Theory of CAG, CVC causing policy paralysis a bogey: Vinod RaiNEW DELHI, June 21:

Dismissing the hypothesis thatinvestigating and auditing agenciesare responsible for policy paralysis, former CAG Vinod Rai today saidbureaucrats can deliver given thespace and empowerment as isbeing provided by the NarendraModi Government.

Praising Modi’s administrative

skills, Rai said: “Now, story thatemerges is that here is the adminis-tration which is willing to providethat space.

“Long term economic growthwhatever, wherever it may be can-not be sustainable unless it is nur-tured through governance.”

After taking over as PrimeMinister last month, Modi assuredthe bureaucracy of protection

against malicious prosecution forbona fide decisions.

He assured secretaries to theGovernment to approach him ormail to him directly, with inputsand ideas on any issue, for decidingmatters quickly.

During Rai’s tenure,Government auditor CAG hadcome out with reports that alloca-tion of public resources, telecom

spectrum and coal blocks, by theUPA regime had caused notionallosses of lakhs of crores to theexchequer.

In a reference probably to theprevious UPA Government chargethat investigative agencies werehampering growth, Rai said at anevent here that “all the stories ofCBI, CVC or CAG etc etc causinga policy paralysis is a bogey. (PTI)
