STATE TIMES NEWSSRINAGAR: LieutenantGovernor, Manoj Sinha onSaturday e-inaugurated thePanel Discussion on "COVID19: Challenges and EffectiveManagement".

The digital event was organ-ized to observe the 105thJayanthi Celebrations of HisHoliness Jagadguru Dr. SriShivaratri RajendraMahaswamiji. The LtGovernor inaugurated theevent through a digital lamplighting ceremony.

The occasion served as agreat prospect of building abridge between J&K andKarnataka as the renownedJSS institutions have agreedupon to undertake studentexchange and teacher trainingprogrammes to share bestpractices with J&K.

In his inaugural address, theLt Governor observed that thecountry, under the leadershipof Prime Minister, NarendraModi, has responded stronglyin these challenging times ofCOVID-19 and has invoked itscitizens for making

'Atmanirbhar Bharat'.The Lt Governor acknowl-

edged that the Sri Suttur Mathis known for its long history ofmore than one thousand yearsthat has contributed to thecause of societal advancementand the role played byJagadguru Dr. Sri ShivarathriRajendra Mahaswamiji, the23rd Pontiff of the Math in the20th Century.

His endeavours to go beyondSpiritual and societal supportto mankind, has resulted in theestablishment of more than350 institutions includingCrèches, Primary Schools,High Schools, Pre-universityand Degree Colleges, Law,

Engineering, Medicine, DentalSciences and Pharmacy insti-tutes; and has thus provided allclasses of the society easyaccess to educational opportu-nities. Though the earthlysojourn of His Holiness cameto end in 1986, his indomitablespirit lingers through over 350institutions across the conti-nents, he added.

Addressing the other digni-taries present on the occasion,the Lt Governor said that thecelebrations have rightfullybrought thought leaders andPanellists - Dr. K Sudhakar,Medical Education Minister;Rajarshi Dr. D VeerendraHeggade; Dharmadhikari,

Srikshetra Dharmasthala; Dr.Sudha Murthy, Chairperson,Infosys Foundation; and ShriDarshan Thoogudeepa,famous Cine Artist to come onthis platform of the Jayanthicelebrations and infuse andinspire thousands of viewerswith confidence through thispanel discussion on 'COVID19: Challenges and EffectiveManagement'. The pandemicwill pass, we will soon have thevaccines that will give us theassurance that we are safe, wewill be resilient and we all willtogether show the world thatour 'Bharat' is built of coura-geous and self-reliant peopleand will rise to any challengeand not help itself but help oth-ers too in the world, he main-tained.

I am looking forward toPujya Swamiji, who has ablycarried forward the vision ofhis predecessor through thevarious initiatives that he madenationally and globally and theinstitutions in playing a big rolein realizing the same, he added.

and staff for their dedicationand good work and appreciatedJSS Hospital in Mysuru forresponding spontaneously inproviding care to the patientsand support to their families.

He further said that theresearch and the vaccine trialsbeing conducted at theHospital under the approval ofconcerned authorities is indeedan example of how the organi-zation has also responded andtransformed with time to meetthe national and global expec-tations. This once againreflects the visionary leader-ship of the organizations, headded.

Seeking the blessings ofJagadguru Dr. Sri ShivaratriRajendra Mahaswamiji, hestated that the nation needsorganizations like JSS to con-tinue doing the good work. Headded that the panel discussionof the program will benefit peo-ple across the board.

STATE TIMES NEWSJAMMU: Mediation and ConciliationCommittee of High Court of Jammu andKashmir on Saturday successfully conducted20 hour online refresher Mediation trainingprogramme for judicial officers of Jammuprovince.

The topics discussed in the training moduleincluded Negotiation and Bargaining andadvance principles of negotiation;Communication techniques; Prejudices, biases,perceptions and stereotypes; Impasse in media-tion and Role of referral judges.

Justice Gita Mittal, patron-in-chief and themembers of High Court Committee forMediation, considering the importance of medi-ation as Alternate Dispute resolutionMechanism, had emphasized the need for train-ing and preparedness. Earlier, ChairmanJustice Tashi Rabstan, alongwith members,Justice Sindhu Sharma; Justice RajneeshOswal and Justice Javed Iqbal Wani, approvedand devised the module of training of referraljudges which included 20 hrs of training.

The resource persons, who imparted extensivetraining through online mode, include Dr.

Sudhir Jain, District and Session Judge;Dharmesh Sharma, District and SessionJudge; Sr. Advocate J.P. Singh; Adv VeenaRalli; Adv Sumit Chander and Adv. MitaliGupta.

In her address, the Chief Justice said that theconcept of mediation has been a complete gamechanger in the arena of litigation and has beena very cost effective toll, which not only saves onresources, cost of litigation but also saves time.

"The online programme has been quite effec-tive, with ample utilization of time of trainers"she said and hoped that the trainings shall go along way in changing the mind set and attitudeof judicial officers in understanding the impor-tance of mediation and they shall be utilizingthese techniques learnt here in their day totoday discharge of duties. "They shall not onlybe loosening their burden, but also facilitatingthe public at large in resolution of their dis-putes," the Chief Justice said. The twenty houronline refresher training programme was thefirst of its kind and it would go a long way insecuring peace and justice amongst the people.The programme was coordinated by RegistrarRules, Masarat Roohi.

STATE TIMES NEWSSRINAGAR: The Jammu &Kashmir Bank's Board-of-Directors have approved thebank's plan to raise capital upto Rs 4500 Cr in the currentfinancial year.

During a meeting chairedby the bank's CMD R KChhibber at the bank's head-quarters through video con-ferencing, the boardapproved the proposal of'raising Equity Share Capitalup to Rs 3500 Cr in one ormore tranches by way ofRights Issue/PreferentialA l l o t m e n t / P r i v a t eP l a c e m e n t / Q u a l i f i e dInstitutional Placement(QIP)/ESPS or any otherapproved mode.'

The board also approvedthe 'raising of Capital up toRs 1000 Cr by way of Non-Convertible, Redeemable,Unsecured, BASEL IIICompliant, TIER-II bonds inthe nature of debentures on aprivate placement basis.' Thebank will now place theboard's decision in its upcom-ing Annual General Meeting

(AGM) for approval of itsshareholders, as all suchboard decisions are subject toapproval of shareholders atthe ensuing AGM in additionto other regulatory approvals.

The decision has been takento improve the bank's capitaladequacy to meet Basel-IIInorms in the coming quar-ters.

The capital cushion shallsupport the bank in its futuregrowth and development andalso increase its risk bearingcapacity.

Earlier on 25th August, thebank had informed the regu-lators about the meeting, ofits board of directors sched-uled for August 28, 2020, toconsider the raising of capital(Tier I/Tier II) to the tune ofRs 4,500 crores during theFY 2020-21.

Notably, the marketsresponded positively to thenews as the bank's shareprice went up by 4.26 percenton the week ending 28thAugust, 2020 to Rs 19.60apiece from the previous day-end price of Rs 18.80.

Financial Commissioner,Finance, Dr Arun Mehta,Commissioner SecretaryIndustries and Commerce,Manoj Kumar Dwivedi,Commissioner SecretaryTourism, Zubair Ahmadattended the meeting throughvideo conferencing while othersenior officers of the concerneddepartments were present inthe meeting.

Detailed discussions wereheld on various interventionsneeded for the much neededbusiness revival in the UnionTerritory of Jammu andKashmir. Suggestions weretaken from different stake-holders includingIndustrialists, Traders,Hoteliers, Entrepreneurs andothers related to trade andcommerce, so that a compre-hensive draft on trade policycan be made.

Trade federations includingChamber of Commerce andIndustry, Chamber of TradersFederation, Confederation ofIndian Industry, TradersWelfare Association, Hotelsand Lodges Association,Tourism Federation of

Jammu, Private SchoolAssociation, Jammu FruitAssociation, Offset PrintingPress Association, BanquetHall Association, Federationof All India Vyapar MandalJammu etc effectively project-ed their view point and cameup with suggestions as well asdemands.

Most of the associationsdemanded relaxation in elec-tricity bills, financial assis-tance, release of long pendingpayments under differentdepartments, exemption onBank EMIs during pandemicperiod, and taxes to be waivedoff to provide immediate reliefto the industries and othertraders.

Chamber of Commerce andIndustry demanded that gov-ernment should support inpaying 75% of salary/wagespayable by Business establish-ments to employees, interestpayable during the moratori-um period should be exempted,pending incentives related toGST should be released, allmandatory taxes/duties should

also be exempted.Chamber of Traders

Federation requested to reducetaxes on purchase of new vehi-cles and exemption in usagecharges where asConfederation of IndianIndustry demanded for budg-etary support to industries,release of pending payments toMSME units and all thedepartments should be coveredunder single window systemfor different permissions/approval. Hotels and LodgesAssociation Jammu requestedfor relaxation in SOP guide-lines related to Covid-19 toattract more and more touriststo the J&K as most of theeconomy of the UT is depend-ent on the tourism sector.

The Advisor ensured themthat all their genuine demandswould be looked into and willbe completed in a phased man-ner. The Advisor emphasizedthat LG Administration iscommitted to explore moreways and means for the revivalof the business sector inJammu and Kashmir.

STATE TIMES NEWSKATRA: Shri Mata VaishnoDevi Shrine Board(SMVDSB) entered into anagreement with theDepartment of Posts, for thespeedy delivery of Prasad tothe devotees of Maa VaishnoDevi across the country.

In this connection, RameshKumar, Chief ExecutiveOfficer of the Shrine Boardand Gaurav Srivastava,Director (Headquarters),Postal Service, J&K signedthe agreement at the Spiritual

Growth Centre, Katra. Forfacilitating the devotees, espe-cially during the prevailing cir-cumstances, the Board todayintroduced the facility of deliv-ery of Prasad at their places.

This initiative of the Boardwill greatly help the devoteesto avail the Prasad who couldnot undertake the Yatra due tothe circumstances created bythe pandemic.

STATE TIMES NEWSJAMMU: Administrator,Government Medical CollegeHospital & AssociatedHospitals Jammu, AmitSharma, on Saturday con-ducted a surprise visit atGandhi Nagar COVIDHospital wherein he made adetailed analysis and inspec-tion of facilities available forCOVID positive patients beingadmitted here from time totime.

During the visit, Dr KrishanGupta (NHM) and his teamaccompanied him.

Later, Amit shared impor-tant observations withPrincipal, GMC Jammu DrNasib Chand Digra for provi-sioning better and improvedhealthcare to the patientsrecovering from COVID pan-demic in these ace healthcareinstitutions of the UnionTerritory.

Administrator Amit Sharmaalso took a round of all floorsof the hospital wherein the

Nodal Officer showed him allfacilities for the COVIDpatients in this all-importantInstitutional Quarantine facili-ty in winter capital of theUnion Territory.

Amit was very particularabout the hygiene and cleanli-ness conditions being main-tained here as initially, he hadreceived lot of calls directlyfrom the patients admittedhere but during this surprisevisit, he found everything inorder and all floors fromground to top floor clean andwell-maintained.

Sharma also talked with theparamedical and nursing staffdeputed from Super SpecialtyHospital here and directedthem to maintain total cautionand adhere to COVID protocolstrictly while dealing withpatients admitted here.

Dr Krishan assuredAdministrator that the qualityand quantity of medicinesincluding PPE, gloves, masks,sanitizers and all related

Medical Equipment wereavailable in sufficient quantityin the Hospital.

He was also informed thatthe Nodal Officers ensuretimely serving of food, medi-cines and all requisite facilitieswhich are required for quickrecovery of the patients here.

When enquired, it wasinformed to the AdministratorAmit Sharma that around 100COVID positive patients were

under admission here as ondate while 12 patients weredischarged today after gettingnegative reports.

It was also disclosed that thepositive patients are recoveringfast here which include doc-tors, PGs, nurses, para med-ical staff and families on dif-ferent floors of the GandhiNagar Hospital.

He was also informed thattwo JKAS Officers and a

Tehsildar are also gettingtreated here and before leav-ing, Amit wished all of themquick recovery and directed allconcerned to get in touch withAdministration 24x7 as andwhen required so as to ensuresafe and best recovery of allCOVID patients admittedhere.

While concluding the visit,Amit Sharma, placed onrecord appreciation about theefforts being made by allCOVID Hospital teams andreal COVID warriors of para-medical staff led by all MedicalSuperintendents including DrRajeshwar, Dr Arun, DrDeepak, Dr Bharat Bhushanand others but at the sametime, he mentioned that lotmore strenuous efforts are stillrequired to fight this loomingglobal pandemic which is stillvery prevalent and our targetshould be to flatten the curveof COVID positive patients inthe Union Territory as soon aspossible.

Meanwhile; According to the SuperintendingEngineer O&M, Circle II, KPDCL Srinagar, inorder to execute the work related to thereplacement of damaged cable at Zaldagar,shutdown of feeder 04 of Receiving station S HPora shall be observed on August 31 from12:00 Noon to 1:30 PM. To execute the ongo-ing DDUGJY and PMDP works in Budgamtown, shutdown of feeder 2 of ReceivingStation Kremshore shall be observed onSeptember 01 from 11:00 AM to 1:00 PM.Similarly, to carry out branch cutting of trees,shutdown of feeders 2 and 3 of Receiving sta-tion P C Depot shall be observed on September05 and September 01 from 11:00 AM to 3:00PM.

STATE TIMES NEWSJAMMU: Former MemberLegislative Council (MLC),Ch. Vikram Randhawa, onSaturday visited flood affect-ed areas of Gandhi Nagarassembly segment andobserved that encroachmentof natural water bodies likeKhads and Nallahs is majorreason behind flooding of res-idential areas.

Randhawa, who visitedNarwal Bala, Rajiv Nagarand Qasim Nagar today tookstock of the damagesoccurred due to floods, whichoccurred this week followingincessant rains, observed thatencroachment is the majorreason behind flooding of res-idential areas.

Randhawa said that all gov-ernments after 2002 are fullyresponsible for backingencroachment of Nallahs andKhads from Sunjwan toNarwal which is the majorfactor of flooding.

He said that the encroach-ment of Nallahs and Khadshave reduced the width ofthese natural water bodiesand whenever heavy rainlashes the water enters into

residential areas.Randhawa further said

that the ministers and MLAsin the governments of erst-while State of Jammu andKashmir are fully responsi-ble for backing theseencroachments of Khads andNallahs for political gainswho ignored the conse-quences.

He said that rain will comeevery year and this situationwill repeat again and againuntil and unless theencroachment is removed.

He urged upon theLieutenant Governor ofJammu and Kashmir, ManojSinha, to constitute a com-mittee to removing encroach-ment of Khads and Nallahsto give a smooth flow to rainy

water during Monsoon orother torrential rains.

"The natural width ofKhads and Nallahs has to berestored along with desiltingto avoid floods in residentialareas in future otherwisedamages will continue tooccur as there is no provisionto stop water flow",Randhawa added.

He also urged upon the peo-ple to refrain from encroach-ment of natural water bodiesto allow rainy water a smoothpassage to flow downward.

Those who accompanied theformer MLC include TarunSharma, Amit Gupta, ShamLal Panch, Davinder Singh,Mohinder Sharma, AshokChabra, Harish Kumar andParas Ram.
