What is the QLTS?

The QLTS is the Qualified Lawyers Transfer Scheme, the fast-track route for international lawyers, and barristers in England and Wales, to qualify as English solicitors.

The scheme is administered by the Solicitors Regulation Authority (SRA), the regulatory body of the The Law Society of England and Wales, ensuring candidate assessment is both rigorous and fair.


Why become an English solicitor?

There are numerous reasons to become qualified in English law. While taking the QLTS will undoubtedly enhance your legal career, this qualification will also improve your professional profile and knowledge, and provide you with diverse and unique opportunities.

How are you assessed on the QLTS?

The full range of skills required to practise English law are tested on the QLTS, including oral, written and professional. The QLTS assessments are designed to test applicants on most of the SRA’s Day One Outcomes expected of a solicitor on qualification.

The assessments are divided into two parts:

Part 1: Multiple Choice Test (MCT)This tests knowledge and understanding of professional conduct, solicitors’ accounts, financial regulation, property, taxation, business law, contract and tort, the English legal system, constitutional law, equity and trusts, human rights and EU law. The MCT consists of 180 multiple choice questions, divided into three-hour periods of morning and afternoon sessions, each with 90 questions.

Part 2: Objective Structured Clinical Examination (OSCE)This tests the skills of interviewing, advocacy, online legal research, drafting and writing.

The OSCE tests these skills in the context of three legal practice areas: Business Law, Litigation (Civil and Criminal) and Property Law (Conveyancing, Wills and Probate). The OSCE is normally offered across several consecutive days.

Assessment Rules

� The MCT must be passed before the OSCE can be attempted

� Candidates are allowed to attempt each of the MCT and OSCE three times during the five-year validity of their Certificate of Eligibility

� Exemptions can only be granted by the SRA in certain circumstances (such as to EEA or intra-UK lawyers)

� Candidates are not allowed to use any materials during the assessments

The best analogy to the QLTS is a driving test: whilst the MCT is equivalent to the theory test element, the OSCE comprises the practical component, where you are expected to demonstrate your competence in the skills required.


Are you eligible to take the QLTS?

Applicants who wish to take the assessments must first obtain a QLTS Certificate of Eligibility from the SRA.

The Certificate of Eligibility simply confirms that you are entitled to practise law in your home jurisdiction and have no criminal record, disciplinary actions or other issues related to your background. There is no internship or experience requirement to complete. You only need to be a Qualified Lawyer in a Recognised Jurisdiction, and satisfy the English language requirement.

A fee of £200 or £400 (depending on whether you are an International Lawyer or an EEA, intra-UK or Swiss lawyer) is payable to The Law Society for processing the application. The application form to apply for your Certificate of Eligibility, including guidance notes, can be downloaded from our website.

You do not need to have a Certificate of Eligibility to begin your studies, and you can obtain your Certificate while preparing to sit the assessments.


Eligibility Criteria

Recognised Jurisdictions

To be eligible to apply, you must be a Qualified Lawyer in a Recognised Jurisdiction. A list of Recognised Jurisdictions is published and updated regularly on the SRA website.

English Language Requirement

Applicants for the QLTS will also be required to show that they have achieved the Common European Framework for Reference (CEFR) Level C2 in English. This can be demonstrated in several ways; for example by passing an English language test with an approved provider (such as the academic module of IELTS), or having your degree assessed by UK NARIC.

If you are a Qualified Lawyer in any of the European Economic Area (EEA) countries or in Switzerland, you are automatically exempt from the English language requirement. Applicants who hold a degree from a university or college in a country where all higher education takes place in English are also exempt from the English language requirement.

When you submit your application for a Certificate of Eligibility to the SRA, you will be asked to provide details of your test results or a copy of your academic degree certificate.

If you satisfy all the SRA requirements, you will be issued a QLTS Certificate of Eligibility, which will be valid for five years from the date of issue.

Taking the Assessments

Test Dates and Venues

The assessments are offered twice a year in the UK by a sole assessment provider, Kaplan QLTS, which has been appointed by the SRA.

For test dates, venues, fees and other related information regarding the assessments, please visit our website or contact the assessment provider.

Following registration for the QLTS assessments, each candidate will receive an examinee number, exact locations of the testing centres and a detailed schedule of the assessments.

Candidates with special needs should contact the assessment provider with a request for specific testing arrangements.

Admission to the Roll of Solicitors

The results of the assessments are made available a few weeks after the date of the assessments. Once you have passed the assessments and fulfilled any outstanding requirements set by the SRA, you may apply for admission to the Roll of Solicitors of England and Wales and get your practising certificate.

If you do not intend to practise in England and Wales following successful completion of the assessments, you can still maintain your name on the Roll by paying a nominal annual fee to the SRA.


Why do you need a QLTS course provider?

What is QLTS School?

The assessment provider, Kaplan QLTS, is not allowed to provide preparation courses for the QLTS assessments.

The scope of the material, however, is very comprehensive and of a higher standard than that expected from lawyers who followed the domestic route for qualification in England. In addition, you are allowed to attempt each of the two Parts of the QLTS only three times during the five-year validity of your Certificate of Eligibility.

It is therefore extremely important that you study for the assessments with a course provider that understands your needs and will provide you with the right guidance.

If you want to become an English solicitor, a big factor in determining whether you’ll pass your QLTS assessments is the course provider itself. Without excellent teaching, informative materials, a support network and experienced staff to guide you, passing will be more difficult.

The MCT Course

Our MCT course is designed to build a strong foundation in the legal concepts essential for success in the MCT assessment. The course features:

The multiple choice questions, mock tests, video library, revision notes and updates for the course materials are accessible through our MCT online training system.

Access to the MCT online training system is for 12 months, commencing on the first day of registration, or until you have passed the MCT, whichever happens first.

Why do you need to take a course for the MCT assessment?

The MCT is not just another standard examination. The pass mark is determined by a ‘Standard Setting Panel’ convened by the SRA based on the standards expected of a newly qualified solicitor. That means you must meet rigorous and robust criteria in order to pass.

If you’ve sat a multiple choice test in the past, you’ll know that practising as many mock exam questions as possible is the key to your success. You need to be comfortable with the format and type of questions the examiner uses in the actual test. This way, you’ll be prepared, not surprised, when test day arrives.

This is reflected in the overall pass rate of the MCT which is markedly low (about 55%-60%). The pass rate of our candidates is constantly over 80%.

While the MCT element merely tests your knowledge of academic law, the OSCE practical assessment aims to test higher level of knowledge, understanding and ability to accurately advise clients using a variety of skills in all three legal practice areas.
