The percentage of all children enrolled in Std. III who cannot read a Std. I level text has increased steadily from 53.4% (2009) to 54.4% (2010) to 59.7%(2011) to 61.3% in 2012.

Detailed Explanation of implementation of Solution

SupervisionFor Teachers and BEOs

To ensure the attendance, we can introduce a system of fingerprint recognition device.Device Specifications• Run by the battery which can be charged with solar power.• The data will be stored in it in a portable memory storage which can’t be edited specifying the day and time. • The required device may be designed by organizing a national level competition.• The reports will have to be submitted to the Block office every fortnight which will be uploaded on web.

BEO will be given instantaneous instruction on the particular day to visit any school for inspection, to ensure that the schools are inspected in their usual running way. He will have to upload the report on the website, along with the photos of classes running, to display the attendance of that school. It will enhance the accountability of the BEO himself and the information will be accessible to all.

For authority• One UPSC trainee per Division should be appointed to look over the working whole system from division officer to the

school level.• He will be independent of the government & accountable directly to the supreme court.• He should be given the authority to question & take appropriate action on accused.• His work period will only be of one year .• He will be given incentive on every mismanagement case puts light on.

• Implementation –Schools will be provided with the projector system with supplementary equipments.A centralized and uniform library and archive of audio- visual animated lectures series compiled by the best available teaching faculty(or NGO) to be produced in a common storage format. Specifications of projector system:

o A built-in flash storage device to store the run time of video and its duration everydayo The run time of video to be sent to black control centre and monitored through centralized

website system to ensure that the lectures are really shown to students on timely basis.o A solar panel powered alternative power supply system to be provided in electricity deficient

zones.• Benefits

o Uniform curriculum all over India with regional customizationso Best quality education by best faculty delivered at minimum costo Conventional and traditional Workload of teachers will be reduced from teaching to supplimentative

and corrective. o Parent teacher periodic counseling sessions can be delivered for their psycho-economical

Curriculum• Inclusion of activities to give practical knowledge & social exposure .

o This can be done by arranging the visits to nearby: Bank Police station Panchayat Hospital Nursery

• Introduction to practical life skill courses in classes 9th onwards to empower them to earn their livings even after class 12th or so. In this way people will be attracted to send their wards to schools looking at immediate incentive to do so.

• More student friendly modules to be customized in their regional languages.

Training• Mass training should be avoided, rather only around 500 people may be trained at a

time. In this way, around 2000 people may be trained in 4 terms, but it will be more effective than training all at a time.

• Training to understand the mentality/psychology of children. • Training with successful NGOs model.

Visits through NGOs in the living atmosphere of the student to know the current scenario.

Fixed and equal salary system to be replaced by an additional surplus salary above the threshold basic minimum payment; proportional to theweightage of current and cumulative TPI

Challenges And Mitigation Factors

Socio-Economic And Political:• Political Parties may be reluctant for the non accountability of the UPSC trainees towards the

government.• Security, misuse and maintenance of the infrastructure and new gadgets provided to the schools.• Coping with the pre-conceived notions and beliefs in people about malfunctioning and quality of

education in government schools. • Fund raising for the new equipment and infrastructure in the schools. Mitigation Factors :• Equipment should be designed in a way to be used only for the specific purpose, to minimize its misuse.• Equipment should be strong enough to be used in the school environment.• Convincing people about the immediate incentive of education to their children by the people who have

succeeded in their localities.• Giving sponsorships to private companies to provide the equipment to the schools, or sponsorship of the

school itself.
