OBJECTIVES AND METHODOLOGIES

Objectives Of The Review

• The purpose of this review is to evaluate the quality and coverage of FLEGT / VPA ad related issues to-date to make recommendations for improvements in the future.

• Provide an insight about the reporting of FLEGT-VPA on online newspapers/media outlets

• Detect problems / challenges preventing current communication in meeting its full potentials

• Locating the quoted sources, the pseudonym, and the style and quality of quoting information

• Making recommendations for improving the quality of communication about FLEGT-VPA and related issues

Methodologies

• Searched and documented available online news articles on the topic of FLEGT - VPA from 2010-10/2014

• Used major search engines popular in Vietnam (Google, Bing, ...)

• Searched and documented on all available articles on FLEGT-VPA during 2010-2014 and stored them in a database.

Identified original articles/news meeting a set criteria (see criteria) and news for further analysis

• Overall review of the quality of information to identify inconsistencies, confusion, misunderstanding, technical terms and jargons (with evidences and case studies)

• Analysis of the information cited and the articles using citations

• Findings and recommendations• Expert consultations • Published the review findings

and recommendations


Criteria

• The articles are all original, posted on electronic media agencies or online newspapers

• Articles contain the relevant keyword phrases “FLEGT" “VPA" " VIETNAM”

• They are classified by source, amount, quality and frequency of citations of the title


Limitations of the methods used

• The information may be incomplete as it only applies to electronic media and some old articles that are no longer stored online.

• Google automatically removes duplicate results• Google personalizes search results to suit the user• Articles and news have not been reviewed and analyzed in-depth

by experts on forestry, forest management... (in reality there are also not many articles and reportage focusing on these topics exclusively)

• Expert review is needed to assess the quality of quotations and sources used

• Many articles do not indicate the sources cited


Solutions

• Use Chrome browser in Incognito mode (Ctrl + Shift + N) to prevent Google saving your browsing history

• Conduct advanced searches according to time, place,…• Continue searching, storing and updating results

regularly• Save articles found in PDF format for further analysis• Peer review and consult experts on forest law

enforcements, governance and related issues for content and quality review.

OVERVIEW OF ONLINE MEDIA COVERAGE ABOUT FLEGT – VPA

Main Findings

• Communications from various sources (news, articles online... )

• Increasing trends, peaks are in March, August, November; in February, July, October 2014 (posted around negotiation events)

• The most relevant articles were in Vietnamplus, Nongnghiep, The Saigon Times, and Bao Haiquan

The Online Newspaper Having The Most Articles Related To FLEGT-VPA


Vietnamplus, nongnghiep, thesaigontimes, baohaiquan are newspaper agencies that are uploading the most news

Some newspaper agencies like biz forum (DDDN) and Goviet have not had articles yet (or have articles that could not be located) about this topic despite their relevance to this topic.

Others who have a high number of readers, such as Dantri, Vnexpress and Tuoitre, have only provided a small amount of articles/news.vtv.vn

• Some issues objectively related to the prolong negotiation process, and so the terms used have changed. However, some areas can be improved within internal review processes of the media.

Root Causes

Objectivity• Pro-longed negotiations, information is too

technical for the public and many information is not publicly available

• Related Individuals and organizations are not willing to provide information for media

• The information and documents provided by related organizations is inconsistent (because a lot of technical documents are translated from English into Vietnamese) and the media pick up from those sources.

• Information provided to journalists is poor. There are no press releases for many events, there is also no media briefings available

• Journalists have little chance to go to the fields and it is difficult to approach specialists and officials for interviews

Subjectivity• Internal system within media: There

is poor checking system for information, sources, editors and quotes of some newspaper articles

• Reporters’ knowledge and understanding of the subject FLEGT / VPA and related issues is limited. They are not actively covering and reporting related topics rather than VPA news as FLEGT is very broad and they can explore to report and cover in many subjects and topics that they are covering/reporting.


SUGGESTIONS/PROPOSED SOLUTIONS

Recommendations/Solutions

Provide better and clear information on FLEGT / VPA to the media (use clear and consistent terminology and terms)

Proactively provide information and requests for information from both sides (press, experts, authorities , organizations and civil society organizations)

Improve in-depth, reporting and coverage on FELGT issues to straighten understanding among related stakeholders and the diversity of coverage. Not only focusing on reporting news (interview experts in-depth about the topic – e.g, timber legality definition - LD, timber legality assurance system - TLAS... )

Coordinated press and stakeholders; especially government agencies and civil society organizations

Journalists actively explore FLEGT related topics to cover as it is relevant for 8 topics that they are in charged (environment issues, labour and employment, using legal wood, sustainable development,…)

In addition, these issues should be appeared/covered in newspapers with large readerships (For example, VnExpress, Dantri, Youths…)
