purposes:Of paying all outstanding indebt-

edness of the town of Melville, La.,and providing for the payment ofthe same. by anticipating the ex-cess of the city's revenues, overand above the necesesary, usualand statutory charges.

Merchants & Farmers Bank ofMelville, the sum of Twelve hun-dred dollars ($1200.00) and to rep-resent which he 'is further author-ized to execute by and on be halfof the Town of Melville a promis-sory note in favor of said bank,payable January 15th, 1917, bearingeight per cent per annum interestfrom maturity until paid and tocontain other usual clauses.Sec. 2. Be it further ordained that

in order to secure the payment ofthe said note in principal, interestand attorney's fees there is herebydedicated, attributed and set apartall of the excess revenues of themunicipality of Melville, over andabove the usual customary andstatutory charges of said munici-pality, such excess being, as perthe budget of the year :1916, andwhich is hereby taken as the basisof the anticipation 'and dedicationthe sum of 1903.

Seo. 3. Be it further "ordainedthat for good 'and sufficient causethis"ordinance shall take effect im-mediately_ after. its passage.

Pursuant to authority containedin an ordinance of the Police Juryof the Parish of St. Landry, of datethe sixth day of June, 1916,1, F.Octave Pavy, President of said body,hereby give notice that an electionwill be held in the Second RoadDistrict of the Fourth Police Jury,Ward of the Parish of St. Landry,on Tuesday, July 25th,, 1916, as setforth in the following, abstract ofsaid ordinance:

"Section One. Be it ordained, bythe Police Jury of the parish of St.Landry, in lawful session convened:That an election shall be and ishereby called to be held in the Sec-ond Road District of the FourthPolice Jury Ward of the .Parish of$t. Landry, on the 25th" day of July,A. D. 1916,at which election themajority iof the property taxpay-ers of th'e said Second Road Dis-trict of said Fourth Police. JuryWard of St. Landry parish, in num-ber and amount eligible to vote andvbting at said election, shall de-termine the propositions:

First. To aath:,r'::e the !•ond-Road District vt' thy, F',urthSt. Landry through its governingauthorityj to incur debt and issuebonds to the amount of Seventy-Five Thousand Dollars, ($75,000.00),to runfor a perliod of 23 yeArs,bearing interest at the rate of fiveper cent per annum, payable semi-annually; the funds thus derived tobB used for the, purpose of coti-structing, maintaining and repair-ing the public roads and bridges insaid second Road bistritt of the"said Fourth Police Jury Ward;

Second. Whether a special taxof not more than 10 mills on thedollar per annum, in addition to theVehicle and Per Capita tax leviedunder existing ordinances, shall beannually levied on all taxable prop-erty in the Second Road District ofthe Fourth Police Jury Ward ofthe Parish- of St. Landry, to anamount sufficient to extinguishsuch debts as the governing-body ofsaid toaa District may incur andto pay such bonds in principal andinterest as. it may issue under theauthority herein proposed to begranted it. The balance of said taxafter the payment of said, bonds inpincipal and interest, to be usedby the proper authority of saidroad distric, to constr'icting,maintaining and repairing the roadsand bridges of said Second RoadDistrict of the said Fourth PoliceJury Ward."
