MEMORANDUM FOR THE PRESIDENT

SUBJECT: Libyan Terrorist Intr igues (U)

(S) In recent weeks, Libyan President Qadhafi has muted his attacks on

countries that oppose h~im, notably Egypt and Tunisia, but there is noindication he has withdrawnhis support from radicalmovements through-

out the world.

is ample evidence that he has provided cash, equipment and training foran increasing number of subversive and terrorist groups.

- The near success of the Libyan-backed coup attempt against Presi-

dent Numeiri of Sudan in July marked Qadhafi as a serious threat to his

- Qadhafi bel ieves his cause is just and makes no secret of his

involvement and support for a wide range of terrorist act ivi t ies. His

fore ign pol icy ref lects a xenophobic bedouin interpretat ion of Is lamand pan-Arabi sm, hatred for the former colonial powers, and imputed

Western responsibil ity for present day Arab problems. He views Zionismas the ult imate product of colonial exploitat ion and the foremost obstacle

to restorat ion of Arab uni ty .

- Qadhafi keeps his own counsel and is not easily swayed by the

o pi ni on s o f o th er s. A s a r e su l t , h i s i n v o l v em e n t wi t h t e rr o r i s t ac t i v -

i t ies proba bly wi l l con tinue . Even were Qadhafi to cease al 1 support of

.terrorism, the world community would continue to reap a bitter harvestf rom h is pas t ac t iv i t i es .
