Excelsior Correspondent KATHUA, Mar 9: Kathua police has rescued 12 bovine ani- mals during two nakas laid at two different places in the area during late last night. The nakas were laid in continuation to drive launched by the District Police Kathua to check the bovine smuggling. According to police during late last night Police Party of P/S Kathua headed by SHO PS Kathua, Sarabjeet Singh under the supervision of Dy SP Headquarters. Kathua, S.S. Sambyal, Additional SP Kathua, Khalil Ahmed and overall super- vision of Pawan Parihar, SSP Kathua, laid down a naka at Bhagthali and intercepted one Mahindra load carrier bearing registration No. JK21-8825 loaded with four Oxen which was on its way from Punjab to Jammu. On noticing the naka party, driver of the vehicle and his associate managed to escape leaving behind the vehicle at some distance from the naka tak- ing the advantage of darkness. During checking of the vehicle, Police rescued four bovine ani- mals which were being trans- ported in the vehicle illegally. Police has launched a man hunt to nab the accused persons and in this regard a case FIR No. 69/2017 U/S 188 RPC, 3/5 PC Act stands registered at P/S Kathua against the accused per- sons. At another naka which was also laid at Maggar Khad, Kathua by Police Post Hatli headed by IC PP Hatli, SI Varinder Singh, it intercepted one truck bearing registration number JK02AB-8179 loaded with bovine animals which was also on way from Punjab to Jammu. During checking, eight oxen were rescued and driver of the vehicle and his associate managed to escape from the spot taking the advantage of dark- ness. In this regard, a Case FIR No. 70/2017 U/S 188 RPC, 3/5 PC Act stands registered at P/S Kathua against the accused per- sons. Investigation of both the cases is set into motion to ascer- tain the persons involved in bovine smuggling. It is a major achievement of District Police Kathua to foil the 2nd bovine smuggling bid within two days in the district. A spokesman of the Kathua Police said such type of drive will con- tinue in future also to expose the nexus of bovine smuggler and put the culprits behind the bars. Meanwhile reports coming from Samba said that Samba police also rescued six bovine animals from a Mahindra vehicle bearing registration number JK02BJ/0865 which was coming from Kathua towards Samba late last night. According to Police a party from Police Station Ghagwal while signaling the vehicle com- ing from Kathua to Samba asked its driver to stop but instead of stopping he accelerated the speed and tried to escape. But the police chased the vehicle and intercepted it near Nonath. During the checking the vehicle was found loaded with six bovine animals. However the driver of the vehicle managed to escape. Police seized both vehi- cle and bovine animals and reg- istered a case under FIR Number 20/2017 U/S 188 RPC 2/3 PC Act 179, 183 and 184 MV Act in Police Station Ghagwal. Excelsior Correspondent JAMMU, Mar 9 : The Prov- incial Electrical Employees Union (PEEU) held a protest demonstration in front of EM&RE Division Gandhi Nagar today demanding implementation of SRO 59 which has been imple- mented in all the divisions of PDD except Gandhi Nagar. The protest was led by PC Sharma, Chairman of the Union. The protesters raising slogans in support of their demands warned to intensify agitation in case the authorities failed to implement the SRO. P C Sharma said that the SRO meant for Non ITI employees to give them technical grade was not implemented in PDD though the same was implemented in Works Department in 1990. Later it was implemented in PDD in Kashmir province in 1995 and not in Jammu, he added. However, after the struggle of the employees the Chief Engineers after getting order copy of SRO implemented the same in Jammu but the Gandhi Nagar M&RE Division is the only exception where the order was not implemented till date. He said the Union has given an ultimatum to the Department that in case the SRO was not implemented by today it will be forced to protest. He warned to launch agitation in case the implementation of SRO was fur- ther delayed. The other leaders of the Union who participated in the demon- stration included Darshan Singh Verma senior vice president, Bishan Singh district president Jammu, Rajan Singh and Janak Sing etc. Excelsior Correspondent JAMMU, Mar 9: The agitat- ing Contractual Lecturer on fast unto death since February 14, was today rushed to hospi- tal on the intervention of for- mer minister and Panthers Party chairman Harsh Dev Singh as condi- tion of the aggrieved was fast deteriorat- ing. Shocked to see the condition of Vinod Kumar, who had been observing fast since last four weeks, Harsh Dev Singh immediately called up CMO Jammu for prompt medical assis- tance who pressed ambulance to service at the site. The accompanying doctor physically checked Vinod Kumar whose BP plummeted to 80/55 and pulse rate dropped to 40. The waning protester was lifted from the site and rushed to the hospital for treat- ment. Till last reports came in, condition of Vinod Kumar was stated to be stable at GMC Hospital Jammu. Expressing anguish over the plight of the lecturers, Harsh Dev Singh lambasted the State Government for not responding to the call of the highly educat- ed teaching community who were languishing in open for the last 24 days. He lampooned BJP’s claims of “Achey Din” as mirage for the educated youth as the ruffians, vandals, hooligans and illiterates were glorified in Kashmir while the nationalist underemployed youth were exploited, harassed and quelled. Excelsior Correspondent JAMMU, Mar 9: Additional Special Mobile Magistrate RS Pura Slahuddin Ahmed rejected the bail application of Vikas Bharti and Yog Raj, who were involved in attempt to murder case registered with Miran Sahib Police Station. After hearing Advocate Kesar Parveen appearing for the applicants and Prosecuting Officer Pawanpreet Singh for the State, the Additional Special Mobile Magistrate observed “where the offence is of serious nature, the question of grant of bail has to be decided keeping in view the nature and serious- ness of the offence, character of the evidence and amongst oth- ers the larger interest of the public. The crime in the instant case is a crime committed against the society”. The possibility of the appli- cant influencing the witnesses and tampering with the evi- dence and committing similar offence and thereby jeopardiz- ing the investigation and thwarting the course of justice cannot be ruled out”, the court said. With these observations, the court rejected the bail applica- tion of Vikas Bharti and Yog Raj, who are also involved in a similar attempt to murder case registered with Police Station Bus Stand Jammu. Excelsior Correspondent JAMMU, Mar 9: Former Minister and senior Congress leader R S Chib, has strongly criticized the Ministry of Health and Medical Education, Government of India, for enhancing the intake of PG stu- dents for GMC Srinagar by 28 students over and above the intake capacity, already approved by the Medical Council of India (MCI), with effect from 2017-18 Academic Session. Chib while talking to some senior ex-faculty members of GMC Jammu, expressed sur- prise that, not even a single PG seat has been increased in any of the disciplines in GMC Jammu. He described this action of the GoI, as a total neg- lect and humiliation for the people of Jammu region in gen- eral and the medical fraternity and students in particular. Chib described it a highly motivated move by the Kashmir centric policies of the coalition partners and said that Jammu is being neglected at every step by the State Government. He fur- ther added that the onus of this Anti-Jammu decision lies with the PDP-BJP Government and especially the BJP, which has shown total disrespect to the mandate given by the people of Jammu. Chib urged upon Ministry of Health and Medical Education to take up this matter with the Union Government so that our medical students get equal opportunities at par with Kas- hmir. Excelsior Correspondent JAMMU, Mar 9: The State Human Rights Commission (SHRC) has asked the State Government to submit a report about the adhoc promotions of employees and delay in the reg- ularization of the same for years. “The Government is not expected to deal with its employees, particularly the employees who have retired from service in this fashion. Government cannot wait for a person to die after his retire- ment and expect his children to fight for the benefits the employee had earned", the SHRC maintained while hear- ing a case titled Dharam Paul Sharma (Retired) Principal of Hira Nagar Kathua. The case with regard to streamlining the cadre manage- ment of Gazetted and Non- Gazetted service in the State was listed before the Division Bench comprising Justice Bilal Nazki, Chairperson of the Commission and Jang Bahadur Singh Jamwal, Member of the Commission. The order passed by the Division Bench maintained that "prima-facie it appears, to be a very serious violation of human rights of lot of people. Therefore, the report is sought from the Chief Secretary in four weeks. The matter shall be taken up on the next date and the Commission expects that those who are aggrieved and whose benefits have been with- held and all those similarly sit- uated shall be taken care of before next date. Agitating Lecturer on fast unto death rushed to hospital PDD daily wagers' 'Kaam Chhor Hartal' enters 102nd day Excelsior Correspondent JAMMU, Mar 9: The PDD Daily Wagers continued their 'Kaam Chhor Hartal' and protest dharna outside the office prem- ises of SE, EM&RE Circle, Jammu on the 102nd consecu- tive day, today. The workers led by Surjeet Khajuria, president, All J&K PDD Daily Wagers Union, Jammu province started their `Kaam Chhor Hartal' on November 28. Today was the 102nd day of the strike and protest dharna. The protesting workers were shouting slogans in support of their demand of regularization and enhancement of their wages besides clearance of all the pending wages. They were also demanding the release of their wages in time, conduct of DPC of all cadre. They further demanded that discrimination with the daily wagers from Jammu region be stopped and they should be treated at par with those from Kashmir region. While speaking on the occa- sion, Surjeet Khajuria said that DPC for regularization of serv- ices of the daily wagers in vari- ous districts like Kathua, Udhampur, etc has been con- ducted and employees have been given the benefits of regulariza- tion of services, but till date the Jammu district has been totally ignored by the higher authorities of the department. He said, "In the year 2013 vide cabinet decision, the Government has announced that 1500 daily wager employees from Jammu province and 1500 employees from Kashmir Province will be regularized. Till today more than 2000 daily wager employees have been reg- ularized in the department but only 873 of them belong to Jammu province, which clearly shows that Jammu province is still facing injustice on the hands of the superiors of the depart- ment." Khajuria appealed Deputy Chief Minister, who also holds the charge of the PDD, to issue necessary direction to SE Circle- I M&RE PDD, Panama Chowk, Jammu for holding DPC in order to provide regularization bene- fits to daily wagers as early as possible. Police, SDRF rescue 2 from drowning Excelsior Correspondent SAMBA, Mar 9: A joint team of Samba Police and SDRF rescued two persons from drowning who were trapped in Basantar river which was in spate due to heavy rains today. They included Rashpal Singh S/o Amir Singh, 16 R/o Shah Balode and Suram S/o Satal Viraj R/o Bengal A/P SIDCO, Samba. The duo was loading sand in a tractor trolley in Basanter river. In the meantime, due to bad weather the level of water increased all of a sudden and both the persons were trapped in the river. On receiving the information at Police Station Samba from reliable sources, Samba Police acted swiftly mobilized the SDRF team and rescued both the trapped persons from drowning after reaching the spot in time. As per police sources, on spe- cific information, a team from Khellani police post laid a naka at Gazan nallah and arrested two persons and rescued 3 bovine animals from their possession. The accused have been iden- tified as at Ashiq Hussain, son of Ghulam Shah of Akramabad District Doda and Farooq Ahmed, son of Habibullah Shah of Beoli District Doda. A case under FIR Number 41/17 under Section 188 RPC and 3 PC Act has been registered at Doda police station and inves- tigation started. JAMMU, Mar 9 : The Prov-incial Electrical EmployeesUnion (PEEU) held a protestdemonstration in front ofEM&RE Division Gandhi Nagartoday demanding implementationof SRO 59 which has been imple-mented in all the divisions ofPDD except Gandhi Nagar.

The protest was led by PCSharma, Chairman of the Union.The protesters raising slogans insupport of their demands warnedto intensify agitation in case theauthorities failed to implementthe SRO.

P C Sharma said that the SROmeant for Non ITI employees togive them technical grade was notimplemented in PDD though thesame was implemented in WorksDepartment in 1990. Later it wasimplemented in PDD in Kashmir

province in 1995 and not inJammu, he added.

However, after the struggle ofthe employees the ChiefEngineers after getting order copyof SRO implemented the same inJammu but the Gandhi NagarM&RE Division is the onlyexception where the order wasnot implemented till date.

He said the Union has givenan ultimatum to the Departmentthat in case the SRO was notimplemented by today it will beforced to protest. He warned tolaunch agitation in case theimplementation of SRO was fur-ther delayed.

Shocked to see thecondition of VinodKumar, who hadbeen observing fastsince last four weeks,Harsh Dev Singhimmediately calledup CMO Jammu forprompt medical assis-tance who pressedambulance to service at thesite. After hearing AdvocateKesar Parveen appearing for theapplicants and ProsecutingOfficer Pawanpreet Singh forthe State, the Additional SpecialMobile Magistrate observed“where the offence is of seriousnature, the question of grant ofbail has to be decided keepingin view the nature and serious-ness of the offence, character ofthe evidence and amongst oth-ers the larger interest of thepublic. The crime in the instant

case is a crime committedagainst the society”.

The possibility of the appli-cant influencing the witnessesand tampering with the evi-dence and committing similaroffence and thereby jeopardiz-ing the investigation andthwarting the course of justicecannot be ruled out”, the courtsaid.

The workers led by SurjeetKhajuria, president, All J&KPDD Daily Wagers Union,Jammu province started their`Kaam Chhor Hartal' onNovember 28. Today was the102nd day of the strike andprotest dharna.

The protesting workers wereshouting slogans in support oftheir demand of regularizationand enhancement of their wagesbesides clearance of all thepending wages. They were alsodemanding the release of theirwages in time, conduct of DPCof all cadre. They furtherdemanded that discriminationwith the daily wagers fromJammu region be stopped andthey should be treated at parwith those from Kashmir region.

While speaking on the occa-sion, Surjeet Khajuria said thatDPC for regularization of serv-

ices of the daily wagers in vari-ous districts like Kathua,Udhampur, etc has been con-ducted and employees have beengiven the benefits of regulariza-tion of services, but till date theJammu district has been totallyignored by the higher authoritiesof the department.

He said, "In the year 2013vide cabinet decision, theGovernment has announced that1500 daily wager employeesfrom Jammu province and 1500employees from KashmirProvince will be regularized.Till today more than 2000 dailywager employees have been reg-ularized in the department butonly 873 of them belong toJammu province, which clearlyshows that Jammu province isstill facing injustice on the handsof the superiors of the depart-ment."

Khajuria appealed DeputyChief Minister, who also holdsthe charge of the PDD, to issuenecessary direction to SE Circle-I M&RE PDD, Panama Chowk,Jammu for holding DPC in orderto provide regularization bene-fits to daily wagers as early aspossible.

Police, SDRF rescue 2 from drowning Excelsior Correspondent

SAMBA, Mar 9: A joint team of Samba Police and SDRF rescuedtwo persons from drowning who were trapped in Basantar river whichwas in spate due to heavy rains today.

They included Rashpal Singh S/o Amir Singh, 16 R/o Shah Balodeand Suram S/o Satal Viraj R/o Bengal A/P SIDCO, Samba. The duo

was loading sand in a tractor trolleyin Basanter river. In the meantime,due to bad weather the level of

water increased all of a sudden and both the persons were trapped inthe river.

On receiving the information at Police Station Samba from reliablesources, Samba Police acted swiftly mobilized the SDRF team andrescued both the trapped persons from drowning after reaching thespot in time.
