European Transport Policy
• The overall objective of European transport policy is to establish a balance between - on the one hand, economic development, - and on the other hand, requirements for quality and safety of society, in order to develop a sustainable modern transport system.
• The challenge for urban transport systems will be to cover the demand for accessibility of the population (including people with reduced mobility) and goods, while minimizing environmental impact and protecting quality of life.
• Environmental issues have spurred the transition to more efficient technology, including cleaner cars/fuels and non-technical measures to reduce emissions.

Romanian Transport Status
Romania is crossed by three pan-European transport corridors: Corridor IV: Berlin-Nuremberg-Prague-Budapest-Bucharest-Constanta-Istanbul-
Thessaloniki Corridor IX: Helsinki-St. Petersburg-Pskov-Moscow-Kiev-Chisinau-Bucharest-
Liubashevska-Dimitrovgrad-Alexandroupolis;
Corridor VII: Danube, including the link on the Danube-Black Sea. Corridors IV and IX are multimodal: Road Rail River and Sea.

Ploiesti Transport Status
Current status• In the context of sustainable development, Ploiesti is facing a huge challenge: to reconcile economic development and accessibility of cities, while improving the quality of life and environmental protection;
• Economic development has led to traffic congestion in Ploiesti due to the fact that street network is sized to the needs of the '70s;
• Ploiesti’s public transport system consists of an extensive network of buses, trolleybuses and trams.

Solutions:• Rethinking urban mobility by: - optimizing the use of all the various modes of transport, and - establishing a "co-modality" between different modes of transportation (bus, trolley,
tram, train) and different individual transport (car, bicycle, motorcycle, walk );• Systematization and better traffic flow solutions: - opportunities to supplement the parking and stopping of vehicles in congested areas - rehabilitation programs and road infrastructure modernization - modernization and clean transport programs

SWOT Analysis
Opportunities:• Providing a new tram line link between West Railway Station and South Railway Station; this would link the 101 and 102 services and would fill in a gap• Improving priority for public transport at specified congested junctions• Upgrading waiting shelters and extending the use of Real Time Information
Threats:• Significant congestion problems have led to a proposal to close a section of
the Tramline 101 (between the Commercial Bank and Anton Square)

CIVITAS SUCCESS (Smaller Urban Communities in Civitas for Environmentally Sustainable Solutions)
• A partnership between La Rochelle, Preston and Ploiesti as a response to CIVITAS II innitiative
• The general objectives of SUCCESS were to: Demonstrate that alternative fuels can be an efficient choice for urban transport matters; Demonstrate that, with a package of mobility and traffic management
measures, significant results can be provided regarding sustainable transport and energy policy;
Support related research and assessment activities including new, all-inclusive training initiatives and communication initiatives to disseminate the results and encourage transferability in the concerned areas.

CIVITAS SUCCESS in Ploiesti
Actions:• the conversion of buses to LPG • the monitoring of the bus fleet through GPS and the real-time information for public transport users• the improvement of bus shelters• the implementation of cycle lanes, and • the setting-up of a central Clear Zone.

SPICYCLES (Sustainable Planning & Innovation for Bicycles) • The project SPICYCLES aimed to promote cycling policies in 6 European
cities.• In this frame, the project aimed to produce positive impacts on the references
cities in terms of: - environmental performance by reducing emissions; - increased road safety and improved traffic management; - support to equity and accessibility; - benefits for health and the overall quality of life.• In Ploiesti, the actions included implementation of communication and awareness raising campaigns and special actions to build local partnerships.

1. Increased mobility through the rehabilitation of public transport tram route 102, with works covering running path, tram stops adapted for people with disabilities, rolling stock, signaling and automation features

intersections, loops back - Increased quality of life for people through - access to a modern and
efficient public transport (silent - no noise and vibration) - Upgrated clean public transport
