This is very important for data where machine to machine analysis is becoming more common.

Licence proliferation is an anathema to open access because even the slightest incompatibilities can cause problems when a lot of source content is mixed together.CC licences have the benefit of review by legal scholars, practitioners and the community from all over the world to ensure that its interpretation is consistent globally.CC 4.0 Licence suite provides a level of certainty regardless of country location or language. CC Licence's are drafted so that they will be interpreted consistently all over the world, when data and information does not recognise geographic borders. Some bespoke licences operate largely domestic licences, which is of little longer term and wider benefit.

What are Open Educational Resources?

Resources created and released openly open license is key.

Free as in free beer (no cost) and free as in freedom (free to use, repurpose and re-share)

Commonly defined as digital materials offered free for educators, students and self learners to use, re-use and re-distribute for teaching, learning and research. They often rely on the use of common "open" licences, such as the Creative Commons licences. They are different to traditional distribution models which generally require remuneration and largely restrict the rights of end-users to copy, re-use and re-purpose material.

Whitehouse National Action PlanExpand Access to Educational Resources through Open Licensing and Technology (p.3)Open educational resources are an investment in sustainable human development; they have the potential to increase access to high-quality education and reduce the cost of educational opportunities around the world. Open educational resources can expand access to key educational materials, enabling the domestic and international communities to attain skills and more easily access meaningful learning opportunities. The United States has worked collaboratively with domestic and international civil society stakeholders to encourage open education initiatives. Building on that momentum, the United States will openly license more Federal grant supported education materials and resources, making them widely and freely available. One of the key policy objectives of AusGOAL is that for publicly funded information to be openly licensed using the most flexible Creative Commons licence CC BY or CC BY SA. Government agencies are required to choose the most open Creative Commons licence unless there are very specific reasons to apply a more restrictive licence.

There is growing use and creation of OER in Australia. Recently the Australian Departments of Education agreed to licence their websites and publications under CC BY 4.0 where possible. Tasmania, South Australia and Qld Departments of Education have licenced their websites under CC BY 4.0 and the other states/territories are in the process of implementation. Many of the Departments of Education and non- government school sector are beginning to license their learning resources under Creative Commons licenses to ensure wider sharing and building of knowledge.

Other OER initiatives include Education Services Australia licensing more than 1600 digital learning resources from the national digital resources collection under CC licences (with hopefully many more to come). These CC licenced resources are available from Scootle (http://www.scootle.edu.au/ec/lobjects.htm). The Australian Curriculum (www.australiancurriculum.edu.au) is also licensed under a CC BY NC SA licence in order to ensure that the curriculum is widely accessible to teachers and schools and to facilitate the development of teaching and learning resources. NCU expects to see more and more publicly funded educational resources licenced under Creative Commons licences.
