Introduction

Ley 14/2011 in Spain that establishes guidelines and standards to science,

technology and innovation.

Horizon 2020 (H2020) intends to promote industrial leadership in Europe and strengthen its

scientific base.

Introduction

•  The Law recommends the systemic innovation approach which, based on authors such as Lundvall, Johnson, Andersen and Dalum, and also Tidd, Bessant and Pav i t t considers knowledge as a fundamental e lement to generate innovation. In this context, knowledge and information sharing between stakeholders from the government, companies, science and service sector are very important to innovation.

•  To analyze the “Ley de la Ciencia, la Tecnologia y la Innovacion - 14/2011” based on perception (or lack thereof) of the contribution of cultural equipments to innovation and socioeconomic development in Spain.

•  The Law includes measures for transformation to five realities by the Science, Technology and Innovation System. These activities are: –  Autonomous Development; –  European Dimension’ Growth; –  Quantitative and qualitative advance in public

resources; –  The consolidation of a scientific and technique

community that is able to be professionalized, competitive and open to the world;

–  Transition to an economy based on knowledge and innovation.

Argument

The investigation processes require and create information and knowledge, elements which constitute the cultural equipment’s activities. The terms ‘archives, documentation centers libraries and museums’ appears in the Law’s text infrequently.

•  This analysis showed that Spain and EU believe the investigation is important to Science, Technology and Innovation.

•  The investigation processes and activities aim to create scientific, technology and innovation knowledge.

•  Cultural equipments works with information and knowledge. They manage and share information to create new knowledge.

•  So they are organizations that contribute to investigation’s processes and activities.

•  Furthermore, this contribution impacts on science, technology and innovation.

•  However cultural equipments don’t appear very much in the Law’s text.

•  More details of the cultural equipments actuation's possibilities, in reference of the management and sharing of the information and knowledge with a view to generate new expertises at science, technology and innovation environments, can bring more efficacy and efficiency to these institutions actuations and, consequently, to i t s c o n t r i b u t i o n f o r a c t i v i t i e s a n d Investigation processes.
