What is a Quantity Surveyor ? A quantity surveyor (QS) is a professional working within the construction industry concerned with construction costs and contracts. They are the ECONOMIST in the construction indus-try. As a quantity surveyor are responsible for the cost of any building project from initial esti-mates, right through to the final acquisition of materials. Surveying jobs and their associated roles are varied but focused on providing clients value for money while ad-hering to the strict regulations which govern every aspect of the construction industry.
The day to day responsibilities of include roles inside the office,
on the construction site or in meetings with clients and other
project personnel.

of the Month of the Month of the Month of the Month Sr Bernard Lo is the Director of his company, Pe-
runding KK Bina Sdn. Bhd and is
a Registered Quantity Surveyor with the Board of Quantity
Surveyors Malaysia as well as a Full Corporate Member of The Institution of Surveyors Malaysia.
He graduated from Robert Gordon Institute of Technology Aberdeen, U.K and during that
time as a student he worked as a trainee Quantity Surveyor at a company called GD Walfords (CQS)
Partners in London. After graduating in the year 1990, Sr Bernard Lo worked in one of the largest
construction cost consultancy practice in Malaysia which was Juru Ukur Bahan Malaysia as a Project
Executive/Quantity Surveyor from the year 1990 till 1994. He then worked as a Senior Quantity Sur-
veyor in PQS Setia Konsult until Dec 2005 and in the following year his partner and he made their
company Perunding KK Bina Sdn. Bhd.
Sr Bernard Lo has experience in the Property Development and Construction Industry for
over 25 years until to date. His responsibilities as a Director Quantity Surveyor in his company is to
directly involve and personally attend to government and private projects undertaken by the Firm
from Inception to Finalisation of Project Account.

2) In this construction, the value of work to be execut-ed including materials and goods is within RM1000.
3) Perunding KK Bina SDN. BHD. will get the Letter of Acceptance from his client if he is successful to get ap-proved.
Besides big projects, Perunding KK Bina SDN. BHD. also works on small projects for other companies and LEM-BAGA PERTUBUHAN PELADANG SABAH is one of them. PERTUB-UHAN PELADANG KAWASAN (PPK) NABAWAN is actually one of the farmers’ organization in Malaysia. The current project which taken by Perunding KK Bina SDN. BHD. is located in Kota Kinabalu, Sabah.
SMALL PROJECT

4. Survey the site to make sure the boundary and working area

6. Act as go between contractor and government
7. Receive approval, which is Letter of Award (LOA)
8. Prepare contract document with everything inside pre-
construction (specification, condition of contract, performance
bond, insurance, term of payment)
9. Signing of client and contractor

BEFORE CONSTRUCTION
1. When changes occur, time and cost may be affected.
QS will submit a variation order (VO) to claim the
cost and notice to claim extension of time.
2. Manage relation and project between contractor and
government
3. Be professional especially in payment
4. Visit construction site to ensure work is done accord-
ing to contract and schedule
5. Make recommendation of payment with professional
chop of QS and other professional consultant

DURING
CONSTRUCTION
1. Preparation of Certified of Practical Completion
(CPC) by architect
2. Completion of all necessary documents
3. Preparation of final account
4. Adjust and cost according to architect’s drawings and
instruction
5. QS will issue Statement of Final Account for all the par-
ty to sign and confirm the Final Account
6. QS will submit claim to release money retention
