Background and Objectives

Background• Vision of Late Shri Shantanurao Kirloskar• Swacha Sundar Shala Scheme in Pune in 1967.

Objectives• To facilitate improvements in water, sanitation

and hygiene education and infrastructure in Pune schools, using a participatory approach

• To help evolve sustainable, appropriate operation and maintenance systems of WASH facilities in schools

Overview of PMC schools

Hand Wash Facilities

8 schools have separate hand wash facility inside the toilet 248 schools use drinking water for hand wash facility No school has soap for hand washing at toilet or at drinking water

facility

Separate toilets for boys and girls

102 schools have common toilets for all. 95 schools have toilets for boys, girls, and staff 59 schools have separate toilets for boys and girls. 3 schools do not have toilets (PMC-174 B, PMC-175 B Urdu, PMC-

126 B)

Usability Indicators

Child friendly toilet pans : 29 schools

Toilet doors (privacy)

50 % i.e. 128 schools have Damaged and require repair.

Availability of water in toilets

41 schools do not have water facility in toilet  215 schools have water facility in toilets

Water Related data

• water storage capacity = 1090100 lit i.e. average 12.85 lits /student • Water testing reports in school:183 schools have test reports. • 76 schools do not have water testing reports.

• Lack of motivation about WASH at all levels of administration

• School WASH O&M is with Ward Admin• The cleaning schedules does not match

WASH schools in May 2009• Joint meeting of K Group companies by Shri Atul

Kirloskar, endorsing importance and concern on 2July 2009

• Capacity building on running WASH clubs on 18th Sept 2009

• Networking with the Shikshan Mandal and SSA for mainstreaming (Year long)

• Collection of the Auto cad maps from Building Dept for Children’s participation on WASH facility development and improvement (Nov- Dec 09 )

• WASH School Improvement Plan formats development and submission for suggestions and comments by PMC officials

• WASH Information System developed on GIS platform including base line WASH data of PMC schools on 19th Feb 2010

Primary School, Hadapsar. Demo Toilet under construction (Feb)

• Loknete Yashwantrao Chavan School, Vini 6, Work order will be issued and second demo would start (Feb)

• School No 69 B, Vasudev Balvant Phadake Primary School is in process of getting approval as Demo School for WASH after the visit of Chairperson of Shikshan Mandal on 23rd Jan 2010 (Design under discussion)

Support needed / expectations from PMC

• Support the programme concept • Provision for training of the Jr Eng, AAOs, CRCCs and

Principals for sensitization on WAHS • A city level School WASH committee for review of

WASH in PMC schools in a participatory approach • Regular Joint meeting with Edu Officials and PMC

admin to address slow administrative response • Setting clear timelines / annual time tables for

construction, O&M related delivery of services of WASH facilities

• Fixing responsibility at Admin Ward level with reference to WASH

Suggestions for Systemic Reforms

• Creation of 4 Edu admin zones as per present 4 Administrative Zones of PCM

• Edu bits= Ward Office jurisdiction (at present there are10 Edu bits)

• Setting performance indicators for officials responsible for delivery of WASH

• PMC school security systems could be taken up under PMC main administration

• There could be ‘One location One Cleaning Person’ policy for two time cleaning in a shifts
