Use of 30 TAC Chapter 115 (30 TAC §115.453 or 115.421, as applicable) compliant coatings.

Alternate controls, as specified in 30 TAC §115.454 or 115.423, may be used to meet the applicable VOC content limits.

Use of high transfer efficiency application equipment.

Airless, air assisted airless, electrostatic, high- volume low-pressure (HVLP) spray equipment or equivalent. Brushes, rollers, dipping, and flow coating.

Collecting and venting VOC and exempt solvent to an add-on control device may be required if the combined VOC and exempt solvent emissions in total are greater than 60 tpy (site-wide) from manned operations and greater than 30 tpy (sitewide) for automated painting/ surface coating operations.

Efficiency of thermal control devices is 98% or greater.

Opacity shall not exceed 5% and/or no visible emissions from each stack or vent.

Outdoor Painting/ Surface Coating

VOC, Exempt Solvent and PM

Use of 30 TAC Chapter 115 (30 TAC §115.453 or 115.421, as applicable) compliant coatings.

Use of high transfer efficiency application equipment.

Airless, air assisted airless, electrostatic, high- volume low-pressure (HVLP) spray equipment or equivalent, brushes, rollers, dipping, and flow coating.

There shall be no visible emissions crossing the property line.

None. Although no emission credit will be given, use of shrouds is highly recommended to meet state/federal PM standards and health effects review. Shroud material shade factor should be 85% or greater.

Installation of an enclosure equipped with a ventilation and particulate matter control system may be required if the operation can reasonably be conducted within a structure of 100,000 cubic feet (ft3) or less.
