Sustainable Consumption and Production
Living within planetary boundaries – we all need sustainable economies
A World at Risk
Global use of materials
will increase from 85 to 183 billion tones / year by 2050 (3* more than today)
Annual resource use per capita will grow by 70%
by 2050
The richest countries, alone, consume on average 10 times as many
materials as poorer countries(IRP)
GHG emissions by region and income groups

The opportunity for change through SCP
Business as usual: natural resources fueling economic development▪ GDP will continue to grow at an average rate of 2.2% per year to
216 trillion USD by 2060. ▪ Greenhouse gas (GHG) emissions will increase by 43%.▪ Global resource extraction will increase by 110%.
Measures to improve resource efficiency complemented by well-designed and coordinatedsustainability policies and actions (SCP)
Other targets depending on the shift to SCP
2.3 Double agricultural productivity and incomes of small-scale food producers2.4 Ensure sustainable food production systems and resilient agricultural practices
7.2 Energy efficiency7.3 Renewable energy
6.3 Water quality6.4 Water-use efficiency
4.7 education for sustainable development and sustainable lifestyles..
8.4 Global resource efficiencyfor sustained economic growth.
9.4 Upgrade infrastructure and retrofit industries
9.A Sustainable and resilient infrastructure in developing countries
11.6 Environmental impact of cities11.B Resource efficiency for disaster risk management
13.2 Integrate climate change measures into national policies, strategies and planning
14.2 Sustainably manage and protect marine and coastal ecosystems
15.1 Use of ecosystems15.3 Restoration of degraded land15.9 Ecosystems and biodiversity in planning

SCP policies and actions plans in Asia–Pacific:
10YFP & VNR reporting data
One Planet network data trends - Asia Pacific Region
So far approx. 2000 activities implemented across the global network, 19% in the Asia Pacific Region
One Planet network data trends - Asia Pacific Region
Activities mostly at the output level, creating enabling conditions – latest reporting for 2018 shows increasing proportion of outcomes
One Planet network - TOTAL Asia Pacific Region
One Planet network data trends - Asia Pacific Region
Most implemented activities in the Asia-Pacific were led by civil society organizations and related to the buildings and construction, tourism and energy
sectors

Expected impacts, which also increased in 2018, are primarily around resource efficiency and GHG emissions reduction

SDG 12 data from Asian VNRs (16 countries)
✓ 16 out 20 Asian countries which have conducted VNRs have included data on SCP including on polices (most reporting on 12.1, 12.4 & 12.8)
✓ Seven countries have provided quantitative data including percentage of energy saved, expenditure on SPP & percentage of waste recycled
✓ Sri Lanka, Vietnam and Thailand have provided the most data – which means that countries with SCP NAPs could report more
✓ Nine countries have reported on policies, including SCP NAPs and individual sectoral SCP policies, some referring to implementation
✓ Monitoring the implementation of these policies is difficult due to absence of clear indicators and lack of data
✓ Five countries have reported on SPP policies, including in some cases expenditure on these policies
Global reporting on SCP -what this tells us about design and
implementaion of policies
How we measure success
SDG 12: Ensure Sustainable Consumption and Production Patterns
Target 12.1: Implement the 10-year framework of programmes on sustainable consumption and production, all countries taking action, with developed countries taking the lead, taking into account the development and capabilities of developing countries
Success indicator: *Number of governments and other organisations developing, adopting, or implementing policy instruments aimed at supporting the shift to SCP.
Globally, 71 countries and the EU reported on SDG 12.1 in 2016-17 through this global indicator framework
Example: Chile’s National Programme on SCP
Inter-ministerial committee on Sustainable Consumption and Production (SCP)chaired by Ministry of Environment (2014), initially to develop a NationalProgramme on SCP and facilitate implementation
Core functions of the Committee• Provide and validate information on SCP;• Host and coordinate work groups to address specific topics on SCP;• Develop National SCP Programme;• Develop an Action Plan for this programme;• Secure and apply resources to implement;• Track implementation, meet targets and deadlines and disseminate results.

Informing strategic prioritizationSCP Hotspot Analysis Tool
(SCP-HAT)
➢ Online application with data on 171 countries’ environmental and socio-economic performance over the last 25 years, offering empirical evidence of SCP ‘hotspots’ .
➢ Provide evidence-based analysis of high-impact areas and sectors within national economies, to inform and prioritize implementation of national SCP strategies.
