I have had the privilege of being able to use both of these programs in my classroom and I have to say that the better bang for your buck will be the Socrative program. Using this program saves time with having to grade by hand. You have more flexibility in determining the types of questions to use. 95% of all the feature of this program are free to use. Polleverywhere has only limited features that are free to use.
