AGENCYNEW DELHI: Pakistan is theepicentre of terrorism with along list of outlawed organisa-tions, including the latest to bebanned Jamaat-ud-Dawa, andthe country abets and aidsalmost half of the proscribedgroups in India, according toofficial documents.

Pakistan's National CounterTerrorism Authority (NCTA)has so far declared 69 terroristorganisations as banned.

However, it has turned a blindeye to major militant groupssuch as the Hizb-ul-Mujahideen, the Harkat-ul-Mujahideen and the Al Badroperating in Jammu andKashmir, the documents state.

On Thursday, Pakistanbanned the 2008 Mumbaiattack mastermind HafizSaeed-led Jamat-ud-Dawa(JuD) and its charity wingFalah-e-Insaniat Foundation, amid intense global pressure torein in the militant groups fol-lowing the Pulwama terrorattack that killed 40 CRPF sol-diers.

The JuD's network includes300 seminaries and schools, hospitals, a publishing houseand ambulance service. Thetwo groups have about 50,000volunteers and hundreds ofother paid workers, as per offi-cials.

According to the NCTA, asizeable number of the organi-sations, declared as outlawedby Pakistan, are based inBalochistan, Gilgit-Baltistanand the Federally AdministeredTribal Areas (FATA).

Documents of the IndianHome Ministry state thatalmost half of India's total 41banned terrorist groups areeither based in Pakistan ortheir leadership are based in the

neighbouring country or theorganisations are sponsored byPakistan.

ernment while another, Al-Akhtar Trust, has beendeclared a proscribed organisa-tion under a UN SecurityCouncil resolution. The HafizSaeed-led JuD is believed to bethe front organisation for theLashkar-e-Taiba (LeT) whichalso is responsible for carryingout the Mumbai attack thatkilled 166 people.

It was declared as a foreignterrorist organisation by theUS in June 2014.

Even through JeM, responsi-ble for the Pulwama terrorattack, and LeT, responsiblefor the 26/11 attack, werebanned by Pakistan, foundersof both the terrorist groups --Masood Azhar and HafizSaeed respectively -- are roam-ing freely in Pakistan.
