What is Section 3?
Section 3 is a policy of the United States Department of Housing and Urban Development. The purpose of
Section 3 is to promote employment, training, and contracting opportunities through the expenditure of certain HUD funds to residents of Public Housing,
Section 8, and other low and very low income persons in the community. The Tampa Housing Authority and its contractors are required to comply with Section 3, and meet or exceed the Section 3 numerical goals for training, employment, and contracting opportunities.
