z Sunday z August 30, 2020 3 STATE TIMES NEWS SRINAGAR: Lieutenant Governor, Manoj Sinha on Saturday e-inaugurated the Panel Discussion on "COVID 19: Challenges and Effective Management". The digital event was organ- ized to observe the 105th Jayanthi Celebrations of His Holiness Jagadguru Dr. Sri Shivaratri Rajendra Mahaswamiji. The Lt Governor inaugurated the event through a digital lamp lighting ceremony. The occasion served as a great prospect of building a bridge between J&K and Karnataka as the renowned JSS institutions have agreed upon to undertake student exchange and teacher training programmes to share best practices with J&K. In his inaugural address, the Lt Governor observed that the country, under the leadership of Prime Minister, Narendra Modi, has responded strongly in these challenging times of COVID-19 and has invoked its citizens for making 'Atmanirbhar Bharat'. The Lt Governor acknowl- edged that the Sri Suttur Math is known for its long history of more than one thousand years that has contributed to the cause of societal advancement and the role played by Jagadguru Dr. Sri Shivarathri Rajendra Mahaswamiji, the 23rd Pontiff of the Math in the 20th Century. His endeavours to go beyond Spiritual and societal support to mankind, has resulted in the establishment of more than 350 institutions including Crèches, Primary Schools, High Schools, Pre-university and Degree Colleges, Law, Engineering, Medicine, Dental Sciences and Pharmacy insti- tutes; and has thus provided all classes of the society easy access to educational opportu- nities. Though the earthly sojourn of His Holiness came to end in 1986, his indomitable spirit lingers through over 350 institutions across the conti- nents, he added. Addressing the other digni- taries present on the occasion, the Lt Governor said that the celebrations have rightfully brought thought leaders and Panellists - Dr. K Sudhakar, Medical Education Minister; Rajarshi Dr. D Veerendra Heggade; Dharmadhikari, Srikshetra Dharmasthala; Dr. Sudha Murthy, Chairperson, Infosys Foundation; and Shri Darshan Thoogudeepa, famous Cine Artist to come on this platform of the Jayanthi celebrations and infuse and inspire thousands of viewers with confidence through this panel discussion on 'COVID 19: Challenges and Effective Management'. The pandemic will pass, we will soon have the vaccines that will give us the assurance that we are safe, we will be resilient and we all will together show the world that our 'Bharat' is built of coura- geous and self-reliant people and will rise to any challenge and not help itself but help oth- ers too in the world, he main- tained. I am looking forward to Pujya Swamiji, who has ably carried forward the vision of his predecessor through the various initiatives that he made nationally and globally and the institutions in playing a big role in realizing the same, he added. He congratulated the Vidyapeetha and its leadership and staff for their dedication and good work and appreciated JSS Hospital in Mysuru for responding spontaneously in providing care to the patients and support to their families. He further said that the research and the vaccine trials being conducted at the Hospital under the approval of concerned authorities is indeed an example of how the organi- zation has also responded and transformed with time to meet the national and global expec- tations. This once again reflects the visionary leader- ship of the organizations, he added. STATE TIMES NEWS JAMMU: Mediation and Conciliation Committee of High Court of Jammu and Kashmir on Saturday successfully conducted 20 hour online refresher Mediation training programme for judicial officers of Jammu province. The topics discussed in the training module included Negotiation and Bargaining and advance principles of negotiation; Communication techniques; Prejudices, biases, perceptions and stereotypes; Impasse in media- tion and Role of referral judges. Justice Gita Mittal, patron-in-chief and the members of High Court Committee for Mediation, considering the importance of medi- ation as Alternate Dispute resolution Mechanism, had emphasized the need for train- ing and preparedness. Earlier, Chairman Justice Tashi Rabstan, alongwith members, Justice Sindhu Sharma; Justice Rajneesh Oswal and Justice Javed Iqbal Wani, approved and devised the module of training of referral judges which included 20 hrs of training. The resource persons, who imparted extensive training through online mode, include Dr. Sudhir Jain, District and Session Judge; Dharmesh Sharma, District and Session Judge; Sr. Advocate J.P. Singh; Adv Veena Ralli; Adv Sumit Chander and Adv. Mitali Gupta. In her address, the Chief Justice said that the concept of mediation has been a complete game changer in the arena of litigation and has been a very cost effective toll, which not only saves on resources, cost of litigation but also saves time. "The online programme has been quite effec- tive, with ample utilization of time of trainers" she said and hoped that the trainings shall go a long way in changing the mind set and attitude of judicial officers in understanding the impor- tance of mediation and they shall be utilizing these techniques learnt here in their day to today discharge of duties. "They shall not only be loosening their burden, but also facilitating the public at large in resolution of their dis- putes," the Chief Justice said. The twenty hour online refresher training programme was the first of its kind and it would go a long way in securing peace and justice amongst the people. The programme was coordinated by Registrar Rules, Masarat Roohi. STATE TIMES NEWS SRINAGAR: The Jammu & Kashmir Bank's Board-of- Directors have approved the bank's plan to raise capital up to Rs 4500 Cr in the current financial year. During a meeting chaired by the bank's CMD R K Chhibber at the bank's head- quarters through video con- ferencing, the board approved the proposal of 'raising Equity Share Capital up to Rs 3500 Cr in one or more tranches by way of Rights Issue/Preferential Allotment/Private Placement/Qualified Institutional Placement (QIP)/ESPS or any other approved mode.' The board also approved the 'raising of Capital up to Rs 1000 Cr by way of Non- Convertible, Redeemable, Unsecured, BASEL III Compliant, TIER-II bonds in the nature of debentures on a private placement basis.' The bank will now place the board's decision in its upcom- ing Annual General Meeting (AGM) for approval of its shareholders, as all such board decisions are subject to approval of shareholders at the ensuing AGM in addition to other regulatory approvals. The decision has been taken to improve the bank's capital adequacy to meet Basel-III norms in the coming quar- ters. The capital cushion shall support the bank in its future growth and development and also increase its risk bearing capacity. Earlier on 25th August, the bank had informed the regu- lators about the meeting, of its board of directors sched- uled for August 28, 2020, to consider the raising of capital (Tier I/Tier II) to the tune of Rs 4,500 crores during the FY 2020-21. Notably, the markets responded positively to the news as the bank's share price went up by 4.26 percent on the week ending 28th August, 2020 to Rs 19.60 apiece from the previous day- end price of Rs 18.80. STATE TIMES NEWS JAMMU: Advisor to Lt Governor, KK Sharma on Saturday met various Business Associations at Udhyog Bhawan here to dis- cuss revival of Business Sector in Jammu and Kashmir. Financial Commissioner, Finance, Dr Arun Mehta, Commissioner Secretary Industries and Commerce, Manoj Kumar Dwivedi, Commissioner Secretary Tourism, Zubair Ahmad attended the meeting through video conferencing while other senior officers of the concerned departments were present in the meeting. Detailed discussions were held on various interventions needed for the much needed business revival in the Union Territory of Jammu and Kashmir. Suggestions were taken from different stake- holders including Industrialists, Traders, Hoteliers, Entrepreneurs and others related to trade and commerce, so that a compre- hensive draft on trade policy can be made. Trade federations including Chamber of Commerce and Industry, Chamber of Traders Federation, Confederation of Indian Industry, Traders Welfare Association, Hotels and Lodges Association, Tourism Federation of Jammu, Private School Association, Jammu Fruit Association, Offset Printing Press Association, Banquet Hall Association, Federation of All India Vyapar Mandal Jammu etc effectively project- ed their view point and came up with suggestions as well as demands. Most of the associations demanded relaxation in elec- tricity bills, financial assis- tance, release of long pending payments under different departments, exemption on Bank EMIs during pandemic period, and taxes to be waived off to provide immediate relief to the industries and other traders. Chamber of Commerce and Industry demanded that gov- ernment should support in paying 75% of salary/wages payable by Business establish- ments to employees, interest payable during the moratori- um period should be exempted, pending incentives related to GST should be released, all mandatory taxes/duties should also be exempted. Chamber of Traders Federation requested to reduce taxes on purchase of new vehi- cles and exemption in usage charges where as Confederation of Indian Industry demanded for budg- etary support to industries, release of pending payments to MSME units and all the departments should be covered under single window system for different permissions/ approval. Hotels and Lodges Association Jammu requested for relaxation in SOP guide- lines related to Covid-19 to attract more and more tourists to the J&K as most of the economy of the UT is depend- ent on the tourism sector. The Advisor ensured them that all their genuine demands would be looked into and will be completed in a phased man- ner. The Advisor emphasized that LG Administration is committed to explore more ways and means for the revival of the business sector in Jammu and Kashmir. STATE TIMES NEWS KATRA: Shri Mata Vaishno Devi Shrine Board (SMVDSB) entered into an agreement with the Department of Posts, for the speedy delivery of Prasad to the devotees of Maa Vaishno Devi across the country. In this connection, Ramesh Kumar, Chief Executive Officer of the Shrine Board and Gaurav Srivastava, Director (Headquarters), Postal Service, J&K signed the agreement at the Spiritual Growth Centre, Katra. For facilitating the devotees, espe- cially during the prevailing cir- cumstances, the Board today introduced the facility of deliv- ery of Prasad at their places. This initiative of the Board will greatly help the devotees to avail the Prasad who could not undertake the Yatra due to the circumstances created by the pandemic. In this regard, three cate- gories of Prasad have been launched by the Board on, no profit no loss basis, which can be booked either through the official website of the Shrine Board i.e. www.maavaishn- odevi.org or through telephon- ic mode on the dedicated mobile number 9906019475. It is pertinent to mention here that Shrine Board has already offered the facility of allowing the devotees to per- form Hawan/Puja, in absen- tia, at the Yagya Shala at Bhawan. Meanwhile, the Yatra to the Holy Shrine has resumed from 16th of August 2020 and is picking pace with every passing day. The supplementary facilities like Helicopter, Battery Operated Vehicles and Passenger Ropeway between Bhawan and Bhairon have also been pressed into service for the visiting pilgrims. Among those present on the occasion of the signing of the agreement by the CEO of the Board and the Director, Postal Services, were Vivek Verma, Additional CEO, Hem Kant Prasher, Chief Accounts Officer; Dr. Sunil Sharma, Deepak Dubey and Vishavjeet Singh, Dy. STATE TIMES NEWS JAMMU: Administrator, Government Medical College Hospital & Associated Hospitals Jammu, Amit Sharma, on Saturday con- ducted a surprise visit at Gandhi Nagar COVID Hospital wherein he made a detailed analysis and inspec- tion of facilities available for COVID positive patients being admitted here from time to time. During the visit, Dr Krishan Gupta (NHM) and his team accompanied him. Later, Amit shared impor- tant observations with Principal, GMC Jammu Dr Nasib Chand Digra for provi- sioning better and improved healthcare to the patients recovering from COVID pan- demic in these ace healthcare institutions of the Union Territory. Administrator Amit Sharma also took a round of all floors of the hospital wherein the Nodal Officer showed him all facilities for the COVID patients in this all-important Institutional Quarantine facili- ty in winter capital of the Union Territory. Amit was very particular about the hygiene and cleanli- ness conditions being main- tained here as initially, he had received lot of calls directly from the patients admitted here but during this surprise visit, he found everything in order and all floors from ground to top floor clean and well-maintained. Sharma also talked with the paramedical and nursing staff deputed from Super Specialty Hospital here and directed them to maintain total caution and adhere to COVID protocol strictly while dealing with patients admitted here. Dr Krishan assured Administrator that the quality and quantity of medicines including PPE, gloves, masks, sanitizers and all related Medical Equipment were available in sufficient quantity in the Hospital. He was also informed that the Nodal Officers ensure timely serving of food, medi- cines and all requisite facilities which are required for quick recovery of the patients here. When enquired, it was informed to the Administrator Amit Sharma that around 100 COVID positive patients were under admission here as on date while 12 patients were discharged today after getting negative reports. It was also disclosed that the positive patients are recovering fast here which include doc- tors, PGs, nurses, para med- ical staff and families on dif- ferent floors of the Gandhi Nagar Hospital. He was also informed that two JKAS Officers and a Tehsildar are also getting treated here and before leav- ing, Amit wished all of them quick recovery and directed all concerned to get in touch with Administration 24x7 as and when required so as to ensure safe and best recovery of all COVID patients admitted here. While concluding the visit, Amit Sharma, placed on record appreciation about the efforts being made by all COVID Hospital teams and real COVID warriors of para- medical staff led by all Medical Superintendents including Dr Rajeshwar, Dr Arun, Dr Deepak, Dr Bharat Bhushan and others but at the same time, he mentioned that lot more strenuous efforts are still required to fight this looming global pandemic which is still very prevalent and our target should be to flatten the curve of COVID positive patients in the Union Territory as soon as possible. Vikram Randhawa, on Saturday visited flood affect- ed areas of Gandhi Nagar assembly segment and observed that encroachment of natural water bodies like Khads and Nallahs is major reason behind flooding of res- idential areas. Randhawa, who visited Narwal Bala, Rajiv Nagar and Qasim Nagar today took stock of the damages occurred due to floods, which occurred this week following incessant rains, observed that encroachment is the major reason behind flooding of res- idential areas. Randhawa said that all gov- ernments after 2002 are fully responsible for backing encroachment of Nallahs and Khads from Sunjwan to Narwal which is the major factor of flooding. He said that the encroach- ment of Nallahs and Khads have reduced the width of these natural water bodies and whenever heavy rain lashes the water enters into residential areas. Randhawa further said that the ministers and MLAs in the governments of erst- while State of Jammu and Kashmir are fully responsi- ble for backing these encroachments of Khads and Nallahs for political gains who ignored the conse- quences. He said that rain will come every year and this situation will repeat again and again until and unless the encroachment is removed. He urged upon the Lieutenant Governor of Jammu and Kashmir, Manoj Sinha, to constitute a com- mittee to removing encroach- ment of Khads and Nallahs to give a smooth flow to rainy water during Monsoon or other torrential rains. "The natural width of Khads and Nallahs has to be restored along with desilting to avoid floods in residential areas in future otherwise damages will continue to occur as there is no provision to stop water flow", Randhawa added. He also urged upon the peo- ple to refrain from encroach- ment of natural water bodies to allow rainy water a smooth passage to flow downward. STATE TIMES NEWSSRINAGAR: The Jammu &Kashmir Bank's Board-of-Directors have approved thebank's plan to raise capital upto Rs 4500 Cr in the currentfinancial year.

During a meeting chairedby the bank's CMD R KChhibber at the bank's head-quarters through video con-ferencing, the boardapproved the proposal of'raising Equity Share Capitalup to Rs 3500 Cr in one ormore tranches by way ofRights Issue/PreferentialA l l o t m e n t / P r i v a t eP l a c e m e n t / Q u a l i f i e dInstitutional Placement(QIP)/ESPS or any otherapproved mode.'

The board also approvedthe 'raising of Capital up toRs 1000 Cr by way of Non-Convertible, Redeemable,Unsecured, BASEL IIICompliant, TIER-II bonds inthe nature of debentures on aprivate placement basis.' Thebank will now place theboard's decision in its upcom-ing Annual General Meeting

(AGM) for approval of itsshareholders, as all suchboard decisions are subject toapproval of shareholders atthe ensuing AGM in additionto other regulatory approvals.

The decision has been takento improve the bank's capitaladequacy to meet Basel-IIInorms in the coming quar-ters.

The capital cushion shallsupport the bank in its futuregrowth and development andalso increase its risk bearingcapacity.

Earlier on 25th August, thebank had informed the regu-lators about the meeting, ofits board of directors sched-uled for August 28, 2020, toconsider the raising of capital(Tier I/Tier II) to the tune ofRs 4,500 crores during theFY 2020-21.

Notably, the marketsresponded positively to thenews as the bank's shareprice went up by 4.26 percenton the week ending 28thAugust, 2020 to Rs 19.60apiece from the previous day-end price of Rs 18.80.

Most of the associationsdemanded relaxation in elec-tricity bills, financial assis-tance, release of long pendingpayments under differentdepartments, exemption onBank EMIs during pandemicperiod, and taxes to be waivedoff to provide immediate reliefto the industries and othertraders.

Chamber of Commerce andIndustry demanded that gov-ernment should support inpaying 75% of salary/wagespayable by Business establish-ments to employees, interestpayable during the moratori-um period should be exempted,pending incentives related toGST should be released, allmandatory taxes/duties should

also be exempted.Chamber of Traders

Federation requested to reducetaxes on purchase of new vehi-cles and exemption in usagecharges where asConfederation of IndianIndustry demanded for budg-etary support to industries,release of pending payments toMSME units and all thedepartments should be coveredunder single window systemfor different permissions/approval. Hotels and LodgesAssociation Jammu requestedfor relaxation in SOP guide-lines related to Covid-19 toattract more and more touriststo the J&K as most of theeconomy of the UT is depend-ent on the tourism sector.

The Advisor ensured themthat all their genuine demandswould be looked into and willbe completed in a phased man-ner. The Advisor emphasizedthat LG Administration iscommitted to explore moreways and means for the revivalof the business sector inJammu and Kashmir.

STATE TIMES NEWSJAMMU: Former MemberLegislative Council (MLC),Ch. Vikram Randhawa, onSaturday visited flood affect-ed areas of Gandhi Nagarassembly segment andobserved that encroachmentof natural water bodies likeKhads and Nallahs is majorreason behind flooding of res-idential areas.

Randhawa, who visitedNarwal Bala, Rajiv Nagarand Qasim Nagar today tookstock of the damagesoccurred due to floods, whichoccurred this week followingincessant rains, observed thatencroachment is the majorreason behind flooding of res-idential areas.

Randhawa said that all gov-ernments after 2002 are fullyresponsible for backingencroachment of Nallahs andKhads from Sunjwan toNarwal which is the majorfactor of flooding.

He said that the encroach-ment of Nallahs and Khadshave reduced the width ofthese natural water bodiesand whenever heavy rainlashes the water enters into

residential areas.Randhawa further said

that the ministers and MLAsin the governments of erst-while State of Jammu andKashmir are fully responsi-ble for backing theseencroachments of Khads andNallahs for political gainswho ignored the conse-quences.

He said that rain will comeevery year and this situationwill repeat again and againuntil and unless theencroachment is removed.

He urged upon theLieutenant Governor ofJammu and Kashmir, ManojSinha, to constitute a com-mittee to removing encroach-ment of Khads and Nallahsto give a smooth flow to rainy

water during Monsoon orother torrential rains.

"The natural width ofKhads and Nallahs has to berestored along with desiltingto avoid floods in residentialareas in future otherwisedamages will continue tooccur as there is no provisionto stop water flow",Randhawa added.

He also urged upon the peo-ple to refrain from encroach-ment of natural water bodiesto allow rainy water a smoothpassage to flow downward.
