• Regulate accreditation agencies; registration of accreditation agencies• Lay down norms and policies for assessment of academic quality• Periodic review and audit• Lay down policies for providing information the public• Promote research and innovation in assessment and accreditation• Outsource experts, if need be.

FOREIGN EDUCATIONAL INSTITUTIONS (REGULATION OF ENTRY AND OPERATIONS) BILL, 2010.

• At least 20 years of operation in its country of origin.• Can come to India independently or in partnership with local educational

provider; but no distant mode allowed.• Undertake to maintain a corpus fund of not less than 50 crore rupees.

• No part of the surplus in revenue generated in India by such ForeignEducation Provider, after meeting all expenditure in regard to itsoperations in India, shall be invested for any purpose other than for thegrowth and development of the educational institutions established by itin India.

• All mandatory disclosure norms, as applicable to local education providers,shall apply to foreign education provider.

• However, the Central Government has the power to exempt a reputedforeign education provider from all provisions (except non-transfer of“surplus”)

THE PROHIBITION OF UNFAIR PRACTICES IN TECHNICAL EDUCATIONAL INSTITUTIONS, MEDICAL EDUCATIONAL

INSTITUTIONS & UNIVERSITIES BILL, 2010• Prohibition of accepting admission fee and other fees and charges without

receipt.• Prohibition of admission without specified admission tests or inter se merit

for selection of students.• Mandatory publication of prospectus, its contents and its pricing.• Prohibition of capitation fee• Prohibition on refusal to, return, or, withholding degree, diploma, or,

refund of fee, etc.• Prohibition of advertisements not based on facts or misleading.
