortium for International Business

Education and Research (PACIBER)

• The Pacific Asian Consortium for International Business Education and Research (PACIBER) was created in 1988 as a consortium of 27 leading universities dedicated to bridging the gap by establishing linkages to promote international business education, research and exchange of information among faculty and students.

• PACIBER stands as a forum for the exchange of ideas where members can network and learn from one another.

• Through faculty exchanges and other mutually beneficial alliances, member universities can raise the level of their business education programs to world class standards. (http://paciber.shidler.hawaii.edu/home/)

Examples: Southeast U.S. Higher Education Consortium for International Business

• The consortium leads the formation of a collaborative higher education community composed of two-year, four-year, and historically black colleges and universities in Georgia, Alabama, Florida, Tennessee, North Carolina and South Carolina.

• The consortium serves as a clearinghouse for faculty development, teaching material preparation, regional resource sharing and technical assistance with writing DOE grant proposals. Students at consortium schools will participate in jointly sponsored study abroad and work abroad programs. (http://robinson.gsu.edu/seconsortium/index.html)

The ASEAN Consortium for Graduate Business Education (AC-GBE)

• The mission is to enhance the participation of ASEAN business schools in elaboration of the common platform for education, research, and business outreach in the field of business and management.

• The consortium should contribute to improvements in the quality of business and management education as well as enhancing the attractiveness and competitiveness of the ASEAN education system.

• The members are top business schools in ASEAN. • The membership is endorsed by the Ministry of Education of each

ASEAN country.• Each ASEAN country proposes up to five top national business

schools to be admitted in the consortium.

Objectives

1. to establish the ASEAN quality label for graduate business educational programs;

2. to improve the quality of educational program in business and management;

3. to facilitate transnational recognition by the competent authorities;

4. to enhance best practice in quality management of business education;

5. to facilitate mutual recognition agreements;6. to promote social responsibilities of business schools in

the ASEAN region.

Proposed Programs

• Recruitment Program: top business schools from ASEAN Countries

• Quality Management Program• Double Degree Program: a student chooses a

double degree program given by two universities in two different countries.

• Specific Business Skill Certification Program• Joint Research Program• Business Outreach Program

Double Degree Program

• The Consortium will develop curriculum and learning standards for graduate business schools recognized by the business school members.

• The consortium will facilitate mutual recognition agreements for the double degree.

• The MBA student will be given double degree by two universities in different countries.

• The alumni can freely choose to work in ASEAN countries.• The MBA program will be delivered in modular bases.• The Consortium will begin recruiting prospective MBA

students for the ASEAN program in 2012.

Concluding Remarks

• The ASEAN secretariat needs to participate in enhancing the quality of postgraduate business school in the ASEAN region.

• There is a need a consortium to accelerate the improvement of quality standards.

• The mission of the consortium is to promote and share best practices in business education and borderless competencies.

• The follow-ups are required to improve local business schools with the common ASEAN system of quality assurance.
