KATHUA, Mar 9: Kathuapolice has rescued 12 bovine ani-mals during two nakas laid attwo different places in the areaduring late last night. The nakaswere laid in continuation to drivelaunched by the District PoliceKathua to check the bovinesmuggling.

According to police duringlate last night Police Party of P/SKathua headed by SHO PSKathua, Sarabjeet Singh underthe supervision of Dy SPHeadquarters. Kathua, S.S.Sambyal, Additional SP Kathua,Khalil Ahmed and overall super-vision of Pawan Parihar, SSPKathua, laid down a naka atBhagthali and intercepted oneMahindra load carrier bearingregistration No. JK21-8825loaded with four Oxen whichwas on its way from Punjab toJammu.

On noticing the naka party,driver of the vehicle and hisassociate managed to escapeleaving behind the vehicle atsome distance from the naka tak-ing the advantage of darkness.During checking of the vehicle,Police rescued four bovine ani-mals which were being trans-ported in the vehicle illegally.Police has launched a man huntto nab the accused persons and inthis regard a case FIR No.69/2017 U/S 188 RPC, 3/5 PCAct stands registered at P/SKathua against the accused per-sons.

At another naka which wasalso laid at Maggar Khad,Kathua by Police Post Hatliheaded by IC PP Hatli, SIVarinder Singh, it interceptedone truck bearing registrationnumber JK02AB-8179 loaded

with bovine animals which wasalso on way from Punjab toJammu. During checking, eightoxen were rescued and driver ofthe vehicle and his associatemanaged to escape from the spottaking the advantage of dark-ness. In this regard, a Case FIRNo. 70/2017 U/S 188 RPC, 3/5PC Act stands registered at P/SKathua against the accused per-sons. Investigation of both thecases is set into motion to ascer-tain the persons involved inbovine smuggling.

It is a major achievement ofDistrict Police Kathua to foil the2nd bovine smuggling bid withintwo days in the district. Aspokesman of the Kathua Policesaid such type of drive will con-tinue in future also to expose thenexus of bovine smuggler andput the culprits behind the bars.

Meanwhile reports comingfrom Samba said that Sambapolice also rescued six bovineanimals from a Mahindra vehiclebearing registration numberJK02BJ/0865 which was comingfrom Kathua towards Samba latelast night.

According to Police a partyfrom Police Station Ghagwalwhile signaling the vehicle com-ing from Kathua to Samba askedits driver to stop but instead ofstopping he accelerated thespeed and tried to escape. But thepolice chased the vehicle andintercepted it near Nonath.

During the checking thevehicle was found loaded withsix bovine animals. However thedriver of the vehicle managed toescape. Police seized both vehi-cle and bovine animals and reg-istered a case under FIR Number20/2017 U/S 188 RPC 2/3 PCAct 179, 183 and 184 MV Act inPolice Station Ghagwal.

JAMMU, Mar 9 : The Prov-incial Electrical EmployeesUnion (PEEU) held a protestdemonstration in front ofEM&RE Division Gandhi Nagartoday demanding implementationof SRO 59 which has been imple-mented in all the divisions ofPDD except Gandhi Nagar.

The protest was led by PCSharma, Chairman of the Union.The protesters raising slogans insupport of their demands warnedto intensify agitation in case theauthorities failed to implementthe SRO.

P C Sharma said that the SROmeant for Non ITI employees togive them technical grade was notimplemented in PDD though thesame was implemented in WorksDepartment in 1990. Later it wasimplemented in PDD in Kashmir

province in 1995 and not inJammu, he added.

However, after the struggle ofthe employees the ChiefEngineers after getting order copyof SRO implemented the same inJammu but the Gandhi NagarM&RE Division is the onlyexception where the order wasnot implemented till date.

He said the Union has givenan ultimatum to the Departmentthat in case the SRO was notimplemented by today it will beforced to protest. He warned tolaunch agitation in case theimplementation of SRO was fur-ther delayed.

The other leaders of the Unionwho participated in the demon-stration included Darshan SinghVerma senior vice president,Bishan Singh district presidentJammu, Rajan Singh and JanakSing etc.

JAMMU, Mar 9: The agitat-ing Contractual Lecturer onfast unto death since February14, was today rushed to hospi-tal on the intervention of for-mer minister and PanthersParty chairman HarshDev Singh as condi-tion of the aggrievedwas fast deteriorat-ing.

Shocked to see thecondition of VinodKumar, who hadbeen observing fastsince last four weeks,Harsh Dev Singhimmediately calledup CMO Jammu forprompt medical assis-tance who pressedambulance to service at thesite. The accompanying doctorphysically checked VinodKumar whose BP plummetedto 80/55 and pulse rate droppedto 40. The waning protesterwas lifted from the site andrushed to the hospital for treat-ment.

Till last reports came in,condition of Vinod Kumar wasstated to be stable at GMCHospital Jammu.

Expressing anguish over theplight of the lecturers, HarshDev Singh lambasted the StateGovernment for not respondingto the call of the highly educat-ed teaching community whowere languishing in open forthe last 24 days. He lampoonedBJP’s claims of “Achey Din”as mirage for the educatedyouth as the ruffians, vandals,hooligans and illiterates wereglorified in Kashmir while thenationalist underemployedyouth were exploited, harassedand quelled.

JAMMU, Mar 9: AdditionalSpecial Mobile Magistrate RSPura Slahuddin Ahmed rejectedthe bail application of VikasBharti and Yog Raj, who wereinvolved in attempt to murdercase registered with MiranSahib Police Station.

After hearing AdvocateKesar Parveen appearing for theapplicants and ProsecutingOfficer Pawanpreet Singh forthe State, the Additional SpecialMobile Magistrate observed“where the offence is of seriousnature, the question of grant ofbail has to be decided keepingin view the nature and serious-ness of the offence, character ofthe evidence and amongst oth-ers the larger interest of thepublic. The crime in the instant

case is a crime committedagainst the society”.

The possibility of the appli-cant influencing the witnessesand tampering with the evi-dence and committing similaroffence and thereby jeopardiz-ing the investigation andthwarting the course of justicecannot be ruled out”, the courtsaid.

With these observations, thecourt rejected the bail applica-tion of Vikas Bharti and YogRaj, who are also involved in asimilar attempt to murder caseregistered with Police StationBus Stand Jammu.

JAMMU, Mar 9: FormerMinister and senior Congressleader R S Chib, has stronglycriticized the Ministry ofHealth and Medical Education,Government of India, forenhancing the intake of PG stu-dents for GMC Srinagar by 28students over and above theintake capacity, alreadyapproved by the MedicalCouncil of India (MCI), witheffect from 2017-18 AcademicSession.

Chib while talking to somesenior ex-faculty members ofGMC Jammu, expressed sur-prise that, not even a single PGseat has been increased in anyof the disciplines in GMCJammu. He described thisaction of the GoI, as a total neg-

lect and humiliation for thepeople of Jammu region in gen-eral and the medical fraternityand students in particular.

Chib described it a highlymotivated move by the Kashmircentric policies of the coalitionpartners and said that Jammu isbeing neglected at every step bythe State Government. He fur-ther added that the onus of thisAnti-Jammu decision lies withthe PDP-BJP Government andespecially the BJP, which hasshown total disrespect to themandate given by the people ofJammu.

Chib urged upon Ministry ofHealth and Medical Educationto take up this matter with theUnion Government so that ourmedical students get equalopportunities at par with Kas-hmir.

JAMMU, Mar 9: The StateHuman Rights Commission(SHRC) has asked the StateGovernment to submit a reportabout the adhoc promotions ofemployees and delay in the reg-ularization of the same foryears.

“The Government is notexpected to deal with itsemployees, particularly theemployees who have retiredfrom service in this fashion.Government cannot wait for aperson to die after his retire-ment and expect his children tofight for the benefits theemployee had earned", theSHRC maintained while hear-ing a case titled Dharam PaulSharma (Retired) Principal ofHira Nagar Kathua.

The case with regard tostreamlining the cadre manage-

ment of Gazetted and Non-Gazetted service in the Statewas listed before the DivisionBench comprising Justice BilalNazki, Chairperson of theCommission and Jang BahadurSingh Jamwal, Member of theCommission.

The order passed by theDivision Bench maintained that"prima-facie it appears, to be avery serious violation of humanrights of lot of people.Therefore, the report is soughtfrom the Chief Secretary infour weeks. The matter shall betaken up on the next date andthe Commission expects thatthose who are aggrieved andwhose benefits have been with-held and all those similarly sit-uated shall be taken care ofbefore next date. JAMMU, Mar 9: A day afterobserving Mass Casual Leave, allthe employees of non teachingand non gazetted cadre in JammuUniversity continued their tokenstrike by suspending work forfour hours and holding strongprotest demonstration in front ofVice Chancellor’s Secretariat onthe campus, here today.

The joint protest was heldunder the banner of Executivebody of the Non-TeachingEmployees Union and NonGazetted Employees Union,University of Jammu.

During the demonstration, theemployees raised slogans for ful-fillment of their genuinedemands. They alleged that theUniversity authorities wereadopting a callous attitude

towards their genuine demandsthus forcing them to continuetheir struggle.

President of GujjarBhakerwal Federation ofStudents, Rashid ud din Mir,president Kashmir UniversityMinisterial Secretarial Associ-ation joined the protest andappealed the JU authorities toresolve the genuine issues ofemployees.

JAMMU, Mar 9: The PDDDaily Wagers continued their'Kaam Chhor Hartal' and protestdharna outside the office prem-ises of SE, EM&RE Circle,Jammu on the 102nd consecu-tive day, today.

The workers led by SurjeetKhajuria, president, All J&KPDD Daily Wagers Union,Jammu province started their`Kaam Chhor Hartal' onNovember 28. Today was the102nd day of the strike andprotest dharna.

The protesting workers wereshouting slogans in support oftheir demand of regularizationand enhancement of their wagesbesides clearance of all thepending wages. They were alsodemanding the release of theirwages in time, conduct of DPCof all cadre. They furtherdemanded that discriminationwith the daily wagers fromJammu region be stopped andthey should be treated at parwith those from Kashmir region.

While speaking on the occa-sion, Surjeet Khajuria said thatDPC for regularization of serv-

ices of the daily wagers in vari-ous districts like Kathua,Udhampur, etc has been con-ducted and employees have beengiven the benefits of regulariza-tion of services, but till date theJammu district has been totallyignored by the higher authoritiesof the department.

He said, "In the year 2013vide cabinet decision, theGovernment has announced that1500 daily wager employeesfrom Jammu province and 1500employees from KashmirProvince will be regularized.Till today more than 2000 dailywager employees have been reg-ularized in the department butonly 873 of them belong toJammu province, which clearlyshows that Jammu province isstill facing injustice on the handsof the superiors of the depart-ment."

Khajuria appealed DeputyChief Minister, who also holdsthe charge of the PDD, to issuenecessary direction to SE Circle-I M&RE PDD, Panama Chowk,Jammu for holding DPC in orderto provide regularization bene-fits to daily wagers as early aspossible.

Police, SDRF rescue 2 from drowning Excelsior Correspondent

SAMBA, Mar 9: A joint team of Samba Police and SDRF rescuedtwo persons from drowning who were trapped in Basantar river whichwas in spate due to heavy rains today.

They included Rashpal Singh S/o Amir Singh, 16 R/o Shah Balodeand Suram S/o Satal Viraj R/o Bengal A/P SIDCO, Samba. The duo

was loading sand in a tractor trolleyin Basanter river. In the meantime,due to bad weather the level of

water increased all of a sudden and both the persons were trapped inthe river.

On receiving the information at Police Station Samba from reliablesources, Samba Police acted swiftly mobilized the SDRF team andrescued both the trapped persons from drowning after reaching thespot in time.

3 bovines rescued, 2 arrested

DODA, Mar 9: Khellanipolice rescued three bovine ani-mals and arrested two persons.

As per police sources, on spe-cific information, a team fromKhellani police post laid a nakaat Gazan nallah and arrested twopersons and rescued 3 bovineanimals from their possession.

The accused have been iden-tified as at Ashiq Hussain, son ofGhulam Shah of AkramabadDistrict Doda and FarooqAhmed, son of Habibullah Shahof Beoli District Doda.

A case under FIR Number41/17 under Section 188 RPCand 3 PC Act has been registeredat Doda police station and inves-tigation started.
