• The legal jargon is difficult to understand.
• What are the ‘hot’ topics? • Who is involved in policy making? • How can I make my voice heard? • Can I parGcipate from home/my
office?
• How can we involve ciGzens? • How can we help them understand
policy making? • But they show liUle interest… • What do the people want/need?

Immigra4on Policy
“MigraGon is a hot topic and a top priority on the poliGcal agendas of the EU Member States. It is growing in scope and complexity and is having a serious impact – posiGvely and negaGvely – on the European Union and its Member States.” European Ins4tute of Public Administra4on, 2009, Maastricht.
Topic became hotly contested

At 2009 Euro ElecGons over
30% of Europeans rated immigraGon as a

ImmigraGon is a daily challenge

PbP and immigrants’ inclusion
How can the project s4mulate beYer immigrants’ inclusion? -‐ PbP is both an e-‐parGcipaGon project and a project about immigraGon policy and immigrants’ inclusion
The PbP plaSorm will give immigrants: -‐ easy-‐to-‐use knowledge about immigraGon policies at the EU level and at the level of their host countries -‐ informaGon on policy posiGons of relevant stakeholders, such as poliGcal parGes, NGOs, trade unions, employers’ organizaGons, etc. -‐ informaGon on the views of other ciGzens -‐ the possibility to debate and interact with other immigrants/ciGzens -‐ informaGon on what is being done at their local level -‐ feedback from naGonal and EU stakeholders

Immigrants’ Integra4on Policies
Rinus Penninx (2003) -‐ Immigrants’ integraGon is the process by which immigrants become accepted, both as individuals and as groups -‐ The interacGon between immigrants and the receiving society determines the ulGmate outcome of the integraGon process -‐ Some key elements that appear in successful integraGon policies are those that:
-‐ offer a vision for both immigrants and receiving socieGes -‐ coordinate with immigraGon policies -‐ promote integraGon policies that acknowledge diversity -‐ provide for naGonal realiGes -‐ understand the importance of urban areas -‐ recognize the local context -‐ involve non-‐governmental organizaGons

Conclusion
• “Puzzled by Policy” can contribute to beUer immigrants’ integraGon policies, by offering relevant knowledge to immigrants, ciGzens and policy-‐makers and by providing a “meeGng point” where they can compare and discuss their posiGons
• However, there are potenGal risks that are being taken into account in order to minimize/miGgate their occurrence, such as difficulGes in using the plamorm for certain end-‐users, lack of interest of general public in the PbP plamorm and lack of interest of decision makers in the plamorm and in the feedback collected
