Environmental Hazards to Health a Major Concern( Courtesy-PIB)
On the occasion of World Environment Day, Union Health and Family Welfare Minister, Dr Harsh
Vardhan, has announced his resolve for greening the health care and to converting All India Institute of
Medical Sciences (AIIMS), New Delhi into a green hospital.
With environmental degradation and environmental risks emerging as the single biggest source of diseases
from ordinary water borne diseases to cancers the Health Minister has announced plans for setting up a
network of capacity building institutions all over India modelled on the line of All India Institute of Hygiene
and Public Health, Kolkata, and the Centre for Occupational and Environmental Health in Delhis Maulana
Azad Medical College.
Dr Harsh Vardhan expressed concern at the insufficient data available with health authorities in India on the
adverse health outcomes and disease burden attributable to various environmental hazards. There is scant
information available on the adverse impact on health caused by ecological and environmental deprivation at
local, regional and national scale, he stated. The movement of masses and a sizable population of migrantlabourers make this mission difficult without inter-sectoral and inter-state coordination.
For this purpose the Health Minister announced that a Management Information System using IT tools
would be developed for the benefit of central and state health departments. The Minister said, The United
Nations, WHO and all international institutions have warned of the dangerous link between deteriorating
environment and disease outcomes.
Green AIIMSa statement of intent
Addressing a distinguished gathering at Vigyan Bhavan, Dr Harsh Vardhan said that his plan to green
AIIMS is based on the governments determination to showcase its determination to fight climate change. For this to happen the countrys premier medical facility should move away from using conventional energy
that is responsible for polluting environment and adding green house gases, Dr Harsh Vardhan said.
Healthcare institutions should strive to reduce their energy consumption and maximise use of solar energy
and other similar sources, he said.
Dr Harsh Vardhan stated that the new-look AIIMS will have water conservation and waste water recycling
systems in place. There must be regular energy audits and a phased renewal plan must be developed with a
view to making the buildings on the complex more energy efficient, he said. Its entire waste generation
including medical waste generation must be brought down by an approach of reduce, reuse and recycling of
waste. A scavenging system to deal with nitrous oxide and other waste anaesthetic gases is also the need of
the hour, he added.
The health Minister further added that it is not uncommon to see many buildings being singled out and
awarded for their efforts for energy conservation but the hospitals are never seen in the list. Why should not
hospitals try to get such awards sending out positive signals and becoming the brand ambassadors for
environmental protection and preservation adding to the improved health of community.

The unattractive facade of government hospitals should become a thing of past. We do not have to be
ostentatious to do that. . Beginning with AIIMS-New Delhi, I want all public hospitals to resonate with
inclusivity and enlightenment.
Public Health Institutions
The Health Minister further said that the health infrastructure of India is inadequate to fight the impact of
environmental degradation and consequent adverse health outcomes. The government has therefore decided
to focus on expanding the human resource base.
The pyramidal structure of the public health system of the country will soon be equipped with capacities to
combat diseases caused by environmental risks and a preventive attitude would be encouraged, Dr Harsh
Vardhan said.
Addressing a distinguished audience at Vigyan Bhavan today attended by senior health professionals, health
secretaries, DGHS, representatives from WHO, United Nations, UNICEF and other UN organisations, the
Minister said the government was considering a slew of measures including setting up of institutes forcapacity building of health professionals in environmental health, public health, environmental sanitation
and sanitation engineering.
Highlighting the contribution of the All India Institute of Hygiene and Public Health, which was set up in
1932 in Kolkata with funding from the Rockefeller Foundation of the United States, Dr Harsh Vardhan said
the country needs many such bodies but must add to their agenda and programme the activities to address
environmental health concerns. He said that he has already firmed up plans to set up public health institutes
in the six new AIIMS which are in different stages of completion. Harvard School of Public Health is
already collaborating with two AIIMS- at Jodhpur and Raipur for public health activity.
Information is power
The Minister commented that the Health Ministry and its satellites in the states need an institution like the
Indian Agricultural Statistics Research Institute. So for the short term he has decided to commission a
Management Information System (MIS) using Information Technology tools which would, at the click of a
mouse, make available a host of valuable data gleaned from computers at every tier of the health
infrastructure.
My ideal is to create an aggressive data collection system and research organization for the health sector
which would preferably be autonomous. I will take up this matter with the Prime Minister soon and involve
the state governments in the endeavour, Dr Harsh Vardhan added.
Dr Harsh Vardhan also announced a sanitation drive for a week in the government hospitals run by the
Central Government in the Capital and declared that he shall soon visit these hospitals to monitor the
sanitation drive.

Demise of Union Minister Gopinath Munde
President Pranab Mukherjee has condoled the untimely demise of Union Minister Gopinath Mundeand said the country has lost a veteran leader who always worked for the common man.
Prime Minister Narendra Modi said he was extremely saddened by the demise of his friend and
cabinet colleague Gopinath Munde, whom he hailed as a true mass leader.
The party and government, he said, stands by the bereaved family members of the 64-year-old
leader.
The President, expressing his shock, grief and sorrow over the death of Munde, said that his passing
away is a huge loss for the people of Maharashtra and India.

Road safety in India
Every four minutes a life is lost in a road accident in India with 1,40,000 deaths recorded in 2012
alone. In the past decade, over a million people have lost their lives in road accidents in the country
and over 5 million have been left seriously injured or permanently disabled.
According to Save LIFE Foundation, an advocacy group which aims to reduce the high number of
road accident deaths in India through rapid emergency care for injured victims, road safety has been
a victim of Indias policy paralysis since 2001.
The World Health Organization 2013 Global Status Report on Road Safety indicates that worldwide
the total number of road traffic deaths remain unacceptably high at 1.24 million per year.
Only 28 countries, covering 7 per cent of the worlds population, have comprehensive road safety
laws on five key risk factors: drinking and driving, speeding, and failing to use motorcycle helmets,
seat-belts, and child restraints.
For India, the report notes the rising fatalities in road accidents rising from 8 deaths per lakh of
population to nearly 12 in 2010. Sixteen per cent of all such deaths occur in four wheeled cars and 32
per cent in two or three wheelers.

Kumar.
71-year-old Mahajan, the longest-serving woman MP, was elected after a motion moved by Prime
Minister Narendra Modi and seconded by BJP veteran L K Advani was adopted by voice vote called
by Protem Speaker Kamal Nath.
13 similar motions proposed and seconded by several parties in the ruling NDA as also in the
opposition supporting Mahajan were also approved by the House.
An active parliamentarian, she has not only headed important committees, but has also been a keen
debater and avid questioner inside the House, often seen putting ministers on the mat with her calm
but firm interventions.

The mild-mannered Mahajan has over the years emerged as a force to reckon with in Indore where
she never lost since she first became an MP in 1989 and a generation of opposition leaders have been
waiting to trounce her.
She, however, had lost the Indore Assembly election thrice before becoming an MP.
Ms. Mahajan won her Lok Sabha seat for the eighth consecutive time in this election by an
impressive margin of 4.67 lakh votes.
Within the BJP, Ms. Mahajan has grown from being President of the BJP Mahila Morcha in Madhya
Pradesh in 1990 to being the national general secretary in 1998.
LoP in Rajya Sabha
Ghulam Nabi Azad is set to become Leader of the Opposition in Rajya Sabha after his appointment
as leader of Congress in the Upper House.
Anand Sharma was made deputy leader of the party.
Since Congress has the requisite number to claim the post of Leader of the Opposition in the Upper
House, Mr. Azad would be the natural choice.

A new U.S.-Russia proxy war With Russia and the United States as far apart as ever on ways of resolving the crisis in Ukraines
southeast, its outcome may well be decided on the battlefield.
Russias President Vladimir Putin has not spoken with U.S. President Barack Obama since Kiev
launched its anti-terrorist operation against anti-government protesters in Russian speaking regions
in the east six weeks ago.
While Moscow denounces the Ukrainian crackdown in the east as a punitive operation against the
civilian population, Washington maintains that Kievs authorities have every right to take steps to
maintain law and order in their own country.
The Ukrainian border guard service has reported several convoys of trucks with militants and
weapons crossing the porous border from Russia in recent weeks.
Russia has refrained from openly supporting separatists in eastern Ukraine and still hopes to
persuade Kiev to resolve the conflict by granting broad autonomy to the region.
The conflict in the east is fast morphing into civil war. This was in stark display earlier this month in
Odessa, a peaceful multiethnic Ukrainian port city on the Black Sea, where a group of
ultranationalists from western Ukraine burnt alive and clubbed to death at least 48 pro-Russian
activists.
Obamas energy policy
The path breaking clean energy policy unveiled by the Obama administration would put the US at a
disadvantage against countries like India and China, top US lawmakers and policy advocacy groups
have said.
The US Environmental Protection agency has announced to cut carbon emission from existing power
plants, which is the single largest source of carbon pollution in the US, by 30 per cent by the year
2030.
It also announced to cut by 2030 particle pollution, nitrogen oxides, and sulfur dioxide by more than
25 per cent as a co-benefit.
The White House described this as American leadership to the world.

But Republicans and many others are not willing to buy the argument, according to whom such a
policy would put the United States at an disadvantage against countries like India and China.
The United Mine Workers of America international president Cecil E Roberts alleged that the
proposed rule issued by the Environmental Protection Agency will lead to long-term and irreversible
job losses for thousands of coal miners, electrical workers, utility workers, boilermakers, railroad
workers and others without achieving any significant reduction of global greenhouse gas emissions.
Spain's abdication law
The cabinet of Spanish Prime Minister Mariano Rajoy has approved a proposal for emergency
legislation that allows King Juan Carlos to abdicate and hand over his duties to Crown Prince Felipe.
The proposal will be fasttracked by the Spanish Parliament and is expected to pass easily because
Mr. Rajoys Popular Party has the majority of seats and the leading opposition Socialist Party also
supports the legislation.
Jesus Posada, who leads the Parliaments lower house, predicted the law will take effect by June 18,
meaning Prince Felipe would be proclaimed king before lawmakers shortly after that.
Juan Carlos is widely respected for leading Spains transition from dictatorship to democracy and
staring down a 1981 coup attempt, but was hit hard by royal scandals over the last several years.
Iran oil sanctions suspended
With Iran complying with its commitment on a controversial nuclear weapons programme, US
President Barack Obama has suspended his action on Iranian oil sanctions for the next six months.
Even though there is enough oil in the international market for countries like India and China to
reduce their dependence on Iranian oil, so as to avoid US sanctions as per Congressional Act, Mr.
Obama determined that there is no need to do so for the next six months as Tehran is fully co-
operating with the US-led international community to address their concerns about its nuclear
weapons program
The International Atomic Energy Agency has verified that Iran is complying with these
commitments.
The analysis contained in the Energy Information Administrations report of April 24, indicates that
global oil consumption has exceeded production in recent months.

Egypt president sworn in
Egypts former army chief Abdel Fattah el-Sisi has been sworn in as President for a four-year term,
taking the reins of power in a nation roiled since 2011 by deadly unrest and economic woes.
Mr. el-Sisis inauguration came less than a year after the 59-year-old career infantry officer ousted
the countrys first freely elected President, Mohammed Morsy, following days of mass protests by
Egyptians demanding he step down.
8th of June was declared a national holiday and tight security was enforced by the police and military
throughout Cairo.
Outside the building, modelled to look like an ancient Egyptian temple, around a hundred el-Sisi
supporters gathered, waving Egyptian flags and posters of the countrys new President.
G-7 summit
Russian President Vladimir Putin was kept out of the summit of world leaders but dominated the
meeting as President Barack Obama and his counterparts from the G-7 group of major economies
sought the Kremlin chiefs renewed cooperation to end the Ukraine crisis.
In March, the U.S. and its most important allies retaliated for Mr. Putins military occupation and
subsequent annexation of Ukraines Crimean Peninsula by suspending Russias membership in what
had been the G-8 club of rich countries.
They also nixed Mr. Putins plan to hold the meeting in Sochi, the city Russia lavished billions on to
host the 2014 Winter Olympics.
Mr. Obama, however, has no plans to meet with Mr. Putin a clear indication the U.S. is more
reluctant than its European peers about renewing the dialogue.
The meeting was not expected to produce any major decisions. Many observers criticise the format
as being mostly a talking shop since the role of setting rules for global economic governance in the
wake of the 2008-2009 financial crisis has shifted to the wider Group of 20, which also includes
emerging economies like China, India and Brazil
New Ukraine President
Petro Poroshenko has taken the oath of office as Ukraines President, assuming leadership of a
country mired in a violent uprising and economic troubles.
