Executive summery

The project, “To study; Function, Effectiveness, and the expectation of the BHAGIDARI centers”,

was developed with the Centre for Agricultural and Rural Development (CARD), the Non Government

Organization. Commencement of study has done in the two district of Uttar Pradesh i.e. Aligarh and Agra.

For that 5 centers were selected on the basis of judgment and 10 farmers at each center randomly in both the

district separately. The aim of the project was to investigate services and products which are being

provisioned by centers and to evaluate effectiveness and further expectation.

The first task in the analysis was to obtain the service and product being rendered (Crop protection,

irrigation, sowing and harvesting methods, information delivery on govt. schemes and market relationship

and products like pesticides weedy sides, tonics, agriculture implements etc). Secondly post service and

product evaluation i.e. effectiveness of the product and service through better functioning and feedback

system followed by figure out problems being faced by center in operation. Next step was to procure the

expectation of the centers to the CARD as well as farmers to the centers. Finally the crops which farmers

have been cultivating in the region and the government schemes for agriculture extension, problem being

faced in accessing those had studied.

Relatively good services being provided by the centers for which they sell product, but lacking in the

irrigation methods, information convey on government and market. 20% center makes provision of the govt.

schemes and 30% provide other services too. All the centers are selling the products for crop protection, and

seeds. Only 30% centers fall in selling of fertilizers, compost and 10% fall in selling of irrigation

implements.

All the centers are good enough in taking feedback from the farmers through field visit, record

keeping and solving their queries, it is also found that if they fail in providing service to the farmers they

don’t even ignore it and contact to the field officers, ADO, AD, and agriculture scientist on behalf of the

farmers. And it is because of their business otherwise it could result in fall in sale.

At the threshold of awareness all the centers are lacking in organizing farmers work shop, capacity

building, training and development Agriculture fair and many other program. Which could be done for the

development of farmer and attract them toward new way of agriculture farming. It is also a outcome that all

the centers heads are engaged in agriculture farming.

Centers generally facing problem of finance to operate and enlarge effectively at large. There are

some sort of problems associated which affects the effectiveness, function in one or other way i.e. they not

getting loan (faced most), Storage they need space to store the fertilizers and agriculture implements (God

own), Affiliation to government for various activity, Govt. subsidy affects their business, the problem

associate with credit sale is that risk of return and time of return, Product availability, better seed quality,

Contact to companies, and Seasonal work are always been major problems. This periphery extends to the

collaboration and affiliation of centers is not significant. In this name they are too good in relation with only

with companies from they buy product.

Predominantly farmers are facing a lot of problem which result in lower productivity and

economically low income at centers point of view. Failure of information system and government

distribution system with respect Subsidy schemes, facilitating the financial support, crop loan, product

availability on time, including lack of soil testing facility and many more. This entire problem could be

sorted out at centers point of view if the work assignment is handed over to the responsible people,

establishing the soil testing labs, proper regulation and distribution of govt. schemes, quality seed and new

technological intervention.

The phenomenal truth came out in study is centers are not getting any assistance from the CARD, but

quite positively they expect that CARD must play role as mediator between govt. and center and make

available the desired ACABC loan for their business expansion. Expecting that farmers meeting and

awareness program must be organizes at regular basis. Farmers should be taken out for visit for new

innovation and methods of farming. They also expect farmers training and developmental program and

emphasizes on establishment of call center for Bhagidari center for various intervention and assistance.

The major economic activity being carried out by the farmers is agriculture farming a much small

portion is engaged in other activity like business, daily wage working, and other activity which is quite

dissatisfactory. Literacy level of the farmers is impressive 96% of the farmers are literate.

Major crops are being cultivating in Agra and Aligarh is paddy, potato, wheat, pearl millet and

sorghum including other crops like vegetables, Chakri, chilli, Kapas etc. The higest productivity measure

fall in high and medium scale, but few respondents fall in to lower productivity measure scale and that is

because some sort of problem associated with them.

Above 85% farmers are trying to access the government schemes, 58% in KCC and 77% in

subsidized schemes are facing problem not access for various reason like not being prepare of papers, don’t

have proper information, fraud, and black selling, corruption in distribution etc and expect to the center in

order to address those problem and facilitate fertilizer, quality seeds, government schemes, irrigation

systems and others implements too. Farmers also reveal that they know better farming techniques than to the

center heads.

Total number of respondent employ surface irrigation system, both of the districts have enough water

for irrigation except the region of fatehpur sikari of Agra. Farmers are lacing new methods of irrigation,

harvesting.

All most all the farmers need vocational, computer and other training for their development and

economic assistance. 90% of the farmers are not using govt. call center remaining tried but did not get

satisfactory answer and got engaged, but their urge if CARD establish call center they would enjoy its

services at large.

The outspoken outcomes and despite of all the strength, positive aspect of the centers as well as

farmers the study demand that more input is needed to figure out the deep insights of the problem and

forehead to rectify and bring out the best ever. The study also hold the scope in the realm of agriculture

farming as well the rural development because the things are interrelated if you develop one aspect of the

rural another accompanies it , finally outcomes are preeminent.

Introduction

a. About CARD

CARD was established and registered in the year 2000 under the Societies Registration Act 1860, Centre for

Agriculture and Rural Development is a premier Non Government Organization, accredited with ISO 9001:

2008 is playing a vibrant role in the national efforts of developing India through agriculture led

transformation. CARD is committed to reaching all parts of the rural society especially farming community

and participates actively towards improving the quality of life of rural masses by addressing technical,

economical policy issues related to the development of agriculture and rural society.

CARD is engaged in a variety of activities in agriculture, horticulture and rural development with an all

India presence. CARD envisages developing agriculture and rural sector through project based activities. It

focuses on information dissemination, training, capacity building and technology exposure by organizing

business seminars, technical conferences, and farmer’s workshops, agro trade fairs, conducting surveys &

studies and adopting villages for their sustainable development. CARD monitors trends in agriculture and

agribusinesses and advises Central and State Governments, NGOs and various bodies on appropriate

policies and actions for the development of agriculture and rural economy. Its various bodies are engaged in

a host of developmental activities for the benefit of rural society.

CARD has strong links with the farming, business communities as well as policy makers built up through

many years of consistent effort to voice agriculture issues and facilitating partnership between Government

and the industry by initiating public private partnership in agriculture. The pioneering roles played by

CARD in popularizing the concept of PPP, Government initiative on mass media support to agriculture,

lowering of interest rates by organizing Parliamentarians conferences and working towards greater

investments in agriculture sector, There has also been a long association of CARD with farmers throughout

the country and with agencies and organizations involved with rural development. CARD has organized

hundreds of rural expos, farmers’ seminars and workshops and participated in field projects.

Through a series of activities to empower farmers on latest technology, quality products and services by

organizing several capacity building sessions, workshops, rural exhibitions and interaction program. CARD

has impacted over three laces framers by a series of successfully carried out awareness campaigns at District

and block levels. Till now CARD has covered 74 districts in various states like U.P., M.P., H.P, Haryana,

Punjab, Maharashtra Andhra Pradesh and North east region.

CARD team is comprised of highly qualified and experienced persons from agriculture, horticulture,

development sector, media and marketing, who have strong background in planning, designing and

implementation of development initiatives.

and participate actively in addressing information, technology, policy, resource and environment related

issues for sustainable development of agriculture and towards improving the quality of life of rural India.

Mission

To act as a link and facilitator towards the national efforts of improving the quality of life of rural India by

creating awareness, training & skills development and mobilizing the farmers and participating with them in

implementation of developmental activities.

Objective

To create pro-technology environment in agriculture by conducting surveys and studies on the

important issues and spreading awareness among stake holders in rural and agriculture sector.

To develop information bank on agriculture and rural subjects and provide information access to

people connected with agriculture, agribusiness and rural sectors.

To conduct studies and organize expert discussions, seminars and conferences on important

agricultural issues and network with various institutions and agro industry to facilitate trade and

agribusiness growth.

To mobilize, organize and work with the farmers on developmental projects to help them improve

productivity and quality, cost reduction, crop diversification, skills development and taking up small

rural enterprises.

To establish Farmers Information Centers at district levels, which would provide information on

agriculture, value addition, rural enterprises etc. and would provide training & skills development to

help improve the income of farmers and rural youths.

Under its ambitious, Uttar Pradesh Agriculture Development Project, CARD has established more than 130

Bhagidari Agribusiness Centers in Uttar Pradesh in various districts of Uttar Pradesh at Block level.

These Centers are providing quality Agri-inputs and agronomic advisory services to farmers, organizing

farmer’s workshops, and execution of various Governmental schemes.

Centre for Agriculture and Rural Development is the only NGO in India, which has the network of more

than 130 Bhagidari Agribusiness Centers in UP, which is a unique model of Agri-entrepreneurship.

To act as a bridge among institutions, industries & grass roots through developing a network of Block level

self sustaining Bhagidari Agribusiness Centers in Uttar Pradesh.

To function as a state level agency for execution of various agri and rural development program.

ii. Project Division

Given the daunting challenge of feeding over one billion population and to give agriculture the

desired boost, Government of India came up with large scale projects such as Rashtriya Krishi Vikas

Yojana, National Food Security Mission, National Horticulture Mission and Ushering Green

Revolution in Eastern Region to name a few. With the funds being made available for development

of agriculture, the issue remains of effective execution, as organizations in the State Government are

short of manpower to alone handle large scale intervention projects. It therefore underlines the need

for undertaking large projects under the above schemes.

Centre for Agriculture and Rural Development, which is a large national non Governmental

organization in agriculture and rural development and whose Management Board is headed by Dr.

MS Swaminathan, has come forward to propose major interventions in agriculture sector in different

States under various Central and State schemes in collaboration with public research and

development institutions, wherein the front role being played by public institution, to execute

development projects to ensure that accelerated pace of growth in agriculture.

iii. Exposure Division

Government of India initiated the extension reforms programs in agriculture a long time ago. But it

was only schemes like ATMA, NHM and HTM that really proved to be a watershed in the Agri

Extension program. These schemes were mainly based on the concept of "Seeing is believing". The

farmers, through the medium of Demos, Melas, Training and Tours, are acquainted with the

agricultural techniques practiced elsewhere and based on the results they get motivated to replicate

the same in their farms. So far, the Technology Exposure Tours have been found to be the best

source of informal learning for the farmers. So, these schemes have helped farmers not only raising

the farm productivity- both quantitatively and qualitatively, but also have become the prime reason

in improving economic conditions of farmers with added advantage of capacity building.

Centre for Agriculture and Rural Development, a National level non-profit organization is on the

forefront of addressing the multitude of issues concerning agriculture, environment and society at

large. The organization, among many other endeavors concerning farmers, also focuses on

organizing and mobilizing communities to local as well as external resources for social, educational,

environmental, technological and developmental interventions. CARD also undertakes training,

capacity building and exposure visits by organizing business and technical seminars, workshops,

technology tours and agro fairs to different parts of the country.

CARD is the only national level organization, conducting farmers’ technology tours on behalf of

various State Governments and District Authorities. CARD has successfully executed a large number

of farmers’ exposure visits cum training programs for a number of states and agencies. CARD has

developed over 45 tour modules and 12 training programs, suiting the needs of farmers belonging to

different agro-climatic conditions, cropping husbandry and situations for improved cropping

practices, modern technology etc. CARD has already identified Institutes of excellence, model farms

and progressive/ innovative farmers for the tours, for instance Gujarat tour for cotton crop,

Maharashtra tour for Horticulture and Rice tour to PAU Punjab and so on.

Objectives

Rural development, the center of the India’s power which has to be new millennium in terms

of technology, rural economy, infrastructure, education, health and particularly in Agriculture development.

Agriculture extension is the core of the rural development, as it is a realm.

Center for agriculture and rural development are continuously making effort to build the track for

new millennium through various intervention programs with facilitation of new agri-inputs. And this

intervention is being carried out by the establishment of the BHAGIDARI centers. Which should be given

special attention? In order to retain the effectiveness and add more input and employ the better output, the

commencement of study had carried out with following objectives

1. To study the function of the Bhagidari center.

2. To ensure the effectiveness of product and services which has been providing by the centers?

3. To find out the expectation of the farmers to the Bhagidari centers.

4. To find out the expectation of the center to the CARD.

5. To determine problem being faced by the farmers in accessing the government Schemes.

Research Methodology

The commencement of the study was done from the May, 10, 2013 to June, 27, 2013 and the area of

the study was Agra and Aligarh, districts of the Uttar Pradesh, India.

Research problem: CARD is a premier Non Governmental Organization, which is playing a vibrant

role for the development of agriculture sector in India. Since its inception, CARD is doing a variety of

intervention to develop rural India.

Under its ambitious, Uttar Pradesh Agriculture Development Project, CARD has established more than 130

Bhagidari Agribusiness Centers in Uttar Pradesh in various districts of Uttar Pradesh at Block level.

These Centers are providing quality Agri-inputs and agronomic advisory services to farmers, organizing

farmer’s workshops, and execution of various Governmental schemes. So far centers have been working in

order to fulfill the desired objectives. The study is all about to know the function and maintain and head

toward the effectiveness.

Sample design: A sample of 110 was drawn and interviewed, to study the function, effectiveness

and expectation of the Bhagidari center in order to evaluate their operation. Combination of the sample was

1+10 i.e. 1 center (head) and 10 farmers at each center. The study was commenced in two districts and

distribution of the sample was equal 5 center and 50 farmers in both the district.

Types of sampling: a judgmental sampling had adopted for the selection of the center, where the

selected center are considered as the representative centers.

The employment of the non probability sampling was adopted for the selection of farmers i.e.

each farmer had equal chance to be interviewed and put their aspect.

Data collection: Collection of primary data was done through field survey with the help of

questionnaire and scheduling method. And secondary data were taken from the CARD office and the net

sources for that few websites like CARD, official website of the agriculture department govt. of India and

state govt. of Uttar Pradesh accessed.

Data analysis: The study is an example of the Quantitative and qualitative type of research. All the

data were entered in to MS Excel sheets separately for center heads and farmers, cross checked, analyzed

and then transferred in to the MS word.

Employment of tools: Calculation and graphical presentation part is done through the statistical

tools.

The above graph represents 60% of the centers are established in past two years, and 20%

centers have been operating for 3-4 years and have good experience as compared to the recent

established, And remaining 20% centers have 5-6 years of history.

The consolidated graph and concern table represent the number of service provider, the

percentage distribution of related and the how they provide service to the farmers. 100% centers are

deal with crop protection methods; the 80% of the center are good enough in assisting

sowing/harvesting, 70% centers are successively attempt irrigation methods and 30% are providing

other services too, but 80% of the centers are lacking behind in terms of govt. schemes.

Above depicted graph 100% centers are selling seeds and pesticides both, but 70% centers

which maximum that are not able to provide the fertilizer and agriculture implements like irrigation

systems and farm machineries, also 70% failed to sell the vermin compost due to the low market

demand.

The above graph and pie chart represent reason of center heads visits to the farmer’s site

100% center head visit to the farmers place for crop assessment, treatment, and to guide to farmers,

but 80% of the centers do not supply product at their place.

in yes and no parameters which shows that 42% respondent accessed the KCC scheme and 58% didn’t

access and the reason behind no access and % distribution is given in table 2 and graph 2 which shows 48%

The table indicate that farmers says that it would be beneficiary if they setup the call center

and farmers would enjoy the information on govt. schemes, Agribusiness, breeding practice, and

agriproduct information for the given reasons central place for information access, solution for weak

crop, about pesticides, information on time, increase in productivity, Animal husbandry, seed

information, Subsidy information, Crop cycle, market information.

Findings

1. The analysis revels, 60% of the centers are at introductory phase it means they hold less experience

to deal with the farmers, companies, product sell and making provision of service, but 20% centers

holding 5-6 years of history and performing well.

2. Excellent work in crop protection methods by all the centers, majority of irrigation service providers

are in proper operations, sowing and harvesting service providers are in proper coordination

including seed treatment, methods of sowing etc. failure of the govt. system in availing the govt.

schemes especially for agriculture. Centers are possessing good market relationship by the help of

govt. buying’s, market prices, mandi information and export collection.

3. Pesticides and seeds are in high demand which is attracting all the centers in results centers are

lacking their interest in introducing fertilizers, vermin compost, irrigation system and farm

machineries.

4. Centers are in good relationship, providing assurance of good results by giving treatment and

guidance on regular basis through field visit.

5. Centers prefer to face to face interaction with farmers which is effective and indulges better

understanding between i.e. comparatively highest preferable mode of communication rather than

mobile, electronic media.

6. 60% of the centers have been able to serve only 300-800 farmers which are all new center in

operations whereas 10 have been able to serve 800-1300 farmers and 30% of the centers have been

able to serve 1800 and more, which shows the new centers are not being able to deliver the services

on a broader aspect.

7. Almost all centers make provision of product/services to 22 and more farmers/day, and during that

visit to the center 70% farmer put queries about the quality product, and seeds, crop protection

methods, and many more. And the disclosure is that during that visit all the centers take feedback

about the product which has been sold.

8. When asked, what alternative do you adopt in case you are not able to solve any problem/query, it

comes out that centers try to contact ADO, AG, DD, PPO, field officers, sales officers, and private

companies from which the products have been purchased and they get a variety of solution.

9. Apart from the farmers meeting, being organized by the companies for product promotion, not a

single center is making provision regarding product promotion, any kind of program execution,

farmers work shop, capacity building, training and development, Agriculture fair, and awareness

programs for agriculture extension and development, and whatever meeting they are organizing they

are facing financial and farmers gathering.

10. The study disclose that all center heads are engaged in agriculture farming because of they own

farming land, and 30 also operate other business too holding reason of low return by the center.

11. Record keeping is a common phenomenon of centers; this record is for future reference, relation,

and most important credit sale and their business development.

12. Some common problem that have been faced by the centers are: financial (not getting loan and faced

most), Shortage of space to store the fertilizers and agriculture implements (Godown), Affiliation to

government, Govt. subsidy affects their business, the problem associate with credit sale is that risk of

return and time of return, Product availability, better seed quality, Contact to companies, Seasonal

work.

13. Great effort have been made by most of the centers in providing service/product all the day, on an

average centers are open for 10-11 hours/day.

14. It comes to know that total number of the centers is associated with private companies to carry out

the business activity, and only 10% fall in relation with govt. agencies and Ngo’s and 20% with

farmers association.

15. The opinion provided by the center head toward farmers development are as following

a. Good farming techniques it includes: meetings with scientists, Farmers visit to Agriculture

R&D departments, new methods of farming etc

b. Advocacy of establishment of soil testing lab, latest technology intervention have been done

by the center in order to develop the farmers.

c. Agriculture assistance center must be established, dealing with govt. schemes and various

aspects of agriculture and allied field.

d. Private sector should give rise to subsidized product.

e. Provision of Quality seeds, fertilizer and pesticides should be made.

f. Transformation of farmers toward hybrid seeds from OPD seeds.

g. Food processing techniques, more financial support and time being information should be

delivered to farmers so that could access the various schemes.

h. Agri-inputs must be available on comparatively low rate

16. Over all operations of the center exits because of the farmers; there for they are aware of the

problems being faced by farmers, common aspect came out that are lack of financial input and it is

because predominantly agriculture farming need heavy initial finance, then moving forward quality

seeds, fertilizers are not available on time.

17. Hard irrigation water, and continues fall in water level are major problem, meanwhile soil is not

taking much water due to three time crop pattern.

18. Apart from the above two; technological assistance, irrigation facility, electricity, transportation are

not available at a satisfactory level which results in low productivity. Being information available

about crop insurance could reduce risk of farmer but it is not.

19. Certainly all problems have a solution; here are some ways to sort out farmer’s problem at center

heads aspect i.e.

a. Center must be established to demo the technological implements, information center dealing

with various aspect like Govt. schemes, and agriculture awareness, including establishment of

soil and water testing labs.

b. Farmers meetings at a regular interval could be a good way to deal with problem.

c. Fertilizer must be made available only by the government and good politics can lead to

reduce in problem and increase in agriculture inputs.

d. Agriculture fair could be a good option for creating awareness among farmers.

e. Bridge the gap between Agro corporate and farmers

20. There are issues that center can’t interfere like Quality of product, credit returns and they can’t

interfere in anything until and unless farmers will.

21. Not a single Bhagidari center is getting any assistance from the CARD.

22. The study reveals that all the centers expect assistance from CARD and demand following:

a. CARD must make effort to bank in order to sanction the loan and work as mediator of center

and government.

b. New agriculture implements and technical guidance must be provided.

c. Field visit for new technology with farmers.

d. CARD should visit to the farmers as well as center

e. Agribusiness assistance and farmers training program must be organized.

f. Developmental program for center and market information i.e. product sale, Availabity

g. They should convey about new technology, seeds and innovation.

23. All the center have strong desire of call center for Bhagidari center to ensure the effectiveness of the

Bhagidari centers and says it must be done; we would be more supportive to the farmers.

24. It is found that 96% farmers are literate and are able to deal with the technical aspect of the

agriculture farming.

25. The economic activity being carried out by all 100% respondent and their family is agriculture

farming, few of them also involved in other activity i.e. service, business, and others but holds much

lower proportion.

26. Majority of the respondent keep buffalo and cow as live stock and take milk and compost for home

use.

27. Status of access to the government shows that 42% farmers access the KCC because of that are

financial support and lower interest rate, But remaining 58% have few issues like 27% don’t know

about, 9% have no need and 22% facing problem in accessing.

28. Again Subsidized scheme products like seed, fertilizer, pesticides and other implements are being

accessed by the 23%, and remaining 77% are in proportion of 17% don’t know about, 12% no need

to access, and 48% faces problem during access.

29. The problem being faced by the farmers in accessing those schemes are a lot of Paper work, fraud

are major problem. Don’t have proper information; gram pradhan and patwari don’t deliver

information. Corruption like black selling of subsidized product, big farmers buy much product on

power of money. Apart from all these, no hearing from small farmers, agriculture land on lease,

ithout money they don’t prepare file are the obstacles not allowing farmers to access the govt.

schemes.

30. 100% centers provide services regarding the crop protection methods i.e. what product available to

control weed, pest, and crop disease, 80% assist in sowing and harvesting methods, 45% deal

irrigation methods, 27% respondent says that center also provide service regarding the market

condition and information, 88% farmers told that center also help in other ways i.e. new seeds,

pesticide, and only 8% respondent told that center give information about the government schemes.

31. The status of the product which has been sold by the center is that 100% respondent buy seeds and

pesticides from the center, only 12% farmers reveal that center sell the vermin compost, compost, no

center keep irrigation system for sale, 15% respondents says that they provide fertilizers, and only

14% told that they also provide farm machineries.

32. Expectation of the farmers to the center are valid and that are:

need multiple training programs; 34% respondent need training for compost production, 24% need

computer training and 42% needs training in other fields too.

34. Out of the total sample size of farmers 92% respondent don’t access the KISAN CALL CENTER,

and remaining 8% tried to access but found no solution.

information on govt. schemes, Agribusiness, breeding practice, and agriproduct information for the

given reasons central place for information access, solution for weak crop, about pesticides,

information, Crop cycle, market information.

Conclusion

Predominantly agriculture farming is the center of the rural economy and its developmental model,

certainly it should not restrict to the traditional methods of farming. As the majority of the population reside

in villages so called rural. It can’t be refused and regarded the economic activity being carried out by rural is

agriculture farming at large. Everyone has to regard that agriculture farming and allied fields need extension

and reify as a realm. Traditional farming would no more be able to serve the population of India and its rural

itself. Productivity must be increased to acquaintance for self reliance, and could be achieved through

various intervention programs i.e. new technological inputs, quality seeds, fertilizers, control over weed and

crop disease, and making farmers more aware, active, advance and more powerful.

Center for Agriculture and Rural Development is rendering various agri-inputs through Bhagidari

centers by various intervention program with Central and as well as state government. This Bhagidari

centers are making provision of various agri-inputs, execution of govt. schemes, organizing farmers work

shop. In order to make and ensure the effectiveness of Bhagidari center commencement of the study has

done and entitled as “To study; function, effectiveness and expectation of the Bhagidari center”. The

whole idea deals with functioning, services and product which have been made available for farmers. The

commencement of study is for outlast and render service to the farmers and for theire economic

development.

Centers are good enough in providing services related to the product they sell, they feedback the

farmers to ensure the product and service quality. Only the region they failed is delivery of information

related govt. schemes, facilitating fertilizer and other agriculture implements etc. they also lacking in various

developmental program organizations for farmers, and also facing problem of finance for expansion of the

business and more important in operating the current operations.

Farmers are also facing problem of awareness and lack sources of information, quality seeds and

pesticides, fertilizers and most important finance and crop insurance. All these weaken them to take further

action to address the socio economic and agriculture productivity.

All the problems of the farmers as well as centers must be stressed and corrective action should taken

as early as possible, and anticipation of a healthy, economic strong, self reliable, self governed, and strong

rural community has to be assumed.

The whole study deals with various strength and weakness of the system, center, and farmers as well

there some opportunity and threats exits, yet defiantly it not ends here it needs to rectify whatever weakness

we found in totality and give strength to the positive aspect. With the scope of the development here is to

identify in-depth reason of failure of system and redefine the operation through various research studies.

Recommendation/suggestion

A series of strategic recommendation is presented for consideration of CARD in its effort to assist

the Bhagidari centers and farmers to improve agriculture farming practice. The strategic recommendation is

presented within four major domain of intervention. Those are as following:

Agriculture farming practices

Elimination of hurdles of centers as well as farmers

Making easy provision of govt. grants and various schemes

Developmental intervention of the farmers

It is suggested that implementation of most of the recommendations should involve as much as the

farmers community, centers and the agriculture and allied field institutions. It is stressed that the CARD will

have to continually initiate, facilitate, and guide the overall process of implementing, monitoring and

evaluating these recommendations.

Agriculture farming practice

o Institutional intervention is required to increase the technological assistance in

agriculture farming, it would result less hard work, time saving of farmers and

increase in productivity.

o The technological input could be made available on the basis of rent to the farmers,

because of the finance problem to most of the farming family.

o Transformation of farmers toward a variety of crop cultivation rather than traditional

and limited variety of crop. It would result in change in crop pattern, family of the

crop, fertility of the soil and increase in productivity.

o CARD must envisage the surface irrigation method and transform farmers to the new

methods of irrigation.

o Farmers which have been passing by low productivity should be studied and potential

reason of low productivity figured out and solution must be provided by CARD.

Elimination of hurdles of centers as well as farmers

o Problem must be addressed in order to make more people to access govt. schemes,

subsidy, and more active, more powerful and build faith in those arrangements which

have been made for agriculture extension.

o Continues effort should be made through the research and the root of the problem

should addressed, during the study it came to know that most of the problem could be

solved within existing resources only the thing associated with is that lack of

initiative.

o CARD should take little quick action to make people active, aware and observant in

solving problem.

o One way of addressing those problems is make people legally dominant through

knowing their rights and it could be done through various awareness programs.

Making easy provision of govt. grants and various schemes

o A lot of paper work is being done during the allotment/provision of the govt. schemes

and facilitating them, CARD could approach to the government otherwise on the

behalf of the government make it easier.

o Quick action must be taken in providing the expected agriculture inputs, because the

agriculture farming depends on the geographical and natural conditions schemes and

other provisions are worthless until and unless available on time. CARD is the

organization which can work as monitoring body and convey the information to the

farmers.

Developmental intervention of the farmers

o CARD and various institutions should come jointly to work for farmers development;

and this development must not restrict to development of agriculture farming, it will

have to add various aspect i.e. Financial education, infrastructure, eliminatory

education, health and sanitation, women empowerment etc. in totality it would affect

the agriculture farming practices.

o Farmers work shop, visiting programs, seminars, training and development would

enable them to groom more rapidly, some sort of program should be arranged at a

regular basis so number of farmers could enjoy and prepare their mind set for

development.

Recommendation, suggestion and correction is a continuous process which come across the work

and its betterment only the concern is that start with great zeal, effort, and keep them continue till

achievement. I would like to suggest CARD and the other institution as well which has been making

effort to come all this true continuously.
