the Philippines)
A Narrative Report

SUMMARY
For the fulfillment of our final semester in the subject of
economics, we, the grade eleven senior high school students at the
Educational System And Technological Institute conducted a survey on
the month of October 2016 .The said survey is about the Taxation
System of the Philippines .
This survey was conducted at Boac, Marinduque area only. We
conducted an interview with the following persons: LGU Executives,
former BIR Secretary, BIR Accountant, Big sale business owner, Small-
scale business owner, Government employees, Economics Teacher,
and a Student. We also need to conduct a survey among with the former
President, one of the 12 Senators of the Congress, one of the 250
representatives of the congress, the former BIR Secretary and an
Economist from any known University in the Philippines .Hence, due to
non-availability ,we have search their views in the internet. But to be
safe, we ensured to state the details where the information was taken.
Simultaneously, we ask to their permission if they will allow us to
conduct an interview with them. If they don’t allow us, we thanked them,
but if they accept it then, we ask some questions: Here are the following
questions included in our interview:
a. Are they in favor with the current administration plan to lower the
tax rate in Corporate and Personal income? Why?
b. What are the possible effects of this action?

We first thought of the possible prospect where we can conduct a
survey. We choose three students, three government employees,
managers of Cashyper Mart, Puregold, Sophie, OVM Internet Café,
Yamaha, Natasha, Avon, Personal Collection, and we have to go to the
BIR building for the accountant. Some had rejected us but it didn’t stop
us. We must keep moving forward. We are so glad for those who hadn’t
rejected us.
We started the interview with greetings; asking their names, on
how long they’ve been with their businesses /Careers, and some other
question for us to gain their trust.
As we gathered their answers, we had 62.5% of whom we
interviewed were in favor on lowering the tax rate in our country. They
gave us their reasons; (1) for higher income (2) the government will just
corrupt it and (3) the debt service payments need to be brought down.
The remaining percent does not agree on lowering the tax.
Many have agreed on the plan of lowering the tax rate on our
country. We’ll they have their reasons acquainted on their choices. As
we conduct the survey, allot of them where saying “hindi ko alam ” or
“hindi ako ang nagabayad ng tax kinakaltas na lang sa sweldo ko”.
They are not fully aware about the taxation system of our country that
they need to ask us what will be the answer.
Our former president, Mr. Benigno Aquino, rejected the idea of
lowering the tax rate and pointed out that,“taxes like VAT affects all,
regardless of one’s status in society. When the taxes are lowered the

value added tax would increase, the poor will not benefit at all, kapag
binawasanang income tax, mababawasan ang revenue at lalaki ang

Former Akbayan Representative,Risa Hontiveros, was in favor of
lowering the tax rate. It is stated in that site we viewed were she
reasoned out that one third of our national budget is being paid on the
foreign debt and that debt should be brought down. (interaksyon.com)
Economist, Walden Bello, was also in favor. It will benefit the poor
for him. (rappler.com)
Those were the ideas we gathered from the internet answering our
questions.
